HomeMy WebLinkAbout2000-11-06 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING NOVEMBER 6,2000 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction,Arizona,was held on November 6,2000,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr.Joe Durbala Mr.R.E.Eck Mr.John Insalaco Ms.Carol Urich Staff Present: Mr.Rick Dietz was absent. Curtis Shook,District Manager Kathleen Connelly,District Clerk John White,District Accountant Doug Dobson,District Operations Manager Brian Hall,District Water Superintendent Ron Grittmen,District Engineer Others Present:George Hoffman,Assistant City Manager APPROVAL OF MINUTES OF OCTOBER 16,2000 )Vice Chairperson Surra MOVED THAT WE APPROVE THE MINUTES OF OCTOBER 16,2000.AS PRESENTED. Mr.Eck SECONDED THE MOTION. Water Utilities Community Facilities District Meeting Minutes of November 6,2000 Page 1 of 5 VOTE:Unanimous. The motion carried. DISCUSSON AND CONSIDERATION OF AWARD OF BID FOR PROJECT WD 2000-03, CONSTRUCTION OF WATER LINE ON BROADWAY AVENUE )District Engineer Ron Grittman stated this project will replace a water line from Delaware to Idaho along Broadway.It is required for the utilities to be moved for the Broadway project.Staff recommends awarding the bid to Talis Construction Corp. Mr.Durbala asked if there will be a 10% over cost on this bid. District Engineer Ron Grittman stated it is a standard already built in. Mr.Eck asked if this would be slurried when it was completed or will native soil just be compacted in. District Engineer Ron Grittman stated it will have slurry backfill in it because of where the water line is at.It will hold the new trench in place with the existing roadway until Broadway has been reconstructed.This will prevent trench settlement.Most of the water line is outside the existing edge of pavement,but there are areas where it gets up close to it. it would have to be slurry backfilled. stated that is correct. pavement would be interrupted at all. Mr.Eck commented that only parts of District Engineer Ron Grittman Mr.Insalaco asked if the Broadway Water Utilities Community Facilities District Meeting Minutes of November 6,2000 Page 2 of 5 District Engineer Ron Grittman stated it would be as little as possible.There will be instances where it crosses intersections. Mr.Insalaco asked if it would interfere with traffic for any length of time. District Engineer Ron Grittman stated it would not.It will be off to the side,but traffic will know it is in a construction zone.The speeds will be reduced,but there will not be long delays.There will be small delays on Broadway when it is reconstructed. Mr.Eck MOVED THAT THE AWARD OF BID FOR PROJECT WD 2000-03,CONSTRUCTION OF WATER LINE ON BROADWAY AVENUE,BE AWARDED TO TALIS CONSTRUCTION CORP.IN THE AMOUNT OF $407,383.77,WITH AN ADDITIONAL 10% OF $40,738.38 IN THE EVENT OF UNFORESEEN CHANGE ORDERS,FOR A TOTAL AMOUNT OF $448,122.15,BE APPROVED. Mr.Durbala SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISTRICT WATER SUPERINTENDENT REPORT District Water Superintendent Brian Hall commented the bid for the block wall around Well #5 has been advertised and will be opened on November 15.It will be brought to the board for approval on December 4.He commented they have updated the job descriptions with human resources and are reclassifying some employees to match public works employees.There are three new positions they are advertising for that were approved in the last budget. DISTRICT MANAGER REPORT District Manager Curtis Shook commented he had received a letter from Arizona Department of Environmental Quality last week regarding the coliform incident. It is a violation order.Copies have been sent to Doug and Brian as he does not believe Arizona Department of Environmental Quality is on "firm ground" with this consent order.Staff will go through their processes before they answer it.They are asking for a penalty of $3,000 which is negotiable.They Water Utilities Community Facilities District Meeting Minutes of November 6,2000 Page 3 of 5 are saying the district should have reported to them within 24 hours,where he believes administrative procedures state 48 hours after a retest.He has not been able to find the 24 hour requirement.He had consulted with Mr.Eck who agrees that they appear to be going beyond the administrative procedures. They did have some claims in the first month on some filters resulting from this and the district has paid to have those filters replaced.There may be - additional claims coming in during the next several months and the district is considering not accepting those claims because of the length of time between the incident and when people are asking for replacements. Mr.Eck asked if this was on the coliform:the e coll. District Manager Curtis Shook stated it is. Water Superintendent Brian Hall stated they took a sample and tested it for coliform.It was then tested for fecal coliform and it was also positive. Mr.Eck asked if they are saying the district did not notify them soon enough. District Manager Curtis Shook stated they are saying the district notified them within 48 hours once the district had the retest back.They are stating they should have been notified within 24 hours after the results of the first test were determined.Staff cannot find anything in the administrative procedures on that requirement.Staff had notified one of their representatives and let them know at the time,and the district just had its emergency procedures approved by them that states a 48 hour requirement. Mr.Eck commented he had looked it up in the administrative code and it does not say 24 hours. DISTRICT TREASURER REPORT None. DISTRICT COUNSEL REPORT None.
