HomeMy WebLinkAbout1985-07-29 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JULY 29,1985 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on July 29,1985,at the Apache Junction City Council Chambers purusant to the notice required by law. CALL TO ORDER Mayor Hill called the meeting to order at 7:00 p.m. ROLL CALL Councilmen Present:Councilman Jimenez,Councilman Eidson,Councilwoman Gardner, Vice Mayor Bakkedahl,Mayor Hill Councilmen Absent:Councilman Baljo,(on vacation) Councilwoman Taylor (on vacation) Staff Present:City Manager Michael J.McNulty City Clerk Kathleen Connelly Controller Keith Lewis Director of Public Safety Bill McDaniel Director of Planning Chuck Newcomer Economic Development Specialist John Schoeph City Attorney David Alexander USE OF FEDERAL REVENUE SHARING FUNDS) )Mayor Hill opened the hearing to the public. City Manager Michael J.McNulty explained that Federal Revenue Sharing funds in the amount of $152,836.00 have been allocated in the last year for capital equipment purchases, general government,Public Safety,Public Works,and an small amount into contingency fund. Mayor Hill asked i f there was anyone who wished to speak on this issue.There being no one wishing to address the Council,Mayor Hill closed the hearing to the public. FINAL BUDGET ADOPTION FOR FISCAL YEAR 1985-86 Mayor Hill opened the hearing to the public. Mr.McNulty stated that the proposed budget totals $6,512,987.00,which is less than last years'budget,mainly due to the completion of a number of large projects. Mayor Hill asked i f there was anyone who wished to speak on this issue.There being no one wishing to address the Council,Mayor Hill closed the hearing to the public. PROPOSED ORDINANCE NO.416, AMENDING CLASSIFICATION PLAN public. Councilman Jimenez MOVED THAT ORDINANCE NO.416,BE READ BY TITLE ONLY AND THE READING OF THE ENTIRE ORDINANCE BE WAIVED. Councilwoman Gardner seconded the motion. VOTE:Unanimous The motion carried. City Clerk Kathleen Connelly read as follows: ORDINANCE NO.416,AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA, AMENDING,REVISING AND ADOPTING THE CLASSIFICATION PLAN FOR THE CITY OF APACHE JUNCTION,ARIZONA;REPEALING ANY CONFLICTING PROVISIONS;AND PROVIDING FOR SEVERABILITY. Councilwoman Gardner MOVED THAT ORDINANCE NO.416,AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,AMENDING,REVISING AND ADOPTING THE CLASSIFICATION PLAN FOR THE CITY OF APACHE JUNCTION,ARIZONA;REPEALING ANY CONFLICTING PROVISIONS;AND PROVIDING FOR SEVERABILITY,BE APPROVED AND ADOPTED. Councilman Jimenez seconded the motion. Councilman Eidson called for an explanation of the ordinance for the benefit of the public. Mr.McNulty replied that this ordinance changes the Personnel Policies in the classification area per- taining to merit increases,salary classification for the Associate Planner and City Clerk positions,places the Director of Public Safety on the Personnel Classified Salary Schedule and sets a salary for that position, establishes the salary for the Director of Public Works position and elimin- ates certain steps in the Classified Personnel Salary Schedule of ranges 48 to 55,eliminating steps G through K.Mr.McNulty also stated that any classification changes amend the Personnel Policies,so i t is necessary to accomplish this by ordinance,prior to budget adoption. VOTE:In Favor:Councilman Jimenez,Councilwoman Gardner Vice Mayor Bakkedahl,Mayor Hill Opposed:Councilman Eidson The motion carried. PROPOSED RESOLUTION NO.85-20, FINAL BUDGET ADOPTION )Councilman Jimenez MOVED THAT RESOLUTION NO.85-22,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION ADOPTING ESTIMATES OF PROPOSED EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR BEGINNING JULY 1,1985,AND ENDING JUNE 30,1986;DECLARING THAT SUCH SHALL ESTABLISH THE BUDGET OF THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 1985-86,BE APPROVED AND ADOPTED. SPECIAL MEETING OF THE CITY COUNCIL JULY 29,1985 PAGE 2 Vice Mayor Bakkedahl seconded the motion. Councilman Eidson objected to the proposed budget,specifically salary and personnel changes made by Council, and felt this the first step towards the Mayor and Council controlling the hiring and firing of City employees. Councilman Eidson made an amendment to the motion THAT ALL PERSONNEL AND SALARY CHANGES BE MADE AFTER A SALARY SURVEY IS MADE,THAT ALL SALARY CHANGES THAT ARE JUSTIFIED BE RETROACTIVE TO YEAR BEGINNING. Mayor Hill stated that in the near future all salaries would be looked over with the City Manager. The amendment to the motion failed from lack of a second. ADJOURNMENT )Councilman Jimenez MOVED THAT THE MEETING BE ADJOURNED AT 7:21 P.M. Vice Mayor Bakkedahl seconded the motion. VOTE:Unanimous The motion carried.
