MEETING MINUTES
BOARD OF DIRECTORS ROLL CALL:

1.Call to order.
Others Present:

2.Roll call.
3.Executive session at 6:00 p.m. pursuant to A.R.S. S 38-431.03.A.3, for the
purpose of discussion and consideration for legal advice with the District
Counsel regarding Pinal County property tax payments.
Mrs. Barker moved for an executive session.Vice Chairperson Richmond seconded
the motion.Motion passed unanimously.
4.Reconvene public meeting.
Chairperson Coleman reconvened the public meeting at 6:50 p.m.
5.Approval of minutes of March 18,1996.
Mrs.Barker moved for adoption of the WUCFD meeting minutes of March 18,1996.
Mrs.Surra seconded the motion.Motion passed unanimously.
6.Award of bid for drilling of new well and authorization for District
Manager to sign contract documents.
District Manager Curtis Shook briefed the Board on this item and made a
recommendation to the Board.
Mr.Durbala moved to award bid to Beeman Drilling for $197,100.00 and to
authorize the District Manager to sign the contract.Mrs.Barker seconded the
motion.Motion passed unanimously.

7.Muard of bid for design of line extension and authorization for District
Manager to sign contract documents.
District Manager Curtis Shook briefed the Board on this item.He stated this was
the design of the system from the well to the current water mains and made a
recommendation to the Board.
Mrs.Barker moved to award bid to Yost and Gardner for the amount of $19,850.00
and to authorize the District Manager to sign contract documents.Vice Chairman
Richmond seconded the motion.Motion passed unanimously.
8.Selection of consultant for rate study proposal and authorization for
District Manager to sign contract documents.
District Manager Curtis Shook briefed the Board on this item.
Mr. Durbala confirmed with Mr.Shook that this study would not include any type
of rate increases whatsoever.Mr. Shook briefed the Board on the purpose of the
study.Asst. District Attorney Glenn Gimbut explained the difference between the
rate structure from the previous private company, which was subject to taxation,
and rates from a government entity which is not subject to taxation.
Mrs.Surra moved to authorize the District Manager to sign contract documents
with Theresa Weber, CPA,in an amount not to exceed $4,000.00 for the purpose of
doing a rate study.Mr.Hendricks seconded the motion.Motion passed
unanimously.
9.Selection of consultant for water systems analysis and authorization for
District Manager to sign contract documents.
District Manager Curtis Shook explained what a water systems analysis was and
made a recommendation to the Board.
Mrs.Barker moved that ICON be awarded the contract to do the water systems
analysis for an amount not to exceed $19,700.00 and that the District Manager be
authorized to sign contract documents.Vice Chairperson Richmond seconded the
motion.Motion passed unanimously.
10.District Manager report.
District Manager Mr. Shook stated that items 6-9 covered this report.
11.District Treasurer report.
District Measurer Keith Lewis stated that a financial report had been previously
submitted and briefed the Board on the revenues and expenditures.
