HomeMy WebLinkAbout1985-06-27 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JUNE 27,1985 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on June 27,1985,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Hill called the meeting to order at 6:03 p.m. ROLL CALL Councilmen Present:Councilman Baljo,Councilwoman Gardner,Councilman Jimenez, Councilman Eidson,Vice Mayor Bakkedahl,Mayor Hill Councilman Absent:Councilwoman Taylor Staff Present:Acting City Manager/Director of Public Safety Bill McDaniel City Clerk Kathleen Connelly Controller Keith Lewis City Attorney David Alexander Others Present:Dr.Mike Aemmer Mr.Rene LeSieutre CONSIDERATION AND ACTION ON REQUEST FROM EPICENTER FOR FUNDING TO SUPPLEMENT LEASE COSTS )Dr.Mike Aemmer,representing Epicenter,addressed the Council in regards to the needs of Epicenter stating that the total amount they receive from the Department of Economic Security is $80,676.00 which includes salaries,equipment,rent,and utilities.Dr.Aimmer stated that $4,000.00 is allocated for rent,which leaves Epicenter with a deficit of $6,000.00 as rent came to about $10,000.00 over the year,and requested assistance with this deficit. Councilman Eidson asked how many Centers Epicenter has. Dr.Aemmer stated that there are six Centers in the District,located in Departments of Economic Security. Councilman Jimenez asked i f any other critical incidentals are going to be necessary for the following year. Dr.Aemmer replied that their carpeting is in very bad shape,and also other supplies such as locking cabinets would be helpful. Vice Mayor Bakkedahl asked i f Epicenter is a private corporation,or a government agency. Dr.Aemmer replied that Epicenter is a private non-profit corporation. Councilman Baljo asked i f the City could give funds to a private non-profit organization. Acting City Manager Bill McDaniel stated that i t should not cause a problem,as Epicenter does provide a service to the City and the Police Department,and recommended giving the funds to Epicenter. City Attorney David Alexander stated as a "common law"City,we are restricted to expenditures that are directly provided for by powers of a common law city and this concern is legitimate, and in the future we will have to contract for services of certain organi- zations to benefit the City that are under some of our powers,that fit under "the prevention of disease",and in considering this donation of funds,this specific organization to be worthy in that light.Mr.Alexander stated that comments concerning rent and supplies are not appropriate with this law in mind,but prevention of mental health diseases should be reasons for assistance. Councilman Jimenez suggested that the City give the Community Foundation,next year,possibly a sum of $15,000.00,so that they, could be the City's agent for organizations such as this. Mr.Rene LeSieutre,representing the Community Foundation,explained their procedures for allocating funds to different organization. Councilman Jimenez MOVED THAT AUTHORIZATION BE GIVEN TO THE CITY MANAGER TO EXPEND FUNDS IN THE AMOUNT OF $8,000.00 FROM ACCOUNT NO.001-105-513-005-18 TO THE COMMUNITY FOUNDATION FOR THE PURPOSE OF EPICENTER FOR THE PREVENTION OF MENTAL DISEASE IN THE CORPORATE CITY LIMITS OF THE CITY OF APACHE JUNCTION. Councilwoman Gardner seconded the motion. VOTE:Unanimous The motion carried. ADJOURNMENT )Councilman Jimenez MOVED THAT THE MEETING BE ADJOURNED AT 6:30 P.M. Councilwoman Gardner seconded the motion.
