1. 24-680 Approval of minutes of the meeting of May 21, 2024, and June 18, 2024,
Boardmember Solder made a motion to approve the meeting minutes of the May 21,2024,and
June 18,2024,meeting.Boardmember Nesser seconded the motion.

2 24-681 Presentation, discussion, and consideration of Resolution No. 2024-010,
requesting a portion of the public utility easement located at 276 South
Starr Road,Apache Junction,Arizona, be extinguished and is no longer
necessary for public use as a public utility easement.
Boardmember Nesser made a motion that Resolution No. 04-010,a resolution of the Board of
Directors of the Water utilities Community Facilities District(City of Apache Junction,Arizona)
declaring a portion of the public utility easement located at 276 South Starr Road,Apache
Junction;Arizona,is no longer necessary for public use as a utility easement and is hereby
extinguished be approved.Boardmember Cross seconded the motion..

District Director Mike Loggins presented an overview of Resolution No. 2024-010, a request to
extinguish the water utility easement and declaring a portion of the public utility easement
located at 276 South Starr Road,Apache Junction,Arizona, is no longer necessary for public
use as public utility easement. Mr. Loggins advised the city has already abandoned the
easement and the District recommends abandoning the easement.
3. 4-682; Presentation, discussion, and consideration of the procurement of fleet
vehicles consisting of one (1) replacement 2025 Chevrolet Silverado
1500 2WD crew cab truck,and two(2) replacement 2025 Chevrolet
Silverado 2500ND 2WD regular cab trucks budgeted for the current
fiscal year utilizing the cooperative Arizona state contracts CTR059320
and CTR069474. Staff requests authorization to purchase vehicles in the
amount not to exceed$200,000.00.
Vice Chairperson Schroeder made amotion that the purchase of one(1)replacement 2025
Chevrolet Silverado 1600 2WD crew cab truck,and two(2)replacement 2025 Chevrolet Silverado
250OHD 2WD regular cab trucks from Midway Chevrolet utilizing the cooperative Arizona state
contracts CTRO59320 and CTR069474 in an amount not to exceed$200,000.00 be approved.
Boardmember Johnson seconded the motion.
Mr.Loggins presented an overview of the purchase of three(3)new fleet vehicles.The vehicles
will be replacing current fleet vehicles that are over 7 years old or have 100,000 miles.The old
vehicles will either be sold at auction or will be utilized by other city departments.The vehicles
will be purchased from Midway Chevrolet through the cooperative Arizona state contracts
CTRO59320 and CTR069474,

2025 Freightliner M106 clump truck, budgeted for the current fiscal year
from Freightliner of Arizona utilizing the cooperative contract with the
State of Arizona Contract No. CTR069472, Staff requests authorization
to purchase dump truck in an amount not to exceed$200„000.00.
Boardmember Johnson made a motion that the purchase of one(1)2025 Freightliner M2106 dump
truck from Freightliner of Arizona utilizing the cooperative contract with the state of Arizona
contract number CTRO69472 in an amount not to exceed$200,000.00 be approved.Chairperson
Heck seconded the motion.
Mr. Loggins presented an overview of the purchase of a new lamer dump truck which will

replace the District's existing smaller dump truck that is 20 years old.The District is requesting
authorization to purchase the dump truck from Freightliner of Arizona utilizing the cooperative
Arizona state contract CTR069472.

5. 24-685 Presentation, discussion, and update on Verde River Sediment
Mitigation Study.
Mr. Loggins presented an update on the Verde River Sediment Mitigation Study.The project is
moving slowly but is still on schedule with a completion date of 2034.An environmental study is
currently underway.The Bureau of Reclamation is working on federal interests of water for the
project.Thirty percent of the engineering design will be done in September.The original study
cost for the 30 percent design was$28 million,with$13.5 million covered by federal funding.A
recent change order with an additional cost of$6 million was received to change the test quarry
location.The original trial quarry site was located at the marina of Bartlett Lake.The reason for
the change order is due to an eagle nesting in the test quarry one (1) site.The new test quarry
two(2)site is located across the lake, but is closer to the existing dam, The purpose of the test
quarry into determine what type of dam will be built.The committee still needs to vote on the
additional funding and will be working on how the additional cost would be funded.
6. 24-686 Presentation of video for Advanced Water Purification,
Mr. Loggins presented an update on the Advanced Water Purification trailer. Carollo Engineers
has finished the basis of the design, and the construction of the trailer will start with an
anticipated completion date of January 2025.The trailer will be brought to public events for the
public to learn more about the process. Mr. Loggins presented a video showing how Advanced
Water Purification processed water from the City of Scottsdale is currently being used at a
brewery in Arizona.
7. 24-687 Presentation, discussion, and update on District wide water system.
Mr. Loggins presented an update on the District water system.Water Campus Ts startup has
been completed and is delivering water to customers in the Blossom Rock and Radiance
subdivisions.This startup was the first of three phases.This phase consisted of four distribution
pumps which pump out and pressurize the system,two recirculation pumps to distribute water
treatment chemicals, and 3.2 million gallons of water storage.
