MEETING MINUTES
BOARD OF DIRECTORS ROLL CALL:

1.Call to order.
2.Roll call.
Others Present:
Curtis Shook,District Manager

3.Motion for executive session at 6:00 p.m., July,2, 1996, pursuant to A.R.S.
S 38-431.03.A.3, for the purpose of discussion and consideration for legal advice
with the Assistant District Counsel regarding district representation.
Mrs. Barker moved for an executive session.Vice Chairperson Richmond seconded
the motion.Motion passed unanimously.
Chairperson Coleman recessed public meeting at 6:06 p.m.
4.Reconvene public meeting.
Chairperson Coleman reconvened the public meeting at 6:45 p.m.
5.Approval of minutes of May 6,1996.
Vice Chairperson Richmond moved for adoption of the WUCFD meeting minutes of May
6,1996.Mrs.Barker seconded the motion.Motion passed unanimously.
6.Award of bid for Project No.WD 96-03,installation of 12-transmission
main. Well No. 6, to storage tanks and authorization for District Manager to sign
contract documents.
District Manager Curtis Shook briefed the board on this item.He advised the low
bid for the project was by T & T Construction with a bid of $318,025.25.
Mrs.Surra moved that the bid for Project No.WD 96-03,installation of 12"
transmission main, Well No.6,to storage tanks, be awarded to T & T Construction
in the amount of $318,025.25 and that authorization be given for District Manager

to sign contract documents.Mr.Durbala seconded the motion.Motion passed
unanimously.
7.Authorization for dedication of right-of-way at 16th Avenue/Delaware Drive
well site to the City of Apache Junction.
District Engineer Gordon Grandy briefed the board on this item.If an easement
was granted to US West for this property as i t is now,they would have
preferential right-of-way i f 16th Avenue should ever be widened and the city
would have to pay for the utility relocation.With this dedication, US West must
get an encroachment permit,giving the city prior rights,and if the street is
ever widened US West must pay for their own relocation.
Mrs. Barker moved that we authorize the of dedication of right-of-way at the 16th
Avenue/Delaware Drive well site to the City of Apache Junction.Mrs.Surra
seconded the motion.Motion passed unanimously.
8.District Manager report.
District Manager Mr.Shook reported the utility is showing expansion with new
connections and will be having additional new connections coming from new
subdivision expansion.Financial statement shows the district is doing very well
and is establishing a balance.The approval tonight of the new main will allow
the district to double its service and provide a better quality of water.
Construction should begin late this month or early next month and the main should
be ready in October or November.
Mr. Durbal a inquired about the agreement between the golf course and the effluent
water.
District Manager stated he had no information on it and would place a priority
on it.
9.District Treasurer report.
District Treasurer Keith Lewis stated $50,000 of the $230,000 the City loaned the
district has now been paid back.Next year the same amount or more will be paid
back, with interest charged.The revenues did not go down in the summertime as
was anticipated, keeping the district fairly even with the winter month revenues.
10.District Counsel report.
None.
