Representatives of the Friends of Lost Dutchman State Park will provide an overview on the fundraising efforts and successes for ensuring Lost Dutchman State Park remains operational. Public hearings required by applicable law shall be conducted by the Council and any person shall be given the opportunity to speak.AllremarksshallbeaddressedtotheCouncilasawholeandnottoanymemberthereof.Such remarks shall be limited to five (5)minutes unlessadditionaltimeisgrantedbytheMayor.This time limitation shall not apply to applicants and their agents appearing before the Council. REQUEST BY YAVAPAI DOWNS FOR RENEWAL OF OFF TRACK WAGERING PERMIT AT MIRAGESPORTSGRILL. State law requires that off track wagering permits be renewed every three years.This public hearing is the next step in the process forarenewal.The council is required to give a recommendation for approval or denial to be forwarded to the Arizona Department ofRacing. Vice Mayor Eck asked if the sponsors of Allied Waste, and the other are sponsoring the fireworks completely. Assistant to the City Manager Matt Busby stated they have gained enough funds through the sponsorship program to cover the cost of the event, the program are .seen as another line of revenue in the general fund. It was marketed for the sponsor to participate in the Fourth of July Celebration. Mediacom It is important to note that the revenues from It will fund all.city programs.not just the fireworks. He thinks it is Mayor Insalaco asked if the surrounding cities have canceled ■ their Fourth of July or if they have got them back.If they have canceled them,the 5,000 attendance will double. Assistant to the City Manager Matt Busby stated he does not know who has canceled or continued their Fourth of July celebrations. He could some research as it could impact ours. n Mayor Insalaco commented it would be nice to know which of our neighbors were going to have any so that we can be prepared. When they find out we are having them,people will come. Councilmember Dietz commented they saw a large increase last year when a few of the cities dropped them. Vice Mayor Eck commented last year was the first time he saw vehicles parked on the side of the freeway. Assistant to the City Manager Matt Busby stated the city sees this as its premiere event and he can only see it growing. City Clerk Kathleen Connelly reminded the city manager that as part of his report on this,he was.going to thank Councilmember Dietz for becoming the champion of this program almost three budget years ago. NEW BUSINESS RESOLUTION NO.10-10,AUTHORIZING SUBMISSION OF GRANT APPLICATION TO FORT MCDOWELL YAVAPAI NATION FOR REGULAR MEETING OF THE CITY COUNCIL APRIL 20,2010 PAGE 4 OF 9 n n INSTALLATION OF LIGHTING AT THE FOCAL POINT AND ALONG PHELPS DRIVE ) )Grants Specialist Roger Hacker briefed the council on the item. Councilmember Serdy commented they already have several trees lit up down there in front of the old Bashas'.It will give you an idea of how it will look. When the sun goes down,people now quit shopping or going to the restaurants.Project how good it will look once that area is lit up.He suggested they not stop there but go down the Trail and light everything up like other cities are doing.He believes it will add to the city and the business. n Councilmember Dietz asked if we received funds a couple of years ago from the Yavapai Nation that goes along with this.’ Grants Specialist Roger Hacker stated that is correct.They helped us fund phase 1 of the project which installed cement infrastructure and some of the lighting at the focal point. Vice Mayor Eck asked if Pinal County is considering Apache Junction a smaller community. Program Coordinator Heather Patel stated when the Department of Energy started the EnergyEfficiencyandConservationBlockGrantProgram,they looked an old census population number, were-of a smaller size community. nat That is how they determined we Councilmember Barker commented that it was.then an advantage to us. Councilmember Coleman asked if sll of the triggers for a major plan amendment are in state law. REGULAR MEETING OF THE CITY COUNCIL APRIL 20,2010 PAGE 6 OF 9 n n Development Services Director Brad Steinke commented everything that he has told them up until now has been state law.We deviate from state law in what we decide is a major amendment and what is a minor amendment. Currently they have it if 100 acres or more is to be changed, that constitutes a major amendment.Another trigger is when going from commercial land use to residential,or from residential to commercial, single family to multi-family, trigger a major general plan amendment if it involves 10 contiguous acres or more.Minor amendments are everything else. The first two public meetings on the plan are already scheduled; no presentations will be given,they will have booths staffed by city employees from various departments who will answer questions. or commercial to industrial,or those changes are significant andn Viqe Mayor Eck commented he thinks it is an awesome plan for public input. Mr.Elliott Fisher,547 E.Quail,Apache Junction,addressed the council regarding corporate sponsorships;the Capital Facilities Plan tax;requested taxes be put to a vote;and his concern on non-profit organizations not reporting what they do. BACKGROUND nOnNovember24,2009,The Arizona Department of Commerce (“Commerce”)issued a Request forGrantApplications.This grant was made available to rural Arizona communities and Tribal authorities to perform general plan or economic development activities.Awards are anticipated to bereceivedinJanuary2010. In January,2010 staff submitted an application and was subsequentlyawarded funding in March tocompletethefollowingservices: 1)Complete sixteen Geographic Information System (“GIS”)maps to support the 2010 GeneralPlan.These maps will serve a purpose beyond the General Plan graphics by providing a databaselinethatcanbeusedtomonitorandreportfuturedevelopmentactivityandimpact;2)Enhance the Economic Development Website.Once the GIS General Plan maps are crkted,updates to the City’s economic development website will provide information withinteractiveGISmapanddatabase.This upgraded information would be used for marketing theCitytoprospectivedevelopersandemployers;and an n n 3)Expand on Downtown Mapping.The City’s downtown consultant,G &G Consulting,is presently creating a^GIS,database for all businesses within the downtown area.This database will be expanded to include all City businesses in accordance with the 2010 General Plan. DISCUSSION Due to the delayed award,staff determined that because.G &G Consulting has completed GIS maps and databases for the Downtown Redevelopment and Implementation Strategy,that they would be able to complete all tasks by the Rural Economic Development and Planning Assistance Grant completion date of June 30,2010.Therefore staff proposes to amend G &G Consulting’s Agreement from the Community Development Block Grant funded Downtown Redevelopment and Implementation Strategy to include the project scope funded through the Rural Economic Development and Planning Assistance Grant. n RECOMMENDATION Staff respectfully requests that the City Council approve the First Amendment to G &G Consulting EEC’s July 7,2009 Professional Services Agreement for Planning Consulting and Services to add activities funded under an Arizona Department of Commerce Rural Economic Development and Planning Assistance Grant.
