HomeMy WebLinkAbout2000-12-04 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING DECEMBER 4,2000 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction,Arizona,was held on December 4,2000,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr.Rick Dietz Mr.Joe Durbala Mr.R.E.Eck (arrived at 6:06 p.m.) Mr.John Insalaco Ms.Carol Urich Staff Present:Kathleen Connelly,District Clerk Keith Lewis,District Treasurer John White,District Accountant Doug Dobson,District Operations Manager Brian Hall,District Water Superintendent Others Present:George Hoffman,Assistant City Manager APPROVAL OF MINUTES OF OCTOBER 16,2000 )Vice Chairperson Surra MOVED THAT WE APPROVE THE MINUTES OF NOVEMBER 6,2000.AS PRESENTED. Mr.Dietz SECONDED THE MOTION. VOTE:Unanimous. Water Utilities Community Facilities District Meeting Minutes of December 4,2000 Page 1 of 11 The motion carried. DISCUSSION AND CONSIDERATION OF AWARD OF BID FOR PROJECT WD 2000-05, CONSTRUCTION OF BLOCK WALL AROUND WELL SITE #5 )District Water Superintendent Brian Hall briefed the board on the item.They sent out eleven packets and received two bids.Both are under the $30,000 budgeted for the project.He recommended Dean C.Jensen Construction Co.for $27,704 with the additional 8% left in the budget for unforeseen change orders. Assistant City Manager George Hoffman asked if it would be a 6'wall. District Water Superintendent Brian Hall stated i t is an 8'wall.Since the ground is uneven in the area,this will leave at least a 6'wall at any given place.It will be as recommended by the Arizona Department of Transportation and it will be painted.If there is enough money left,they may ask for a little design on it with some split face block.They would only do that if it was no more than a couple of hundred dollars added to the cost. Vice Chairperson Surra asked if that could be done i f it was not part of the bid specifications. District Water Superintendent Brian Hall stated he believed they could.They cannot exceed what is approved tonight and they would not change the block if it is more than a couple of hundred dollars.This change was thought of after this went to bid.The wall will be there and will be painted one color to clean the area up. Mr.Durbala suggested contacting the art students at the high school and seeing if they can draw and paint the design of the water company on the wall at a later date. District Clerk Kathleen Connelly stated the district does not have a design. Water Utilities Community Facilities District Meeting Minutes of December 4,2000 Page 2 of 11 Mr.Durbala suggested they could then use the city design. Mr.Dietz asked what the lineal footage is. District Water Superintendent Brian Hall stated i t is 285 lineal feet;i t is an 8'wall that is 8"thick.It meets the Arizona Department of Transportation specifications except in one area where there is a different depth of bury.The Arizona Department of Transportation calls for 16"of grout continuously in the bottom of the block and they have asked for 20"to 24".It includes a gate and bracketing for some cyclone fencing into the new wall where neighbors fences come in,and it includes the removal of the existing fence. Mr.Insalaco asked if this is a complete 8"block wall. District Water Superintendent Brian Hall stated that is correct.There will be rebar grouting every 40".The footing is 1'thick and 2'8"wide.The wall should stand 100 years. Chairperson Coleman closed the discussion and called for a motion. Mr.Durbala MOVED THAT THE AWARD OF BID FOR PROJECT WD 2000-05,CONSTRUCTION OF BLOCK WALL AROUND WELL SITE #5 BE AWARDED TO DEAN C.JENSEN CONSTRUCTION CO.IN THE AMOUNT OF $27,704.00 WITH AN ADDITIONAL 8%OF $2,296.00 IN THE EVENT OF UNFORESEEN CHANGE ORDERS,FOR A TOTAL AMOUNT OF $30,000.00,BE APPROVED. DISCUSSION ON DEDICATED FIRE SERVICE LINES Water Utilities Community Facilities District Meeting Minutes of December 4,2000 Page 3 of 11 )District Water Superintendent Brian Hall briefed the board on the item.He has not found any dedicated fire service lines to date in the district.This is a service that feeds one or two fire hydrants and nothing else.The line is dedicated to feed something like a sprinkler system in a large building.The district currently does not have a rate for a fire service line;there is only industrial/commercial rates that would require the line to be metered.The fire service line would require a fire rated meter and other equipment and devices.In other jurisdictions these are put in differently where a meter is not required;they use a detection device.He described how the detection device works and gave examples of how these service lines would work in the district.The fees would have to be determined.He asked if the board would want to pursue this as they have had inquiries on businesses proposing to locate in the industrial area. Mr.Durbala asked if this would cost $17,566.00. District Water Superintendent Brian Hall stated that would be