HomeMy WebLinkAbout2001-09-04 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING SEPTEMBER 4,2001 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction,Arizona,was held on September 4,2001: at. the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 7:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr.Rick Dietz Mr.Joe Durbala Mr.RE.Eck Mr.Brian Milkey Ms.Carol Urich Staff Present:Curtis Shook,District Manager Kathleen Connelly,District Clerk . Keith Lewis,District Finance Manager Doug Dobson,District Operations Manager John White,District Accountant Brian Hail,District Water Superintendent Ron Grittman,District Engineer Others Present:George Hoffman,Assistant City Manager Robert Warner,Public Safety Director APPROVAL OF MINUTES OF AUGUST 6,2001 )Ms.Urich MOVED THAT THE MINUTES OF AUGUST 6,2001,BE APPROVED. Water Utilities Community Facilities District Meeting Minutes of September 4,2001 Page 1 of 6 Mr.Dietz SECONDED THE MOTION: VOTE:Unanimous. The motion carried. PUBLIC HEARING ON PROPOSED FINAL BUDGET AND RATE SCHEDULES FOR FISCAL YEAR 2001-2002 )District Water Superintendent Brian Hall briefed the board on the item.In order to balance the budget there were some projects either cut back or removed from the tentative budget. The additional storage reservoir was cut,the permanent connection with Mesa has been reduced,and the painting of the two oldest reservoirs have been deferred for one more year.They did add in the establishment of backup power for the No.1 Booster Station.The remainder of the budget is primarily the same as adopted with the tentative budget. Chairperson Coleman opened the item to discussion. Mr.Eck asked how much was allocated for the Mesa connection. District Water Superintendent Brian Hall stated $126,000 was allocated originally:it has been reduced to $100,000.They may be able to make it up by doing additional in-house reconnaissance in information gathering to further that process and by negotiating with the consultants on the well -siting analysis. Mr.Eck asked if there was money for a well i f adequate water is found. District Water Superintendent Brian Hall stated $490,000 was left in the budget for the well. Mr.Eck asked if they would be waiting until the next fiscal year to tie in with Mesa if a new well is not found. Water Utilities Community Facilities District Meeting Minutes of September 4,2001 Page 2 of 6 District Water Superintendent Brian Hall stated that would be a board decision.If they end up with an agreement that is beyond reason,they need to look at some of the other alternatives. District Manager Curtis Shook stated they are going full bore on drilling a new well and establishing a price on the water from Mesa to determine if it is worthwhile to make a connection. The latter should be known shortly. Mr.Eck commented a real good well source would determine the course. District Manager Curtis Shook commented if they are still in need of an emergency water source,there are still enough funds for the district to get well into the process while they line up some additional funding. public hearing on the item. Chairperson Coleman closed the public hearing with no one else wishing to speak and moved on to the next item. PROPOSED RESOLUTION NO.2001-004: ADOPTION OF FINAL BUDGET FOR FISCAL YEAR 2001-2002 )Chairperson Coleman called for any discussion on the item.There being no discussion,he called for a motion. Mr.Eck MOVED THAT RESOLUTION NO. 2001-004,A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES " COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA)FULLY ADOPTING ESTIMATES OF EXPENDITURES BY THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA),FOR FISCAL YEAR BEGINNING JULY 1, Water Utilities Community Facilities District Meeting Minutes of SOptember 4,2001 Page 3 of 6 2001,AND ENDING JUNE 30,2002;DECLARING THAT SUCH SHALL ESTABLISH THE BUDGET FOR THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA),FOR FISCAL YEAR 2001-2002,BE APPROVED. Mr.Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. PROPOSED RESOLUTION NO.2001-005, ADOPTING A RATE SCHEDULE,SERVICE LINE AND METER INSTALLATION CHARGES,TO ALSO INCLUDE RECONNECTION FEES,METER DEPOSITS, SERVICE REESTABLISHMENT,RETURNED CHECK, METER REREADS AND CUT LOCK FEES )District Manager Curtis Shook briefed the board on the item.There is no increase in any of the rates or other charges. Chairperson Coleman opened the item to discussion by the board.There being no discussion,he closed the item and called for a motion. Mr.Dietz MOVED THAT RESOLUTION NO. 2001-005,A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT,(CITY OF APACHE JUNCTION,ARIZONA),ADOPTING AN AMENDED RATE SCHEDULE FOR MONTHLY MINIMUM CHARGES AND SERVICE LINE AND METER INSTALLATION CHARGES AND ESTABLISHING AN EFFECTIVE DATE,BE APPROVED. Vice Chairperson Surra SECONDED THE MOTION. VOTE:Unanimous. , The motion carried. DISTRICT WATER SUPERINTENDENT REPORT Water Utilities Community Facilities District Meeting Minutes of September 4.2001 Page 4 of 6 District Water Superintendent Brian Hall stated the well siting analysis is well •under way and they should have a preliminary report in the next few weeks.They will be turning in the plans this Friday to the Arizona Department of Environmental Quality for approval of the Royal Palm project. DISTRICT MANAGER REPORT . None. DISTRICT TREASURER REPORT District Accountant John White gave a status report on the district finances. They have already incurred substantial costs from the Royal Palm project which the district will have to float until i t receives the Water InfrastructUre Financing Authority funding.The water master plan costs have also produced a strain on the cash flow.The operating report for the first couple months of this fiscal year will show low cash balances.The district will be able to recoup some of the money from the Water Infrastructure Financing Authority as part of the loan package., DISTRICT COUNSEL REPORT None.
