REGULAR MEETING
FEBRUARY 17,2004
The regular meeting of the District Board of the Water Utilities
Community Facilities District (Apache Junction Water Company),City of Apache
Junction,Arizona,was held on February 17,2004,at the Apache Junction City
Council Chambers pursuant to the notice required by law.
CALL TO ORDER
.Chairperson Coleman called the meeting to order at 6:00 p.m.

PRESENTATION OF CERTIFICATE OF ACHIEVEMENT
FOR EXCELLENCE IN FINANCIAL REPORTING AND
PRESENTATION OF PLAQUE FOR COMPREHENSIVE
ANNUAL FINANCIAL REPORT FOR THE FISCAL
YEAR ENDING JUNE 30,2002
).District Treasurer Keith Lewis
briefed the board on the certificate of achievement.It is awarded by the
United Finance Officer's Association from-Chicago.It is a very detail
oriented document.This is the second year it has been done for the water
district.They are hoping to get this year's done as the documentation has
been revised from what has previously been done for the depreciation of
capital assets.They are working on it with the auditor this week.The
deadline is next week.
Chairperson Coleman and Vice
Chairperson Eck commended John White for his outstanding work.
There was general discussion on when
the award was actually received and the time frame it covered.
AUTHORIZATION TO PURCHASE PROPERTY FROM
LENNAR HOMES AT THE SOUTHWEST CORNER OF
SIGNAL BUTTE AND BASELINE IN THE AMOUNT OF
$78,000 PLUS AN ADDITIONAL $4,000 FOR
CLOSING COSTS AND RELATED EXPENSES FOR A
TOTAL AMOUNT OF $82,000.00 FOR A SITE FOR
A BOOSTER STATION

Brian Hall briefed the board on the item.They still
need to be done so that this can be completed,but in
ready to go when i t is completed,staff is asking the
purchase.Legal counsel has provided a motion to the
item.

stated she received an e-mail from Bill Farrell requesting that the motion

state that a phase one environmental report be conducted and that he gets to
review the preliminary title report.The motion given to the board this
evening has been suggested by him.Rather than have a closed amount,he
requested they authorize the base price of $78,000 plus an additional unnamed
sum to cover the additional costs.
There was general discussion on the
motion.
Chairperson Coleman opened the item
to board discussion.There being no discussion,he called for a motion.
Mr.Milkey MOVED THAT WE AUTHORIZE
ACQUISITION OF REAL PROPERTY IN THE VICINITY OF SIGNAL BUTTE AND BASELINE FROM
LENNAR HOMES FOR THE SUM OF $78,000 PLUS ALL COSTS NECESSARY FOR THE
ACQUISITION INCLUDING BUT NOT LIMITED TO ESCROW AND CLOSING COSTS,TITLE
INSURANCE AND ENVIRONMENTAL ASSESSMENT REPORT.I FURTHER MOVE THAT WE
AUTHORIZE THE BOARD CHAIRMAN,DISTRICT CLERK,DISTRICT MANAGER AND DISTRICT
ATTORNEY TO DO ALL ACTS AND SIGN ALL DOCUMENTS NECESSARY FOR THE ACQUISITION.
VOTE:Unanimous.
The motion carried.
