1.Call to order.
2.Roll call.
3.Approval of minutes of August 4,1997.
Vice Chairperson Surra moved to approve the minutes of the August 4,1997,
meeting.Ms Urich seconded the motion.The vote was unanimous.
4.Resolution No. 1997-003:Public Hearing and Adoption of budget for Fiscal
Year 1997-98.
District Manager Curtis Shook briefed the board on this item.Several capital
needs have been added since conferring with water district staff.He deferred
to the district treasurer to brief the board on those items.
District Treasurer Keith Lewis stated two vehicles in the amount of $24,000 and
tools for all the trucks had been added to the budget.This will still leave the
district with a $500,000 carryover for next year.
Chairperson Colelman opened the public hearing on the item.There being no one
wishing to speak, he closed the public hearing and opened the item to discussion
by the board.
Vice Chairperson Surra moved to adopt Resolution No.1997-003.Mr.Insalaco
seconded the motion with the vote being unanimous.
5.Discussion on proposed District Policies and Procedures regarding
Personnel Policies,Safety Policies,Office Policies and District
Specifications.
District Manager Curtis Shook briefed the board on this item.He stated they

resemble city policies in order to standardize things in the future.This item
will be on the agenda one more time for discussion before the board will be
requested to vote on it,and that meeting will be in October.
Vice Chairperson Surra asked if the current employees have been included in the
process in order to address any of their concerns on the policies.
District Operating Manager Doug Dobson stated the policies are basically similar
to the city's policies.
Vice Chairperson Surra commented she believed i t would be beneficial if the
employees helped to prepare the policies,as they have come from a different
environment and need to understand why things happen.
District Operating Manager Doug Dobson stated he has discussed the policies with
new accountant John White to get some of his ideas,and as a result some changes
were made.
Mr.Eck stated he was curious about the safety policies.
District Operating Manager Doug Dobson stated it is the same policy as the city.
District Manager Curtis Shook added they are having staff meetings and working
with the employees to develop 5 and 10 year plans.These meetings have been
covering where they are today and what they need to do in the future.
6.District Manager report.
District Manager Curtis Shook stated they are starting to feel good about the
utility being more stabilized.They are looking at the things they need to
improve with this budget.Besides the vehicles and tools,there is money for
line extension and repair.
District Operating Manager Doug Dobson stated they are in the final stages of the
completion of the storage tank,which should be done this week.It takes seven
days for the fumes to leave the tank after painting it before they can put any
water in it.The problem with the water in the past week concerned having to tie
in between 3 tanks, which takes shutting down the system, and it took longer than
was anticipated.They only had the 4" water main from Arizona Water running from
6 a.m.to 11 a.m.that day.He added they are hiring 2 new people this week to
get them up to status.The million gallon storage tank design for the tank on
Baseline will be started as soon as possible.
District Manager Curtis Shook stated they are tempted to work with the state to
get some acreage for the future to build a water treatment plant using the CAP
allocation.Doug Dobson had attended a meeting on this.
District Operating Manager Doug Dobson stated they started looking at
approximately 9 acres of land at the CAP and Ironwood for a treatment plant to

treat the CAP water.He was hoping to get all of the land gratis,but at the
meeting today it looks like i t is down to 714 acres.They will have to do an
engineering plan to see i f it will work.He added he does not believe it will
be free;it will cost the district but it should not be that bad.He will know
within the next couple of weeks.
Ms Urich asked if any press releases have been done about the quality of the
water changing.
District Operating Manager Doug Dobson commented they have received calls that
the water is better,but over the last couple of weeks,having to change tanks
back and forth,it has not been as good as it has been.It should be back up to
the better quality water in about 30 days.He added there have been no press
releases.
District Manager Curtis Shook commented they now have non -potable standpipes that
can be used for development water.He asked Doug Dobson the status of the
potable standpipes.
District Operating Manager Doug Dobson answered they received the meter to hook
up the potable standpipe at the yard today.
District Manager Curtis Shook suggested doing a bulk mailing to all the customers
to advise them of what is happening with the utility and the availability of the
two standpipes.
Chairperson Coleman asked if there was a leak on Granada.
District Operating Manager Doug Dobson stated there was.They have had six leaks
in the Palm Springs Subdivision in the last five days.They have occurred due
to the type of pipe replacement used previously.
Vice Chairperson Surra stated she had noticed there were puddles at all the
intersections on Southern last week;at first she thought people had been
draining their pools.She asked if "weird" piping had been put in when they were
last enlarged.
District Operating Manager Doug Dobson stated the little,black,plastic water
lines that come from the main to the water users are the ones that are blowing.
They are being replaced with copper.
Assistant District Manager George Hoffman asked what was the cause.
District Operating Manager Doug Dobson stated the heat had caused it,inclusive
of the water and soil temperatures.
Mr.Eck stated they were also disturbed by the sewer lines.
Vice Chairperson Surra asked if the pipes were disturbed when they dug for the

sewer lines.
Mr.Eck stated the lines had not compacted properly.
Vice Chairperson Surra asked if this had been addressed with the sewer district.
There was no comment from any in attendance.
7.District Treasurer report.
District Treasurer Keith Lewis introduced the new accountant, John White.He has
11 years of experience within Arizona,and a lot of the experience was with
utilities.He has already provided information and suggestions to Doug and
himself.He will eventually be doing some of the city work,also.
8.District Counsel report.
District Counsel Bill Farrell stated the legal state of affairs for the district
is in excellent shape.The CAP contract validation process has been finished,
the replenishment district has been joined,and the budget should show between
$18,000 and $36,000 being recaptured by the sale of CAP water the district is
presently not using.Over the next year or two the district will be getting
ready to come into compliance with changes in the Drinking Water Act as well as
starting negotiations with the district manager on the boundary establishments
with Arizona Water Company.He commended the people involved with the
establishment of the water company on a job well done.
