MEETING MINUTES BOARD OF DIRECTORS ROLL CALL: Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr.R.E.Eck Mr.Joe Durbala Ms.Carol Urich Mr.John Insalaco Ms.McClain (absent) 1.Call to order. 2.Roll call. 3.Approval of minutes of March 2, Others Present: Curtis Shook,District Manager George Hoffman,Asst.City Manager Kathleen Connelly,District Clerk Doug Dobson, District Operating Manager Bill Farrell,District Counsel KeithLewis,DistrictFinanceDirector 1998. Mr.Durbala moved to approve the minutes of March 2,1998.Mr.Insalalco seconded the motion.The vote was unanimous amd the motion carried. 4.Authorization to reject all bids for Construction of Water Line Extension, Project No. WD 98-01. District Manager Shook briefed the board on this item.He stated this had been selected as a project resulting from an industrial client they had been recruiting at the time for water utility land.This would have provided expanded water service to that area.They are asking for the bids to be rejected for two reasons:one bid was inadvertantly left at the water utility and was not opened at the bid opening, but opened later that day and found to be considerably lower than the other bids;secondly,the reason for the project is no longer valid as the industrial client is no longer interested in relocating there.The utility does not have the cash flow to do a $40,000-$50,000 project without having a purpose or end user. Ms Urich moved to reject all bids for Construction of Water Line Extension, Project WD 98-01, as they are no longer valid.Mr. Durbala seconded the motion. The vote was unanimous and the motion carried. 5.District Manager report. District Manager Shook stated the name of the district changed as of this morning to the Apache Junction Water Company.Chairperson Coleman asked if that would Water Utilities Community Facilities District Meeting Minutes of April 20,1998 Page 1 of 3 be the name on the agendas now,and District Manager Shook stated it would.Vice Chairperson Surra commented the letter that went out with the billing explaining the name change was very nice.District Manager Shook added they had been given copies of the proposed draft policies and they will be going over one or two at a time in future meetings during the next several months for discussion, amendment,affirmation or denial. 6.District Treasurer report. District Treasurer Lewis commented nothing has really changed.The negative balance is because they are doing catch up work on the depreciation expense.The next two reports will have about the same figure of $54,000 for depreciation expenses as they are spreading it out over a period of time instead of all at once.Next month will look bad as the district has to pay the county their sum. 7.District Counsel report. District Counsel Farrell stated they met with Arizona Water Company earlier this month to discuss a number of issues and start several projects.Two of the issues concerned starting work on an agreement for service areas that are outside of the old Consolidated boundary and outside of Arizona Water Company's current certificated area: and the combined decision that the board and the city council might make requiring a franchise election and combination of public utility question to go to the voters sometime in the fall of this year or the spring of next year.The former issue,the agreement,is currently being worked on.The latter issue would transfer the Apache Junction Water Company to the City of Apache Junction.Issues discussed at the meeting included subdivision issues, assured water supplies,and standby agreements.He considered the meeting highly productive. 8.Adjournment.
