BOARD OF DIRECTORS ROLL CALL Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr.R.E.Eck Mr.Joe Durbala Ms.Carol Urich Mr.John Insalaco Ms.Virginia McClain MEETING MINUTES Others Present: Curtis Shook,District Manager Kathleen Connelly,District Clerk George Hoffman,Asst.City Manager Doug Dobson,District Operating Mgr. 1.Call to order. 2.Roll call. 3.Approval of minutes of November 3,1997. Mr.Durbala moved to approve the minutes of the November 3,1997 meeting.Mr. Eck seconded the motion.The vote was unanimous. 4.Ratification of District Policies and Procedures including Personnel Policies,Safety Policies,Office Policies and District Specifications. District Manager Curtis Shook briefed the board on this item.These have been under review for several months and it is requested the board ratify these policies.The employees have been with the district for approximately one -and -a- half years and they need some concrete rules to work from. Mr.Durbala asked if on pages 15 and 16 the offices being sought included the school board and the fire district board.He believes these people should be allowed to run for those offices without having to resign. Vice Chairperson Surra stated she believed since they are not connected to the governmental agency, they should be exempt. District Manager Curtis Shook stated that is the distinction. Mr.Durbala moved to approve the district policies and procedures,including personnel policies, safety policies, office policies and district specifications. Vice Chairperson Surra seconded the motion,which passed unanimously. 5.District Manager report. Water Utilities Community Facilities District Meeting Minutes of November 17,1997 Page 1 of 3 District Manager Curtis Shook stated there was a new position created out of the budget this year and the district is now at full employment.They have an operating manager, four maintenance personnel, and one -and -three-quarter clerical personnel.They are moving on to the task of the 3-5 year plan with the employees and looking for new water sources. 6.District Treasurer report. District Manager Curtis Shook stated the fund levels remain at approximately $400,000 at hand.This is important for capacity and quality, with a treatment plant being looked at in the next 3-5 years.They are still working with State Land for the land for the treatment plant.The hydrological studies are continuing for the third voell.The utility may almost double its services over the next twelve to eighteen months. District Operating Manager Doug Dobson stated the new tank for the yard is being designed now.Thursday he has a meeting on the location of the third well.He received the requests for proposals today on the line extension on Baseline. 7.District Counsel report. None. 8.Adjournment.
