Tuesday,October 15,2024 6:30 PM City Council Chambers A. Call to Order Chairperson Wilson called the special meeting to order at 6:38 pm. B. Roll Call Present 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross, Boardmember Heck, Boardmember Johnson, Boardmember Nesser,and Boardmember Soller Staff in attendance: Bryant Powell, District Manager Yvette McKinney, Deputy District Clerk Joel Stern, District Legal Counsel Mike Loggins, District Director Charles Briggs, Water District Project Manager Rita Vineyard, Senior Administrative Assistant Angelie Hawley, District Treasurer Connie Chow, District Controller Kayla Fulmer, Director of Marketing and Communications Eli Richardson, Management Analyst Robert Wisler, Management Analyst C. Agenda Items 1. 24-863 Approval of minutes of the meeting of September 17,2024. Boardmember Soller made a motion to approve the meeting minutes of the September 17,2024, meeting.Boardmember Messer seconded the motion. Yes: 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross, Boardmember Heck, Boardmember Johnson, Boardmember Nesser and Boardmember Soller No: 0 City of Apache Junction,Arizona Page 1 Water Utilities Community Facilities Special Meeting Minutes October 15,2024 District 2. 24-864 Presentation, discussion, and consideration of Resolution No. 2024-011, requesting the public utility easements located between parcel numbers 100-25-015B and 100-25-016B,Apache Junction,Arizona, be extinguished and are no longer necessary for public use as a public utility easement. Boardmember Johnson made a motion that Resolution No.2024-011,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) declaring portions of the public utility easements located between parcel numbers 100-25-015B and 100-25-016B,Apache Junction,Arizona are no longer necessary for public use as a utility easement and are hereby extinguished be approved.Boardmember Soller seconded the motion. Yes: 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross, Boardmember Heck, Boardmember Johnson, Boardmember Nesser and Boardmernber Soller No: 0 District Director Mike Loggins presented an overview of Resolution No,2024-010, a request to extinguish the water utility easement and declaring a portion of the public utility easement located between parcel numbers 100-25-015B and 100-25-016B,Apache Junction,Arizona, are no longer necessary for public use as public utility easements. Mr. Loggins advised the city has already abandoned the easements and the District recommends abandoning the easements. D. District Manager Report No report. E. District Director Report Mr. Loggins provided an update on the Verde River Sediment Mitigation Study.The initial allocation presented to the board about six months ago was 7,942 acre-feet, Since that time additional partners would like to join the 22 cities currently participating in the study,The Town of Cave Creek recently ended an agreement with the City of Scottsdale for water and requested to join the study. They requested 1,000 acre-feet from the Bureau of Reclamation and this water would be used to serve their existing customers,All the members voted to allow them to be part of the study, Salt River Project(SRP)found some old maps that showed an additional 4,423 acre-feet in Horseshoe Lake in the original structure that they believe they need to restore,This means the Apache Junction Water District(AJWD)will lose approximately 1,200 acre-feet from the current allocation, The Bureau of Reclamation must secure water supplies to back up Central Arizona Project (CAP)water supplies if there are shortages, The CAP water supplies are for the Indian reservations and backups for the Federal Government.After this is done,AJWD's water allocation might be cut in half, Each of the cities in the study are taking cuts in their allocations and negotiations are still going on to determine what percentage will be cut. Results from the Bureau of Reclamation were anticipated to be around the end of 2024, but now it looks like possibly February 2025.The sub-committee will need to vote again to determine how to divide the new allocations.The plan into secure existing demands first and then committed future City of Apache Junction,Arizona Page 2 Water Utilities Community Facilities Special Meeting Minutes October 15,2024 District demands. Boardmember Heck asked if the District would be obligated to pay the same amount. Mr: Loggins stated that the District would only pay for the allocation it receives. District Manager Powell asked what would happen if any of the other cities decide to drop out or are not prepared to pay for their allocations. Mr. Loggins responded that if this were to happen the District would request to receive its original allocation. Mr: Loggins provided an update on the Radiance and Blossom Rock subdivisions.The construction is continuing and there has been an approximate 40% increase in service connections: Mr. Loggins is anticipating doubling the service connections by the end of 2025 if construction continues. F. District Treasurer Report No report. G.
