REGULAR MEETING
OCTOBER 16,2000
The regular meeting of the District Board of the Water Utilities
Community Facilities District (Apache Junction Water Company),City of Apache
Junction,Arizona,was held on October 16,2000,at the Apache Junction City
Council Chambers pursuant to the notice required by law.
CALL TO ORDER
Chairperson Coleman called the meeting to order at 6:00 p.m.

PUBLIC HEARING AND CONSIDERATION OF
RESOLUTION NO.2000-005:AUTHORIZING THE
EXECUTION OF A LOAN AGREEMENT WITH THE
WATER INFRASTRUCTURE FINANCE AUTHORITY OF
ARIZONA:AND AUTHORIZING AND DIRECTING THE
DISTRICT BOARD CHAIRMAN,THE DISTRICT
MANAGER,THE DISTRICT CLERK AND THE
DISTRICT ATTORNEY TO EXECUTE ALL DOCUMENTS
AND PERFORM ALL SUCH TASKS AS REQUIRED TO
SATISFY THE TERMS OF THE LOAN AGREEMENTS )

Brian Hall briefed the board on this item.Three projects have been presented
to the Water Infrastructure Finance Authority and two were placed on the
fundable list.The third one should be fundable next year.The first project
is the rehabilitation of Well #6 and the total cost will determine whether
they will need to borrow money to fund this and pay it back over a period of
time.If the amount if small,the district will probably pay it out of this
year's budget.The second project is the east half of the Royal Palm
subdivision.It is underserved with 3"water lines that will not allow fire
hydrants.The money budgeted for the project can be used for the engineering
design of the project.The additional funding will be used for new mains and
fire hydrants.The cost of the project is estimated at $3.2 million.If the
application for funding is done now,the district will have the design up and
ready to go when the funding comes in during the next fiscal year.The third
project is a rehabilitation project east of Delaware,south of Apache Trail
and north of Broadway.It has similar problems to the Royal Palm subdivision.
He requested approval to apply for the funds as interest rates are currently
from very low to nothing.The rate is determined when the application is
turned in.The money used for capital expenditures annually could easily
cover the payments on a 30 year loan.
Mr.Eck asked if the rehabilitation
of Well #6 is for the arsenic.

Mr.Eck asked if they would be
getting some type of arsenic removal system.
District Water Superintendent Brian
Hall stated there are two parts to this.One is the consulting firm that will
come in and do tests on the well,and the second phase will be the remediation
of the arsenic.If they cannot seal off the aquafir causing the arsenic
problem,they will have to look at some treatment options.
Mr.Eck asked how much funding they
are asking for.
District Water Superintendent Brian
Hall stated they have budgeted $75,000 in the district budget.The estimate
from ARCADIS Engineering was $25,000,with about $17,000 for the investigation
and about $6,000 to fix the arsenic problem if it is the bottom level.The
funding will at least pay for the investigation and determine how to fix it.
If it is a major problem.it will have to come back to the board.The funding
request will be $75,000.He commented Roger Hacker is assisting him with the
paperwork.He assumes you ask for what you have budgeted,and if it comes in
at $25,000,then the remaining money can be used for the other projects or
they can just fund that and not use the remaining money.If it comes in at
$75,000.they will fix it and add the payments in with all the other loans.
If they get this funded this year,they can then apply to rehabilitate another
large chunk of the system.
Chairperson Coleman opened the
public hearing on the item.There being no one wishing to speak,he closed
the public hearing and opened the item to board discussion.

EMERGENCY CONNECTION WITH ARIZONA WATER AT
THE INTERSECTION OF SOUTHERN AND SAN
MARCOS AND THE ABANDONMENT OF THE TWO AND
FOUR INCH CONNECTIONS AT ROYAL PALM AND
OUR TANK SITE.A TOTAL PRICE TO ARIZONA
WATER OF $32,588.00

Brian Hall briefed the board on the item.The current emergency interconnects
are old and not of adequate quantity.Arizona Water would like to abandon
those connections and create a new 6 -inch service and meter at San Marcos and
Southern.The price includes additional piping they have to do in their
system,but it does not include a backflow prevention device that needs to be
installed behind the meter nor an 8 -inch ductile loop main back to our
transmission line.The district will need to get quotes to complete the
project.The amount includes everything Arizona Water is required to provide.
Vice Chairperson Surra asked if this
would be set up similarly to where the water haulers come to hook up to
receive water,or would it go directly into our lines.
District Water Superintendent Brian
Hall stated they will tap onto their water main,come over to the corner of
the street,and place a vault in the ground with a 6 -inch water meter.The
district will then come out of the back of that to make sure that our water
does not go back into their water,with the lines going back under the street
and tying into our main.There will be valves there to use Arizona Water when
i t is necessary.
Vice Chairperson Surra asked if this
would be under lock and key.

Hall stated they would be like any others on the street that have covers on
them.They could lock the meter vault.He recommends the backflow device be
put in a cage to prevent vandalism.These valves could also be locked.
Vice Chairperson Surra recommended
taking as many security precautions as possible.People tend to think water
is a free substance here.
District Water Superintendent Brian
Hall commented if they took water there it would be creating an expense for us
as the water is from Arizona Water.He stated they could lock those valves
off.
Mr.Eck asked what had happened to
tying in at the tank site.
District Operations Manager Doug
Dobson stated they had to change the location because Arizona Water could not
give the district the amount of water required at the tank site.
Mr.Eck asked if they requested the
backflow protection.

District Water Superintendent Brian
Hall commented they required it,as it is going from one system to another and
each is responsible for its own system.
Chairperson Coleman closed the
discussion and called for a motion.
Ms.Urich MOVED THAT THE ARIZONA
WATER COMPANY INTERCONNECT,AN EMERGENCY CONNECTION WITH ARIZONA WATER AT THE
INTERSECTION OF SOUTHERN AND SAN MARCOS AND THE ABANDONMENT OF THE TWO AND
FOUR INCH CONNECTIONS AT ROYAL PALM AND OUR TANK SITE,IN A TOTAL AMOUNT TO
ARIZONA WATER NOT TO EXCEED $32.588.00,BE APPROVED.

DISTRICT WATER SUPERINTENDENT REPORT
District Water Superintendent Brian Hall commented the district has caught up
with the leaks that have been occurring.As of this morning,there was only
one leak to be worked on.They have also been able to do some clean up around
the warehouse and the tank yard.They are currently working on a backlog of
dead and frozen meters.Service lines that were too low have been adjusted,
and some painting has been done at Well #5.He gave the district clerk a bid
posting for a block wall around Well #5 today.Big projects are being taken
care of along with these small projects.He complimented his staff for jobs
well done.
DISTRICT MANAGER REPORT
District Manager Curtis Shook urged the board to drive by Well #5 at Delaware
and 16th Avenue to view the clean up that has been done.Fencing and rock
have yet to be done to make the site look good.They will also be doing work
at the main plant on Buena Vista.They are trying to portray a good image to
the customers.He complimented Brian Hall and the crews on their job done.
