SPECIAL MEETING
JANUARY 23,1985
The special meeting of the City Council of the City of Apache
Junction,Arizona,was held on January 23,1985,at the Apache Junction
City Council Chambers pursuant to the notice required by law.
CALL TO ORDER
Vice Mayor Eidson called the meeting to order at 7:00 p.m.
ROLL CALL

INTERGOVERNMENTAL AGREEMENT WITH
PINAL COUNTY FOR ELECTION SERVICES )
)City Manager Michael J.McNulty
explained that this agreement is similar to the ones in the past for
election services and recommended approval.
Councilman Baljo MOVED THAT THE
INTERGOVERNMENTAL AGREEMENT BETWEEN PINAL COUNTY AND THE CITY OF APACHE
JUNCTION FOR ELECTION SERVICES IN AN AMOUNT NOT TO EXCEED $5,500.00,BE
APPROVED.
Councilman Damiano seconded the
motion.
VOTE:Unanimous

PERMIT FEES FOR MOBILE HOME/PARK
MODEL INSTALLATIONS
)Mr.McNulty stated that the
Building Division prepared a cost break -down on fees with one for a
normal no -problem permit costing the City $10.33.However,the average
cost per permit for these type of models is $21.41,as i t is very
seldom that one goes through simply and smoothly.
Councilman Taylor asked what
the problems would be.

the applicant didn't bring in the plot plan,where the unit will be,no
dimensions with proximity to the neighboring unit,or there is
something wrong with the waste system connection,i t would cause
delays.

Councilman Baljo commented on
the proposed installation fees.
Mr.McNulty informed the
Council and public that the County regulations by which many of these
were built are the same as regulations used by the City.
Mr.Frazier explained setback
requirements and addressed a suggestion by Councilman Baljo to create a
checklist for inspections,stating that i t would be impossible with the
present number of inspectors employed and variables involved and would
also increase the time.
Mr.Frazier stated that the
Building Inspectors do use an inspection card,with the general items,
and that i f an inspection results in rejection,the inspector is
required to give reasons quoting code regulations.
Mr.Bryce Kempton,owner of
Kemptons Travel Town in Mesa,addressed the Council in opposition to RV
inspections,stating that no other City in Arizona requires an
inspection on RV's.
Mr.McNulty explained that park
model RV's are being built like mobile homes and should have the same
inspections and requirements when set up for a long period of time.
Councilman Baljo suggested that
guidelines be set with the difference between an RV and a park model.
Mr.Jim Hurst,manager of
Baywood Mobile Home Park,addressed the City Manager regarding the
present building permit fee.
A representative of the housing
industry commented on trap systems.
Mr.Gary Dial,695 W.17th
Avenue,Apache Junction,addressed the Council regarding fees and
property taxes.
Vice Mayor Eidson suggested

Further comments were made by
Mr.McNulty read the
proposed Ordinance No.352,with the amendments to the Uniform Building
Code pertaining to Recreational Vehicles,which cannot be passed with
the emergency clause as there are only five members of the Council
present.
Councilman Shanks MOVED THAT
ORDINANCE NO.352 BE PLACED ON THE NEXT REGULAR MEETING AGENDA WITH THE
EMERGENCY CLAUSE,TO LOWER BUILDING PERMIT FEES.
Councilman Baljo seconded the
motion.

The motion was withdrawn due to
Council discussion that this should be acted upon prior to the next
regular meeting and that a special meeting would be called.
Councilman Shanks MOVED THAT
THE CITY COUNCIL HOLD A SPECIAL MEETING ON JANUARY 25,1985,AT 5:30
P.M.IN THE CITY COUNCIL CHAMBERS.
Councilman Baljo seconded the
motion.
VOTE:Unanimous
The motion carried.
Councilman Damiano MOVED THAT A
WORK SESSION BE HELD ON MONDAY,FEBRUARY 4,1985,AT 7:00 P.M.,IN THE
CITY COUNCIL CHAMBERS.
AND THAT AN EXECUTIVE SESSION AND A WORK SESSION BE HELD ON FEBRUARY 5,
1985,AT 6:00 P.M.,IN THE CITY COUNCIL CHAMBERS,
Councilman Baljo seconded the
motion.
VOTE:Unanimous

Councilman Shanks MOVED THAT AN
EXECUTIVE SESSION BE HELD ON JANUARY 23,1985,IMMEDIATELY FOLLOWING
THE SPECIAL MEETING,IN THE CITY COUNCIL CHAMBERS.
