HomeMy WebLinkAbout03_2020 City-of-Chandler-Emergency-Declaration-COVID-19 CHANDLER � arizona Office of the Mayor Chandler,Arizona PROCLAMATION DECLARING THE EXISTENCE OF A LOCAL EMERGENCY WHEREAS, the City of Chandler on the 19th day of March, 2020, does hereby find that due to the President's Proclamation of National Emergency dated March 13, 2020, the Governor's Declaration of Emergency dated March 11, 2020, and Maricopa County's Proclamation of Emergency dated March 18, 2020, as a result of the COVID-19 outbreak, the City of Chandler, County of Maricopa, State of Arizona, is facing a condition of extreme peril to life and property that necessitates the proclamation of the existence of an emergency; and WHEREAS, on March 15, 2020, the Centers for Disease Control and Prevention, in accordance with its guidance for large events and mass gatherings, recommend for the next eight weeks, organizers (whether groups or individuals) cancel or postpone in-person events that consist of 10 people or more throughout the United States; and WHEREAS, on March 16, 2020, President Trump issued his "Coronavirus Guidelines for America: 15 Days to Slow the Spread" that provides guidance to avoid social gatherings of more than ten people and direction to "Listen to and follow the directions of your state and local authorities'; and WHEREAS, I sincerely encourage our community to come together and follow the guidelines provided by the CDC and the President of the United States, and I am optimistic that as we come together as a community, we can reduce the risk of our residents contracting and spreading the COVID-19 virus; and WHEREAS, pursuant to the emergency powers vested in me as Mayor under Arizona Revised Statutes §26-311 and Chandler City Code §6-3.2, 1 have determined that extraordinary measures must be taken to alleviate the suffering of people and to protect or rehabilitate property. NOW, THEREFORE, IT IS HEREBY PROCLAIMED BY THE MAYOR OF THE CITY OF CHANDLER as follows: Section 1. That an emergency is declared for the City of Chandler. Section 2. That the City's Emergency Operations Plan is implemented in whole or in part. Section 3. That public gathering places, such as bars, clubs, libraries, gyms, and other places where groups in excess of ten people congregate, are urged to take measures to implement social distancing. Section 4. That all restaurants, food courts, cafes, coffeehouses, retail food facilities, and other similar businesses and establishments are strongly encouraged to take measures to increase the use of delivery service, window service, drive-through service, or drive-up service, and to use precautions in doing so to mitigate the potential transmission of COVID-19. Section 5. That all businesses are urged to implement social distancing, limits on the per household purchases of essential items, and measures necessary to protect the health and safety of the residents of the City of Chandler. Section 6. That property owners are encouraged to work with tenants to avoid evictions at this time due to financial hardships incurred because of the pandemic. Section 7. That members of the public are strongly encouraged to: a. use social distancing and avoid groups of ten or more people; and b. avoid contact with those with elevated risks associated with COVID-19; and C. stay home and contact a medical provider if the person or others in the person's household feel sick; and d. stay home and away from other people if the person is an older person and/or the person has a serious underlying condition that can put the person at increased risk (for example, a condition that impairs the person's lung or heart function or weakens the person's immune system); and e. practice good personal hygiene, such as regularly washing the person's hands, avoid touching the person's face, sneezing into a tissue or the inside of person's elbow, and frequently disinfecting. Section 8. That the proclamation shall take effect immediately from and after issuance. IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said emergency the powers, functions, and duties of the Council of the City of Chandler shall be those prescribed by State Law, Ordinances, and the emergency plans of the City of Chandler in order to mitigate the effects of such emergency.
