Agenda Items 1, 24-917 Approval of minutes of the special meeting of October 15, 2024 Boardmember Cross made a motion to approve the special meeting minutes of the October 15, 2024,meeting.Vice Chairperson Schroeder seconded the motion. Yes: 7- Chairperson Wilson,Vice Chair Schroeder, Boardmember Cross, Boardmember Heck, Boardmember Johnson, Boardmember Nesser and Boardmember Soller No: 0 City of Apache Junction,Arizona Page 1 Water Utilities Community Facilities Meeting Minutes November 19,2024 District 2. 24-918 Presentation, discussion and consideration of construction agreement between Water Utilities Community Facilities District and Fire Security Electronics&Communications, Inc. for video surveillance system at Superstition Area Water Plant in the amount not to exceed$101,743.80. Boardmember Soller made a motion that the construction agreement between Water Utilities Community Facilities District(City of Apache Junction,Arizona)and Fire Security Electronics& Communications Inc.for video surveillance system at Superstition Area Water Plant in an amount not to exceed$101,743.80 be approved.Boardmember Nesser seconded the motion. District Director Mike Loggins presented an overview of a construction agreement with Fire Security Electronics&Communications, Inc.for a video surveillance system at the Superstition Area Water Plant.The District is using cooperative contract 1 Government Procurement Alliance in the amount of$101,743.00 for this project.Approximately 50 videos will be installed inside and outside the facility.The project was budgeted in the Fiscal Year 2024-2025 budget. D. District Manager Report No report. E. District Director Report District Director Mike Loggins presented an update on the Salt River Project(SRP)and Central Arizona Project(CAP) Interconnect Facility(SCFI).The District continues to work with approximately 15-20 partners including SRP and CAP on the project.A video from SRP was presented showing an overview of the project. The project is currently in the design phase which should be completed in the next two years. Construction is estimated to begin in 2027 with an estimated completion date around 2030. Funding for this project is still under discussion with some of the options being paid with water conservation, cash or leasing the infrastructure. Mr. Loggins provided an update on the Verde River Sediment Mitigation Study.A timeline was presented to show what is currently being worked on and what is coming up in the future.A feasibility report needs to be completed which will take a couple of years to complete.The District anticipates construction will not begin until 2028 with the District's portion of funding being around$20 million. The project will take 5 to 6 years to complete,with a possible completion date in 2034.The initial funding for the design of the dam was about$27 million, but a change order request was required due to eagles nesting in the original site.The change order is for$6.4 million and the District's portion of the change order is an increase of $288,000.00.Additional payments of$144,000 will be required in 2026 and 2027. Mr. Loggins presented an overview of a future underground storage facility.As development moves south,water will be stored with the Apache Junction Sewer District or at a new facility. The District will be working with Clear Creek Associates on a hydrologic study and associated modeling for an underground storage facility and water storage.