under the commercial rate. Mr.Durbala asked what it would be if it were residential. District Water Superintendent Brian Hall stated for a three-quarter inch residential it would be around $1,600. It would be $1,300 in a new subdivision where the contractor has already provided the copper service line to the property. Mr.Durbala asked if this would still be a high cost if eventually the council required all new housing to have sprinkler systems.He is concerned about the initial cost,plus the monthly maintenance fee,plus the fact that the district would own the meter. He is worried about liability if the house burns down and the meter does not work properly to allow the water to flow through. District Water Superintendent Brian Hall stated the district owns the meters right now. District Water Superintendent Brian Hall stated the district's liability is to keep the meters functioning. Generally,the meter stops registering the water but it does not stop allowing water to go through. Mr.Durbala asked if they would assume liability for the home if the meter failed to let the water go through. District Water Superintendent Brian Hall stated that is a question for the attorney.He believes most residential sprinklers do not have a separate system. Mr.Durbala commented it states the district now has residential and commercial service as choices. District Water Superintendent Brian Hall stated that is what the district has now. Mr.Durbala asked if the word "vault"was supposed to be -valve"in the second paragraph in the next to the last sentence. District Water Superintendent Brian Hall stated it is a concrete vault. Mr.Durbala asked if that would be similar to what we have in regular water meters. District Water Superintendent Brian Hall stated it is a lot larger.At this point if someone came and said they needed a dedicated 6"fire service line,the district would have no choice except to make i t a commercial service.They would be charged for the line and they would have to pay to have all the other devices installed.He estimated their cost in total would be approximately $32,000 with a $340 base rate to have water as a stand by. District Water Superintendent Brian Hall stated the district does not currently have a charge for dedicated fire lines. Mr.Durbala asked if this is what he wanted to charge. District Water Superintendent Brian Hall stated this is what would be charged now. Mr.Durbala asked what he would want to charge. District Water Superintendent Brian Hall stated more research would have to be done on that.He estimated it would be substantially less than after a connection fee as the city would not be responsible for a meter in the future.Other systems go from $6 a month to $45 to $50 a month,instead of the $344 a month our district would currently charge.The district could look at something in between like $30 a month for them to have access to the stand by water.It is a customer advantage as they pay considerably less:i t is an advantage to the district as they would not have to maintain an idle service in the future. Mr.Durbala asked if he is trying to find out if the board is interested in this. District Water Superintendent Brian Hall stated he wants to know if they are interested in another category of service fees.If so,they will do more research on actual rates and what the district should charge. Mr.Durbala commented he would like to see that. Vice Chairperson Surra stated she would like staff to explore the possibility of adding another category of service for both commercial and residential for separate fire service lines. Water Utilities Community Facilities District Meeting Minutes of December 4,2000 Page 6 of 11 She would like the item brought back with options on what it would be fair to charge. District Water Superintendent Brian Hall stated some of these lines are required by the fire marshal. Vice Chairperson Surra asked if he would also be bringing back a policy on how they would do the monitoring of the usage. District Water Superintendent Brian Hall stated they are generally checked monthly or every other month once they are installed.The back flow devices are required to be tested once a year. They will have to make sure their test forms include detector readings.He commented they would come back with a proposed rate schedule. Mr.Eck commented he would like to see fire line systems.The only one he is aware of in the city is for the hotel off of Idaho.He added he knew someone Brian could talk to and get additional information from who is on the Arizona Board for fire flow and back flow.The fire lines are not potable water. Chairperson Coleman asked if he needed a motion on this. District Water Superintendent Brian Hall stated he just needed a concurrence that he should continue to investigate this. The council concurred on the research. DISTRICT WATER SUPERINTENDENT REPORT District Water Superintendent Brian Hall commented they received bids for the connection