HomeMy WebLinkAbout2001-10-01 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING OCTOBER 1,2001 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction,Arizona,was held on October 1,2001,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Vice Chairperson Anne Surra Mr,Rick Dietz Mr.Joe Durbala Mr.R.E.Eck Mr.Brian Milkey Ms.Carol Urich Staff Present:Curtis Shook,District Manager Kathleen Connelly.District Clerk Keith Lewis,District Finance Manager Doug Dobson,District Operations Manager Brian Hall,District Water Superintendent Bill Farrell,District Counsel Others Present:.George Hoffman,Assistant City Manager APPROVAL OF MINUTES OF SEPTEMBER 4,2001 )Ms.Urich MOVED THAT THE . The motion .carried. RESOLUTION NO.2001-006:RESOLUTION AUTHORIZING THE EXECUTION OF A LOAN AGREEMENT AND OTHER DOCUMENTS BY AND BETWEEN THE WATER INFRASTRUCTURE FINANCE AUTHORITY OF ARIZONA AND THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT FOR A LOAN IN THE AMOUNT OF THREE MILLION TWO HUNDRED THOUSAND DOLLARS ($3,200,000)) )District Water Superintendent Brian Hall briefed the .board on the item.This resolution is an amended resolution for one passed in October of last year.The Water Infrastructure Finance Authority had requested amended language authorizing this loan. Vice Chairperson Surra asked what . their concern was. District Counsel Bill Farrell stated they wanted specific language that said the loan agreement was suitable for authorization.The language used last October was general in that it stated to execute all documents,do all acts and pay all fees. •Chairperson Coleman closed the discussion with no one else wishing to speak and called for a motion Mr.Dietz MOVED THAT RESOLUTION NO. 2001-006,A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA) AUTHORIZING THE EXECUTION OF A LOAN AGREEMENT AND OTHER DOCUMENTS BY AND BETWEEN THE WATER INFRASTRUCTURE FINANCE AUTHORITY OF ARIZONA AND THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT FOR A LAON IN THE AMOUNT OF THREE MILLION TWO HUNDRED THOUSAND DOLLARS ($3,200,000)BE APPROVED. Water Utilities Community Facilities District Meeting Minutes of October 1,2001 Page 2 of 6 PROPOSED RESOLUTION NO,2001-007: RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BY AND BETWEEN THE APACHE JUNCTION WATER COMPANY AND THE CENTRAL ARIZONA WATER CONSERVATION DISTRICT PROVIDING FOR THE DELIVERY OF EXCESS CENTRAL ARIZONA PROJECT WATER )District Water Superintendent Brian Hall briefed the board on the item.The district has had a contract to purchase recharge water from the conservation district for a number of years. There has been a change in federal regulations requiring a new contract be executed.The change is that the water purchased by the district is now considered excess Central Arizona Project water.This will now be an annual contract instead of a continuous contract,and it will be renewable. Chairperson Coleman called for any discussion.There being no discussion,he called for a motion. Vice Chairperson Surra MOVED THAT RESOLUTION NO.2001-007,A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT DOING BUSINESS AS APACHE JUNCTION WATER COMPANY AUTHORIZING THE EXECUTION OF AN AGREEMENT BY AND BETWEEN THE APACHE JUNCTION WATER COMPANY AND THE CENTRAL ARIZONA WATER CONSERVATION DISTRICT PROVIDING FOR THE DELIVERY OF EXCESS CENTRAL ARIZONA PROJECT WATER BE APPROVED. Mr.Durbala SECONDED THE MOTION. VOTE:Unanimous, The Motion carried. DISTRICT WATER SUPERINTENDENT REPORT District Water Superintendent .Brian Half stated he has met with the district consUltants and.representat.ives of the City of Mesa regarding the language of the agreement to purchase water from the City of Mesa and wheel it through Arizona Water._Arizona Water will come up with an amount for the wheeling charges.The district manager has met with Mesa representatives to discuss 'the purchase amount from them..He believes a draft document may be ready Water Utilities Community Facilities District Meeting Minutes of October 1,2001 .• Page 3 of 6 within the next three weeks.ARCADIS Geraghty & Miller now have three people working on the well siting study.They have already gathered the information regarding the study area with specific information to rate each well site,its impact on other well sites,water quality,aquifer characteristics,aquifer thickness,geology,and land ownership, Mr.Durbala asked if there is any security for our wells and for the water coming from Mesa in regards to any possible terrorist activity contaminating water supplies. District Water Superintendent Brian Hall stated they have planned some things, looked into others and done some things.They have cut tree limbs so people cannot go over the fence nearby.More valves have been locked.The police department has been asked to keep a more watchful eye.They had a security company go over the sites and.make recommendations for alarms and video cameras.The Federal Bureau of Investigation and the American Waterworks Association believe there will be more copycat vandalism than organized groups. Mr.Eck commented they would have to go to our storage facility in order to get into our system.They have 15'before the ladder starts,and it is locked.There is an additional lock they would have to go through so it would be very difficult to contaminate the system. District Water Superintendent Brian Hall stated they are in better shape than if they were working 100%surface water. Mr.Dietz asked if they are only looking at getting water through Arizona Water and he asked the status of the direct hookup with Mesa. District Water Superintendent Brian Hall stated they are looking at this because it is the quickest and shortest route to do it.The direct Mesa interconnect has been budgeted for design,but he thought the board wanted to know how much money the water was going to cost before we invest in the interconnect. Mr.Dietz commented they have been trying to lock that down for quite a few months. Water Utilities Community Facilities District Meeting Minutes of October 1,2001 Page 4 Of 6 District Water Superintendent Brian Hall stated he was waiting for the district manager's report on that and he will let him give the board the status on that.It is viable but it will take some time to do.Arizona Water does not want to make it a permanent thing:they will only do it for a couple of years. DISTRICT MANAGER REPORT District Manager Curtis Shook stated they were able to lock down the wholesale price of 244 to 254 per thousand.That is a good rate.We may look to wheel some water through Arizona Water for the short term,but in the long term the Mesa interconnect will be something we need to do.He has the price in writing.Capital costs and CAP water costs have to be figured in as of yet. They are close to giving the board a memo on what the final costs per gallon will be.They have a basic legal agreement and they are trying to plug in the numbers. DISTRICT TREASURER REPORT None.
