CALL TO ORDER Chairperson Coleman called,the.meeting.to order at 6:00 p.m. •• ROLL CALL • Board Members Present:Chairperson Douglas Coleman Vice Chairperson R.E.Eck Mr.Rick Dietz Mr.John Insalaco Mr.Brian Milkey Mr.Kris Sippel Mr.Dave Waldron Staff Present:George Hoffman,District Manager Kathleen Connelly,District Clerk Brian Hall,District Water Superintendent John White,District Accountant Keith Lewis,District Treasurer Others Present:None. APPROVAL OF MINUTES OF JUNE 30,2003 )Mr.Dietz MOVED THAT THE MINUTES OF JUNE 30,2003,BE APPROVED. Vice Chairperson Eck SECONDED THE MOTION. DISCUSSION ON PROPOSED FINAL BUDGET AND RATE SCHEDULES FOR FISCAL YEAR 2003-2004 ) -)-District Accountant John White briefed the board on the Iter,11.He stated i t reflects the updated numbers through June 30 and the numbers,r'e leCt,the new salary schedule.Everything else is the same as was.discussed.ã few weeks:ago. main revisions were. Vice Chairperson Eck asked what the District Accountant John White stated the commercial deposits on 2"meters or above would be refunded after twelve months of on -time payments.It is included in the rate schedule. Vice Chairperson Eck asked if they have the funds to hire the ACR for the water loss issue. District Accountant John White stated money has been allocated for that. Chairperson Coleman closed the discussion and moved on to the next item. PUBLIC HEARING ON PROPOSED FINAL BUDGET AND RATE SCHEDULES FOR FISCAL YEAR 2003- 2004 )Chairperson Coleman opened the public hearing on the item.There being no one wishing to speak,he closed the public hearing. PROPOSED RESOLUTION NO.2003-002: ADOPTION OF FINAL BUDGET FOR FISCAL YEAR 2003-2004 )Chairperson Coleman opened the item to the board for discussion.There being no discussion,he called for a motion. Water Utilities Community Facilities District Meeting Minutes of July 14,2003 Page 2 of 6 Mr.Dietz MOVED THAT RESOLUTION NO. 2003-002,A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA)FULLY ADOPTING ESTIMATES OF EXPENDITURES BY THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA),FOR FISCAL YEAR BEGINNING JULY I, 2003,AND ENDING JUNE 30,2004:DECLARING THAT SUCH SHALL ESTABLISH THE BUDGET FOR THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA),FOR FISCAL YEAR 2003-2004,BE APPROVED. Mr.Milkey SECONDED THE MOTION. VOTE:Unanimous. The motion carried. PROPOSED RESOLUTION NO.2003-003: ADOPTING A RATE SCHEDULE,SERVICE LINE AND METER INSTALLATION CHARGES,INCLUDING BUT NOT LIMITED TO SYSTEM CONNECTION AND RECONNECTION FEES,GENERAL SERVICES CHARGES,ACCOUNT DEPOSITS,STAND PIPE FEES AND FIRE HYDRANT METER CHARGES )Chairperson Coleman opened the item to board discussion. District Clerk Kathleen Connelly stated this resolution has the deposit fee changes that were referenced earlier in the meeting. Vice Chairperson Eck asked if the fire hydrant meter charges or anything else was changed. stated everything else remained the same. District Accountant John White Vice Chairperson Eck commented he thought there had been a change in the fire hyckant meter charges.He added that the district does charge for services and that there is a development fee for when someone is going to put in a water service. Hall stated the board last year passed a change in the rate schedule that allowed them to separate those funds.They have a system connect fee,which is a development charge,plus a charge for the actual service or installation of a meter in order to recover that money. Vice Chairperson Eck asked if that goes into operation or maintenance. District Water Superintendent Brian Hall stated i t goes into maintenance. Vice Chairperson Eck asked how much the development fee is for a residential service,whether i t be three -quarter- inch or one -inch. District Water Superintendent Brian Hall stated i t is $961. District Manager George Hoffman asked how that compares. District Water Superintendent Brian Hall stated he did not know.They left those alone when they upped the other system connection fees.They used a complicated table to show how the commercial should have been increased last year.He estimates the district is middle of the road on the large meter connection fees. Vice Chairperson Eck commented he believes i t is necessary. District Water Superintendent Brian Hall stated i t allows them -to plan for the future and expansions. Vice Chairperson Eck commented i t would otherwise fall to the current users to pay... for the rate increases. Chairperson Coleman closed the discussion with no further comments and called for a motion. Water Utilities Community Facilities District Meeting Minutes of July 14,2003 Page 4 of 6 Mr.Dietz MOVED THAT RESOLUTION NO. 2003-003,A RESOLUTION OF THE BOARD OF DIRECTORS'OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,ARIZONA)ADOPTING AN AMENDED RATE SCHEDULE FOR MONTHLY MINIMUM CHARGES AND SERVICE LINE AND METER INSTALLATION CHARGES INCLUDING BUT NOT LIMITED TO SYSTEM CONNECTION AND RECONNECTION FEES,GENERAL SERVICE CHARGES,ACCOUNT DEPOSITS,STAND PIPE FEES AND FIRE HYDRANT METER CHARGES AND ESTABLISHING AN EFFECTIVE DATE,BE APPROVED. Mr.Waldron SECONDED THE MOTION. VOTE:Unanimous. The mqtion carried. DISTRICT WATER SUPERINTENDENT REPORT District Water Superintendent-Brian Hall stated last year they included a $10 late fee when they redid the .rate schedule.They have not charged that to this point as the computer system was not set up to charge that automatically. He commented they lost one employee to the City of Chandler and another was out with medical problems so last week he took statements and entered them into the computer.He has learned to appreciate the front office workers,and during that time he learned they had a meter reading zone of about 1,000 services which had 365 past due or delinquent notices requiring additional mailings.He added once they have the office completely staffed,they will make the change in the computer system and start adding the fee after the payment is 15 days late.He hopes it will cut down on the massive paperwork.
