Monday, May 5,2025 7:00 PM City Council Chambers CALL TO ORDER Mayor Wilson called the special meeting to order at 7:00 p.m. ROLL CALL Present 7- Mayor Wilson Vice Mayor Schroeder Councilmember Cross Councilmember Heck Councilmember Johnson Councilmember Nesser Councilmember Soller Staff in Attendance: Bryant Powell, City Manager Matt Busby, Assistant City Manager Evie McKinney, City Clerk Joel Stern, City Attorney Michael Pooley, Police Chief Ryan Kaup, Economic Development Director Kayla Fulmer, Director of Marketing and Communications Rudy Esquivias, Development Services Director Sidney Urias, Development Services Deputy Director Kelsey Schattnik, Principal Planner Ted Wolff, Public Works Director Kayla Fulmer, Marketing and Communications Director Angelie Hawley, Finance Director Pam Harrison, Library Director Liz Langenbach, Parks& Recreation Director Anna McCray, Human Resources Director Rob Wisler, Management Analyst CONSENT AGENDA AGENDA ITEMS City of Apache Junction,Arizona Page 1 Special Meeting of the Apache Special Meeting Minutes May 5,2025 Junction City Council 1. 25-217 Presentation and discussion with the mayor and city council on the Fiscal Year 2025-2026 budget, classification and compensation plan for city employees, and the Public Safety Personnel Retirement System (PSPRS) Pension Funding Policy. City Manager Bryant Powell introduced the Fiscal Year 2025-2026 budget and stated that Staff has been working diligently since the Council Retreat to make sure Council goals and objectives for the community are met. He thanked the Finance team for helping to correlate where the budget ended last year, to current revenue and expenditures, while trying to forecast where things will be going. He shared that some of the upcoming challenges will be expenditure limitations and San Tan Valley's possible incorporation. The population growth has been faster than the expected consumer price index so the base budget may need to be reviewed in the future or home rule may be need to be considered. Mr. Powell stated with proper planning and timing and the continued support of the sales tax, the City has been able to maintain the service the community has come to expect in spite of the challenges. He also announced several proposed budget items. Finance Director Angelie Hawley shared key budget assumptions of positive activity with sales tax, the full impact of the urban shared income tax will create an estimated decrease of$2.1 million, the rental tax was eliminated effective January 2025, which resulted in lost revenues of $1.5 million, employee compensation increases and capital projects will proceed as planned for the General and Special Revenue Funds. Ms. Hawley presented various slides that reflected the budget summary, general fund revenues and expenditures, special revenue fund revenues and expenditures, capital projects for FY 2026, and some of the before and after completed capital projects for FY 2025. Councilmembers commented on the hard work that staff has done to answer their questions in a timely manner and to create a balanced budget. Assistant City Manager Matt Busby stated next steps are the classification and compensation plan and the pension funding policy for public safety retirement. These items will be on the agenda for the Special Meeting for Tentative Budget Adoption to be held Monday, May 19th, 2025.
