SUBJECT. AGENDA ITEM FOR AUGUST 7, 2012 SPECIAL MEETING
PROPOSED RESOLUTION NO. 12-27
(FINAL BUDGET ADOPTION)
In accordance with State law, the City Council must adopt a final budget establishing
expenditures for the ensuing fiscal year on or before the third Monday in August (August
20) This adoption must take place in a special meeting and also allow for public input By
action taken on July 3 (Resolution No 12-25) the Council chose August 7 as the date set
for a special meeting and public hearing for final budget adoption
At this point in the budget adoption cycle, the Council can either accept or reduce the
proposed expenditures It is no longer permissible to increase expenditures within the
funds
The adoption of Resolution No 12-27 will finaze adoption of the budget for FY 2012-2013
This resolution has been written with an emergency clause so that it is clearly established
that the budget has been adopted and is in effect in conjunction with the beginning of the
fiscal year

RESOLUTION NO. 12-27
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA, FULLY ADOPTING ESTIMATES OF
EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE
FISCAL YEAR BEGINNING JULY 1 , 2012 , AND ENDING JUNE 30 ,
2013, DECLARING ESTABLISHMENT OF THE BUDGET FOR THE CITY
OF APACHE JUNCTION FOR FISCAL YEAR 2012-2013; AND
DECLARING AN EMERGENCY.
WHEREAS, in accordance with Arizona Revised Statutes Annotated
("A.R. S. ") § 42-17101, et seq. , the Apache Junction City Council on
July 3, 2012 , made an estimate of: 1) the different amounts
required to meet the public expenses for the ensuing year; 2) an
estimate of revenues from sources other than direct taxation; and
3) the amount to be raised by taxation upon real and personal
property with the City of Apache Junction, Arizona; and
WHEREAS, in accordance with A.R. S . § 42-17103 (A) , the City
Council met on July 3 , 2012 , where taxpayers were allowed the
opportunity to appear and be heard in favor of or against any
proposed expenditures or tax levies , and
WHEREAS, it appears that legal publication has been duly made
of the budget estimates together with a notice that the City
Council would meet on August 7 , 2012 at 7 : 00 p.m. at the City
Council Chambers for the purpose of making tax levies as set forth
in said estimates; and
WHEREAS, it appears that the sums to be raised by primary
taxation, as specified therein, do not in the aggregate amount
exceed that amount as computed in A.R. S . § 42-17101 .
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council
of the City of Apache Junction, Arizona as follows :
SECTION I BUDGET ADOPTION
The estimates of revenue and expenditures shown on the accompanying
schedules are hereby adopted as the budget of the City of Apache
Junction, Arizona, for Fiscal Year 2012-2013 , and incorporates by
reference those documents adopted by Resolution No. 12-26 and its
attachments entitled "Classification Plan for Fiscal Year 2012-2013

With a Revision Date of July 3, 2012" and "Compensation Plan for
Fiscal Year 2012-2013" .
SECTION II DECLARING AN EMERGENCY
The immediate operation of the provision of this resolution is
necessary for the immediate preservation of the public peace,
health or safety, and that an emergency is hereby declared to
exist; and this resolution shall be in full force and effect from
and after its passage, adoption and approval by the mayor and city
council of the City of Apache Junction .

This item adopts as part of the FY 2012-2013 budget, an amended version of "The
Classification Plan for Fiscal Year 2012-2013" and "The Compensation Plan for Fiscal Year
2012-2013" with an emergency clause The amendment is needed to add the position of
Assistant Parks Supervisor at Salary Group 44 as it was inadvertently omitted from the July 3,
2012 adopted plans under Resolution No 12-26

As you are aware,Parks &Recreation Director Bell brought to HR's attention that a position
added by budget to his department was not on the Classification Plan FY 2012-2013. In
reviewing the document I confirmed that the position listed below was inadvertently omitted
from the Classification Plan for FY 2012-2013
TITLE Assistant Parks Supervisor SALARY GROUP. 44
Due to the fact,that the Classification Plan for FY 2012-2013 was tentatively approved by
Council at the July 3, 2012 meeting a revision was required Per your direction, the new
resolution number was issued,resolution revised, submitted to and approved by Joel Stern,
City Attorney as well as the new AIT, which are attached I have also attached the revised
Classification Plan FY 2012-2013

RESOLUTION NO. 12-30
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA, DECLARING AS A PUBLIC RECORD
AND ADOPTING CERTAIN AMENDED DOCUMENTS FILED WITH THE
CITY CLERK ENTITLED "THE CLASSIFICATION PLAN FOR FISCAL
YEAR 2012-2013" AND "THE COMPENSATION PLAN FOR FISCAL
YEAR 2012-2013" ; AND DECLARING AN EMERGENCY.
WHEREAS, the most recent Classification and Compensation Plan
was adopted in 2011 for all classified employees of the City of
Apache Junction; and
WHEREAS, adoption of a Classification Plan and a Compensation
Plan retains these plans as part of the budget for Fiscal Year
2012-2013; and
WHEREAS, on July 3, 2012, the Mayor and City Council adopted
the tentative budget for Fiscal Year 2012-2013 and Resolution No.
12-26 which adopted the Classification Plan for Fiscal year 2012-
2013 and the Compensation Plan for Fiscal Year 2012-2013; and
WHEREAS, it is anticipated the Mayor and City Council will on
August 7 , 2012 adopt the final budget for Fiscal Year 2012-2013,
establishing funding for and the positions as set forth in the
Classification Plan for Fiscal Year 2012-2013 and the Compensation
Plan for Fiscal Year 2012-2013; and
WHEREAS, the Assistant Parks Supervisor position, Salary Group
44, was inadvertently excluded from the July 3, 2012 Classification
and Compensation plans as attached to Resolution No. 12-26 and such
attachment needs to be corrected.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council
of the City of Apache Junction, Arizona as follows :
SECTION I DECLARING A PUBLIC RECORD
The documents entitled "City of Apache Junction Classification Plan
for Fiscal Year 2012-2013" (Exhibit A) and "City of Apache Junction
Compensation Plan for Fiscal Year 2012-2013" (Exhibit B) , three
copies of each which are on file in the Office of the City Clerk of
RESOLUTION NO. 12-30
PAGE 1 OF 3
the City of Apache Junction, Arizona, are hereby declared to be
public records; and the copies shall remain on file with the City
Clerk' s office and shall be available for public examination and
reproduction upon request.
SECTION II ADOPTION OF PLANS
The documents entitled "City of Apache Junction Compensation Plan
for Fiscal Year 2012-2013" and "City of Apache Junction
Classification Plan for Fiscal Year 2012-2013" adopted under
Resolution No. 12-26 are replaced with the attached amended version
and are hereby adopted, referred to, and made a part hereof as if
fully set out in this resolution.
SECTION II DECLARING AN EMERGENCY
The immediate operation of the provision of this resolution is
necessary for the immediate preservation of the public peace,
health or safety, and that an emergency is hereby declared to
exist; and this resolution shall be in full force and effect from
and after its passage, adoption and approval by the mayor and city
council of the City of Apache Junction.
