HomeMy WebLinkAbout2001-02-05 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING FEBRUARY 5,2001 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction,Arizona,was held on February 5,2001,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr.Rick Dietz Mr.Joe Durbala (arrived at 6:06 p.m.) Mr.R.E.Eck Mr.John Insalaco Ms.Carol Urich Staff Present:Curtis Shook,District Manager Kathleen Connelly,District Clerk Doug Dobson,District Operations Manager Brian Hall,District Water Superintendent Others Present:George Hoffman,Assistant City Manager APPROVAL OF MINUTES OF JANUARY 16,2001 )Mr.Dietz MOVED THAT THE MINUTES OF JANUARY 16,2001,BE APPROVED. Mr.Insalaco SECONDED THE MOTION. VOTE:Unanimous. Water Utilities Community Facilities District Meeting Minutes of February 5,2001 Page 1 of 6 The motion carried. DISCUSSION AND CONSIDERATION OF REQUEST TO PURCHASE A 2001 FREIGHTLINER MODEL FL -70 DUMP TRUCK WITH A 12 FT./6 CUBIC YARD DUMP BODY AT A TOTAL COST OF $52,634.37 THROUGH CITY OF PHOENIX PURCHASING CONTRACT #00- 282 )District Water Superintendent Brian Hall briefed the board on the item.This is the same type of truck that the city council authorized for purchase at its last meeting.This vehicle was budgeted for this year to replace a 1970 Ford four yard dump truck.The cost is well within the budgeted amount and he recommended the purchase. Vice Chairperson Surra asked what kind of dollar savings to the district there is by purchasing through these other cities'contracts. •District Water Superintendent Brian Hall stated i t has the potential just by sheer volume.If they anticipate selling more vehicles,they price accordingly. Vice Chairperson Surra asked if it would be good for them to give a ballpark figure to show what the cost would be if it had not been purchased in this manner. Assistant City Manager George Hoffman stated he and Peter Plante attended a meeting of purchasing directors last Wednesday.They are putting together a consortium to affect the prices. They are going to work on documenting what kind of savings results from this method.Several thousand is saved administratively by not having to do the specifications and processing. Vice Chairperson Surra commented it would be good public relations if the people knew how much money was being saved by doing it this way. Mr.Eck asked how they would know what was being purchased by what cities or if they have a list of equipment and cities that can be checked. Water Utilities Community Facilities District Meeting Minutes of February 5,2001 Page 2 of 6 Assistant City Manager George Hoffman stated there are different things occurring.There are four school districts that go together to purchase things;the city can add itself to that list.With the purchase of this truck,the City of Phoenix went out to bid and had it as part of their bid that other cities could get the truck at the same price. Mr.Eck asked if the request for proposal could be changed from the original. Assistant City Manager George Hoffman stated that would make it a different bid. District Operations Manager Doug Dobson stated they can take things off the bid,but they cannot add to the bid. Mr.Eck asked if they look at other cities'lists when they go to purchase something. District Operations Manager Doug Dobson stated they call the companies to see who they have sold the items to in the past year.They then contact the cities,find the lowest bid,and ask the cities if they can go on their bid. Assistant City Manager George Hoffman stated he will be coming back with a request to join an east valley consortium to take advantage of the savings. Ms.Urich MOVED THAT THE AWARD OF BID FOR THE PURCHASE OF A DUMP TRUCK WITH A 12 FT./6 CUBIC YARD DUMP BODY BE AWARDED TO FREIGHTLINER ARIZONA LTD.IN THE AMOUNT OF $52.634.37 THROUGH CITY OF PHOENIX PURCHASING CONTRACT #00-802,BE APPROVED. Mr.Insalaco SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Water Utilities Community Facilities District Meeting Minutes of February 5,2001 Page 3 of 6 DISCUSSION AND CONSIDERATION OF REQUEST TO PURCHASE A FORD RANGER COMPACT PICKUP TRUCK FROM FIVE STAR FORD AT A TOTAL COST OF $12,105.16 THROUGH STATE OF ARIZONA PROCUREMENT OFFICE PURCHASING CONTRACT ) )District Water Superintendent Brian Hall briefed the board on the item.This item was budgeted for $12,200 so it is within the estimate.It will be primarily used by the meter reader. Mr.Eck MOVED THAT THE AWARD OF BID FOR THE PURCHASE OF A FORD RANGER COMPACT PICKUP BE AWARDED TO FIVE STAR FORD IN THE AMOUNT OF $12,105.16 THROUGH A STATE OF ARIZONA PROCUREMENT OFFICE PURCHASING CONTRACT,BE APPROVED. Mr.Dietz SECONDED THE MOTION. VOTE;Unanimous. The motion carried. SELECTION OF DATE,TIME AND LOCATION FOR EXECUTIVE SESSION FOR PERFORMANCE EVALUATION FOR DISTRICT MANAGER )There was general discussion by the board on the date of the executive session. Vice Chairperson Surra MOVED THAT THE DATE SPECIFIC WOULD BE MARCH 5,AND THE TIME WOULD BE 6:00 P.M.IN THE CITY CONFERENCE CENTER Mr.Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISTRICT WATER SUPERINTENDENT REPORT Water Utilities Community Facilities District Meeting Minutes of February 5,2001 Page 4 of 6 District Water Superintendent Brian Hall stated he is trying to get a consultant to work with the district on the Mesa interconnect to see if the district is going in the right direction,including economically. Mr.Dietz commented he thought the district had already received some information regarding the cost. Mr.Eck commented they have the cost to install but not the actual cost of the water. Chairperson Coleman remarked they are not supposed to ask questions at this time. District Clerk Kathleen Connelly stated he is to give his report and there cannot be any discussion unless i t is enumerated on the agenda.She commented staff needs to tell her in advance what will be discussed so that it can be specified. District Water Superintendent Brian Hall commented the Arizona Water interconnect has nearly been completed.It is now usable.Arcadis.Geraghty and Miller have presented some ideas on the rehabilitation of Well #6. Arizona Water has requested appropriate notice for use of the water so they can make sure they can provide enough water.The district hired two new employees last month and they are doing well.They have one vacancy left in the district and they will try to fill it next month.The Broadway water line is about 50% complete.They are within a half mile of finishing with the initial pipe installation.They have to go back and make several tie-ins. DISTRICT MANAGER REPORT District Manager Curtis Shook stated a lot of the goals and priorities of the board are being accomplished.The water study should be done in April.He met with ADEQ in Phoenix and they are negotiating a consent order for the coliform incident.He hopes to have that to the board in June.
