SPECIAL MEETING
JUNE 6,1985
The special meeting of the City Council of the City of Apache Junction,
Arizona,was held on June 6,1985,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Hill called the meeting to order at 7:00 p.m.

PROPOSED RESOLUTION NO.85-23,
SUPPORTING APPROPRIATE PROGRAMS FOR
THE DEVELOPMENTALLY DISABLED CHILDREN
IN THE APACHE JUNCTION AREA
)Councilman Jimenez addressed the
Council and public outlining the efforts to come to some solution of this
problem.
Betty Easley Overbeck,District 9
representative of Department of Economic Security made a presentation on
procedures for obtaining services for developmentally disabled children.
Jean Hallenbeck,Assistant Manager
of Department of Economic Security addressed the Council,explained the
concept and process that was utilized in making the selection to utilize
the Pinal/Gila provider for disabled children.
City Manager Michael McNulty asked
i f since Southwest Human Development has been handling the disabled children
in this area rather than Pinal/Gila,would there be an evaluation of the new
staff,background of staff,capabilities,to ensure that the new provider
can,in fact,provide.
Ms Hallenbeck stated that there is a
selection committee with psychologists would will be choosing the staff for
Pinal/Gila services.
Councilman Jimenez asked i f there
would be consideration of Southwest Human Delvelopment staff.
Ms Hallenbeck replied that i f they
were interested in applying for this program,they would be considered.
Mr.Paul Schaeffer,Southwest Human
Development,447 E.Broadway #4,Apache Junction,addressed the Council in
protest of Pinal/Gila taking over the contract,with the feeling that they
would not have the quality of service or sufficient staff.
Several parents of handicapped
children addressed the Council in protest of the change in contract.
State Representative Roy Hudson
stated that he would like to review the contract and meet with the people
present at this meeting.
Councilman Taylor requested that the
entire resolution be read.
City Manager McNulty read as
follows:
RESOLUTION NO.85-23,A RESOLUTION
OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,
SUPPORTING PROGRAMS THAT ARE IN THE BEST INTEREST AND OF THE MOST BENEFIT TO
THE MENTALLY AND PHYSICALLY HANDICAPPED CHILDREN OF APACHE JUNCTION.
WHEREAS,the developmentally disabled children of Apache Junction need
a comprehensive early childhood program designed to assist in the
development of skills and attitudes necessary for successful school and life
experiences;and
WHEREAS,significant progress has been made in the rehabilition of
these through programs ideally suited to their individual needs;and
WHEREAS,i t is the responsibility of the City to lend support to
programs that meet the needs of these special young citizens;
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF APACHE JUNCTION,ARIZONA,THAT THE STATE OF ARIZONA AND THE
DEPARTMENT OF ECONOMIC SECURITY BE ENCOURAGED TO PROVIDE TRAINING PROGRAMS
AND PROFESSIONAL SERVICES THAT ARE BEST SUITED TO THE NEEDS OF THE
DEVELOPMENTALLY DISABLED.
Councilman Jimenez MOVED THAT
RESOLUTION NO.85-23,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,SUPPOORTING PROGRAMS THAT ARE IN THE BEST
INTEREST AND OF THE MOST BENEFIT TO THE MENTALLY AND PHYSICALLY HANDICAPPED
CHILDREN OF APACHE JUNCTION,BE APPROVED AND ADOPTED.
Councilman Eidson seconded the
motion.
VOTE:Unanimous
The motion carried.
Mr.McNulty announced a public meeting on June 12,1985,on local
social service programs sponsored by Representative Hudson.
