MEETING MINUTES BOARD OF DIRECTORS ROLL CALL: Chairperson Douglas Coleman Vice Chairperson Anne Surra (absent) Mr.R.E.Eck Mr.Joe Durbala Ms.Carol Urich Mr.John Insalaco Ms.Virginia McClain Others Present: Curtis Shook,District Manager Kathleen Connelly,District Clerk George Hoffman,Asst.City Manager Doug Dobson,District Operating Mgr. Bill Farrell,District Counsel R.Joel Stern,City Attorney 1.Call to order. 2.Roll call. 3.Approval of minutes of September 22,1997. Ms.McClain moved to approve the minutes of the September 22,1997, meeting.Mr. Insalaco seconded the motion.The vote was 5-0-1 with Mr. Durbala abstaining due to his absence at that meeting. 4.Consideration of award of contract for design plans,bid specifications and construction inspection for a 1,000,000 gallon storage tank to Yost & Gardner in the amount of $12,500.00:authorization for the district manager to sign the necessary agreement. District Manager Curtis Shook briefed the board on this item.This will increase the capacity of the water system.This will be the second storage tank that was requested to be purchased with some of the bond money,and it will be located at Well No.6,which is down on the public works property on Baseline.This will be needed with the new subdivisions and the possibility of a light industrial park in the area. Chairperson Coleman called for any questions from the board.There being no questions,he called for a motion. Mr.Durbala moved to award the contract for design plans,bid specifications and construction inspection for a 1,000,000 gallon storage tank to Yost & Gardner in the amount of $12,500.00;authorization for the district manager to sign the necessary agreement.Mr.Insalaco seconded the motion.The motion was approved unanimously. 5.Consideration of award of contract for Geraghty &Miller for location of Water Utilities Community Facilities District Meeting Minutes of November 3,1997 Page 1 of 4 an additional well in an amount not to exceed $9,500.00; authorization for the district manager to sign the necessary agreement. District Manager Curtis Shook briefed the board on this item.He stated they will see enough future development that it is imperative the district search for new water sources.The new well will be located southeast of the current well. There are two site proposals;one north of Elliot and the second north of Ray Road.The state is sensitive to well permits in that area and due to the length of time it takes to get a well permit,the district should move ahead with this now. Chairperson Coleman asked if this is to determine the well location only. District Manager Curtis Shook stated that is correct.Once the location is found they will come back to the board in order to develop the site.Discussion and proposals on a water treatment plant should be starting in about another year or two to be located along the CAP canal.They are still in negotiations with state land for the property for the location site. Chairperson Coleman asked if this had a guaranteed water provision. District Manager Curtis Shook was not sure of the guarantee provision. Mr.Durbala asked if they could have a guaranteed well put into the contract. It might cost a little more in premium monies,but they would continue to drill until they reached water. District Manager Curtis Shook stated they could check on that.They do not guarantee it when they drill it. District Chairperson Coleman stated that Beeman's guarantees it when they drill, and Ms.McClain and Mr.Durbala concurred with that. Mr.Durbala stated Beeman's will guarantee it and it costs approximately $3,000 for that guarantee.They will continue to drill until they no longer get a dry well,and they pay for it.However,he was uncertain if they would do it for this type of water utility. District Manager Curtis Shook stated he is unaware of hydrology studies and it may be difficult for them to guarantee water,but he would look into it. Ms.McClain asked if they had received a bid from Beeman's. District Manager Curtis Shook stated they did not get one on the hydrology study. District Operating Manager Doug Dobson stated he did not think it would be hard to get a guarantee on water;the guarantee should be on the amount of water that they need. District Operating Manager Doug Dobson stated they would be looking for 750 to 1000 gallons or more per minute.This study is to determine where the valley, or low point,would be to drill a well.How it will be drilled is determined later. Ms.McClain added Beeman's seems to have the most experience in the area. District Operating Manager Doug Dobson agreed. Mr.Durbala added he would like to see the guarantee put in the contract when they start drilling the well. District Chairperson called for any other discussion.There being no further discussion,he called for a motion. Ms Urich moved that the contract be awarded to Geraghty & Miller for location of an additional well in an amount not to exceed $9,500.00;and that the district manager be authorized to sign the necessary agreement.Mr.Eck seconded the motion.The motion passed unanimously. 6.District Manager report. District Manager Curtis Shook stated there are several other items within the bond program which will be coming back to the board in the next couple months, such as the emergency generator electrical system and other improvements.Over the last two months it has become apparent that the land south of US 60 is going to develop.There are 3 to 4 different proposals and up to 1,200 residential units that could go on line over the next 24 months.That adds 33% to the number ,of current users.There may also be commercial and light industrial going in the area.They need to have the capacity to serve those people.They will be stretched to the limit in running non -potable tap water for the developers.The CAP water allocation will be used over the next six months to a year.The revenues should also go up proportionately.A CAP water treatment plant will have to be built in the canal area in the not too distant future. Mr.Durbala asked if the district was going to advertise in the paper that the potable water is available,and how will the people be billed. District Manager Curtis Shook stated they will market it. District Operating Manager Doug Dobson stated they have a list of people wanting water from the system now. Mr.Eck asked if the potable water standpipe was up and running. District Operating Manager Doug Dobson stated they are in the process of getting it running.It will be located at the recycling yard. District Manager Curtis Shook stated they usually keep $380,000 in reserve at this time and the checking account typically has about $40,000.A certain sum of money is being set aside each month for the first bond payment coming up in July of next year.There are 3 or 4 more payments to Pinal County left on taxes. All of this is being paid out of current revenues.The district appears to be on sound financial footing. 8.District Counsel report. None. 9.Adjournment.
