HomeMy WebLinkAbout1999-05-17 WUCFD MINUTESDISTRICT BOARD OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING MAY 17,1999 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction, Arizona, was held on May 17,1999,at the Apache Junction City Council Chambers pursuant to the notice required by law. REPORT AND PROJECT UPDATE FROM DISTRICT SUPERINTENDENT )Water Superintendent Jim Cowles briefed the board on the item.The recently built storage tank is now on line and operating at about 75%at this time.The final payment has been sent in. Header pipe has been replaced at the 16"Avenue and Buena Vista yard.He located a contractor in Glendale whose work he is familiar with and he came in with a bid $5,000 less than the previous bid.He has done work for Fountain Hills and a number of other smaller systems;he will be able to do a lot of the small jobs that the larger contractors cannot do.The special use permit has been received for the new well and it will allow the district to do the test bore drilling at the Elliot and Tomahawk site.Consulting firms have been interviewed and they helped to determine the testing and compilation of data needed to show the amount and the quality of the groundwater.The request for proposals from the consultants closes on June 3".The next step will be to recommend the consultant before the board.The operations manager has appealed the purchase price of $75/acre foot for water from State Land.He feels it is too high;the appeal date has been set for June 10".The Arizona Department of Water Revenue has received the district's application for new water storage and the permit has been given.It will allow the district to store up to 20,000 acre feet per year. Currently the district is selling 2,889 acre feet to an irrigation district for about $10/acre foot.This will add to our groundwater recharge credits.It is basically the water the district is allotted from the CAP canal that is not being utilized at this time.We have a ten year contract with the irrigation company to utilize the water;if the board decides to go ahead with the treatment plant, the contract can be canceled and the district can utilize the water for itself. The property consultants for the land purchase for the treatment plant on Ironwood have contacted him;they are consulting with other sewer plants to get estimates on the value of the property.The appraisal should be ready by the end of the month.The upgrades on Broadway between Idaho and Delaware have been advertised for proposals,which close on June 3';the board will be advised as to staff's recommendation.The 6" meter change out program is almost completed; there are eleven in total that are primarily used in the trailer parks.The district is awaiting the arrival of the final two so they can install them. Since changing out the meters,some of the parks'bills have actually doubled. The meters are very accurate.They have had complaints from the parks and have tested the meters;they found out the old meters had slowed down so much that they were not registering the water.When the 6" meter change out is completed, they will have approximately forty 2" meter accounts in the system with a turbo Water Utilities Community Facilities District Meeting Minutes of May 17,1999 Page 2 of 4 meter;they do not register a very low flow.New census compound meters will be installed that will register a quarter of a gallon flow;the current ones will not register below a 4 gallon flow.This could lead to an additional $122,000 per year.He will keep the board appraised of the progress.The billing software is not Y2k compliant.Staff has been through different demonstrations and has talked to various cities to see what software they are using;they are continuing to check other software programs.Once staff is comfortable with a program,they will make their recommendation.He estimates it will take five months to complete the process.They hope to determine the program within the next week and have board approval next month.The district currently uses a paper meter reading system which is very time-consuming and causes inaccuracies; he proposes going to an electronic meter reading system that will cut down on the reading time by as much as 30% and increase the accuracy by almost 90%.It will also cut down on the manual input of meter reads into the billing system;it could possibly save as much as 40 hours per month.He has requested a packet on the system from the only Arizona provider;he will get it to the board once he has everything together.I t is also Y2K compliant. Vice Chairperson Surra asked what they had expected to pay per acre foot of water from State Land. Water Superintendent Jim Cowles stated they have not advised the state what the district would like to pay.A letter he received today showed that CAP is charging $54 per acre foot;he would like to see the price lowered by $10 to $15 per acre foot. Chairperson Coleman closed the item with no further discussion.