with Arizona Water Company back to the district's pipe.The lowest bid was $10,890 from those solicited.They are now advertising for bids since it was over $10,000.The agreement with Arizona Water has been completed for the amendment on our emergency interconnect.The service should be put in Water Utilities Community Facilities District Meeting Minutes of December 4,2000 Page 7 of 11 shortly.Once the bid is approved and installation completed,the district will be in good shape if emergency water is needed. Mr.Dietz asked if that would be the emergency back up line that would go into Well #5. District Water Superintendent Brian Hall stated it would tie into the transmission line coming from Well #6.Well #5 and Well #6 now end up together and they are mixed into the storage tanks on 16th Avenue. Mr.Dietz asked if the district is tying in at the end of the line. District Water Superintendent Brian Hall stated the district is tying in at San Marcos and Southern,which is about a half mile from 16th Avenue.It is the most convenient place where Arizona Water had lines big enough to produce enough water to sell to us. Mr.Dietz commented he thought the water was supposed to go directly into Well #5 so the connection water would not have to be run down the line: District Water Superintendent Brian Hall stated they have approval from Arizona Department of Environmental Quality to blend Well #5 and Arizona Water.I t has to be taken to a point of mixing. District Operations Manager Doug Dobson stated the closest place they could tie in is on 16th Avenue.They originally wanted to tie in at the tanks but they could not get enough water there.However,Well #5 and Arizona Water will still be blended at Well #5 to assist in getting rid of the arsenic problem.It will do the same thing,it is just further away,and this will create a better blend.The same amount of water will be received that had been asked for. Vice Chairperson Surra asked if the district is underestimating the true cost of the connection. District Water Superintendent Brian Hall stated they had received an estimate from the contractor who was doing the work for Arizona Water.They were hoping to get a low quote from him since he was already at the job site with his equipment.His bid was the lowest,but he commented he could not go any Water Utilities Community Facilities District Meeting Minutes of December 4,2000 Page 8 of 11 lower to match his original estimate.Since this is now over $10,000,they have to go through the formal bid process. Mr.Eck commented they had been trying to do a tie in with the tanks to go directly into the system,using Arizona Water's system pressure to provide the pressure rather than having to go into the tank.Apparently the lines were not big enough there. District Water Superintendent Brian Hall stated that is correct.There is also an agreement with the Arizona Department of Environmental Quality that the water would actually be blended with Well #5. Mr.Eck asked if Arizona Water would have to be blended.He thought Well #5 was to be blended with Well #6. District Water Superintendent Brian Hall stated he believes Arizona Water has to be blended. District Operations Manager Doug Dobson stated they had to show that blending Arizona Water and our water would stay under the levels allowed.They also want a blend from both of our wells. Mr.Eck asked if this tie in replaces Well #6 if Well #6 goes down. District Water Superintendent Brian Hall stated that is correct. Mr.Eck asked if the tie in and Well #6 could be run at the same time. District Water Superintendent Brian Hall stated they would need another approved blending program. District Operations Manager Doug Dobson stated they have an approved blending program for Well #5 and Arizona Water.Currently they do not have to have a blending program for Well #6 and Arizona Water,and they cannot blend the water from those two now. Mr.Eck asked if the transmission line is big enough to run Arizona Water and Well #6 at the same time. District Water Superintendent Brian Hall stated it is a 12"line. District Water Superintendent Brian Hall stated they could. Mr.Durbala asked what the status was of the tie in with Mesa water. District Clerk Kathleen Connelly stated that is off the agenda. Chairperson Coleman commented the reports are mainly reports rather than discussion items. Assistant City Manager George Hoffman stated they could schedule that on a future agenda. Mr.Durbala stated he would like to see an update for the next meeting. District Water Superintendent Brian Hall stated the security fencing around Well #5 has been completed.The painting has been completed on the piping and the pump.The area will show real improvements once the block wall is up. Tomorrow there is a pre -construction conference for the Broadway water line construction,construction should be underway in a few weeks.Last Thursday they had the initial meeting for the water system master plan.
