Tuesday,September 17,2024 6:00 PM City Council Chambers A. Call to Order Chairperson Wilson called the meeting to order at 6:00 pm. B. Roll Call Present 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross, Boardmember Heck, Boardmember Johnson, Boardmember Nasser,and Boardmember Soller Staff in attendance: Bryant Powell, District Manager Matt Busby,Assistant District Manager Jennifer Pena, District Clerk Joel Stern, District Legal Counsel Yvette McKinney, Deputy District Clerk Mike Loggins, District Director Charles Briggs, Water District Project Manager Rita Vineyard, Senior Administrative Assistant Angelie Hawley, District Treasurer Robert Wsler, Management Analyst C. Agenda Items 1. 24-733 Approval of minutes of the meeting of August 20, 2024, Boardmember Heck made a motion to approve the meeting minutes of the August 20,2024, meeting.Boardmember Cross seconded the motion. Yes: 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross, Boardmember Heck, Boardmember Johnson, Boardmember Nesser and Boardmember Softer No: 0 2. 24-758 Intergovernmental Agreement between Apache Junction Sewer District and Apache Junction Water Utilities Community Facilities District for the sale of long-term storage credits, Boardmember Soller made a motion that the Intergovernmental Agreement between Apache Junction Sewer District and Apache Junction Water Utilities Community Facilities District for the sale of long-term storage credits be approved.Boardmember Johnson seconded the motion. City of Apache Junction,Arizona Page 7 Water utilities Community Facilities Meeting Minutes September 17,2024 District Yes: 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross,Boardmember Fleck, Boardmember Johnson, Boardmember Nesser and Boardmember Seller No: 0 District Director Mike Loggins presented an overview of an Intergovernmental Agreement(IGA) between Apache Junction Sewer District(AJSD)and Apache Junction dater Utilities Community Facilities District(District)for the sale of long-term storage credits. The AJSD collects the sewer water from Arizona Water Company and the District's customers at their plant where it is treated.The effluent water in put into recharge basins,where it is filtered back into the ground. The amount of water is tracked and reported to the Arizona Department of Water Resources(ADWR)and this water is turned into credits.The AJSD receives approximately 1,000-acre feet a year in credits for water they store underground. The AJSD approached the District and expressed they would like to sell the credits to the District.The District is buying the credit at a cost which is approximately what the District is paying for Central Arizona Project(CAP)water, The water can be pumped out of the ground as effluent water and not CAP water,The water can be continually used,or it can be kept in the ground for later use:The District would use its current wells as recovery wells to pump the effluent credits received from AJSD out of the ground. The water could also go to a groundwater savings facility,The District also allows Roosevelt Irrigation District or New Magma Irrigation District to use its CAP water in exchange for their credits. The ICA with AJSD Is for ten years for first right of refusal for all their effluent credits,with two-five-year renewable agreements,The District is currently working on its water designation with the ADWR which is good for 10 years.The water designation period is from 2025- 035. ADWR needs to see that the District has the ability to purchase credits or have them available to purchase.These additional water supplies would be put into the District's waster portfolio showing the District has the ability to buy 1,000-acre feet a year for the next 10 years.The additional two-five-year renewable agreements would give the District an additional 10 yearn of water supply. This is the third time the ICA is being renewed with AJSD and it has been in place for 20 years, D. District Manager Repeat o report. E. District Director Report Mr; Loggins provided an update to the board on the District's recent change in outsourcing the mailing of customer bills to InfoSend, a company in California. InfoSend is now printing,folding and mailing the District's utility bills to customers. Customers are no longer receiving a return envelope with their bill,which is in line with the practices of other utility companies,This change, in addition to saving the District money,is freeing up staff time to work on other projects.
