HomeMy WebLinkAbout2004-05-04 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING MAY 4,2004 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction WaterCompany),City of Apache Junction,Arizona,was held on May 4: 2004,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Vice Chairperson Eck called the meeting to order at 6:04 p.m. ROLL CALL Board Members Present:Vice Chairperson R.E.Eck Mr.Rick Dietz Mr.John Insalaco Mr.Brian Milkey Mr.Kris Sippel Mr.Dave Waldron Staff Present: (Chairperson Douglas Coleman was absent.) George Hoffman,District Manager Kathleen Connelly,District Clerk Keith Lewis,District Treasurer John White,District Finance Manager Brian Hall,District Water Superintendent Bill Farrell,District Counsel Others Present:None. APPROVAL OF MINUTES OF APRIL 6,2004 )Mr.Waldron MOVED THAT THE MINUTES OF APRIL 6,2004,BE APPROVED. Water Utilities Community Facilities District Meeting Minutes of May 4,2004 Pagel of 6 Mr.Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. CONSIDERATION OF PROFESSIONAL SERVICES AGREEMENT WITH STANTEC CONSULTING INC.FOR DESIGN OF PUMPING EQUIPMENT,CONTROL BUILDING,WALL,LANDSCAPING AND PIPING TO CONNECT WELL NO.8 TO EXISTING WATER TRANSMISSION PIPING ON SOUTHERN AVENUE ) )_District Water Superintendent Brian Hall briefed the board on the item.He stated the final markers and pad for the. new well were completed in February 2004.This is the next phase of the project.This includes the pipe that runs to Southern Avenue,the pump,the control building,the controls,the block wall required by the ordinance,landscaping and retention design.It also includes money to bring the district into the 21st century.It is the first facility designed with the SCADA system in mind.SCADA is Supervisory Control and Data Acquisition. It basically ties everything together in the future and allows computers to run things.Stantec was chosen from the consulting process they go through. Mr.Milkey asked if this includes an increased security or homeland defense. District Water Superintendent Brian Hall stated they have an 8'wall and a gate.The gate will be of welded steel bar so that there is visibility into the site.There are area lights in the interior.All the controls will be inside the locked building.The building will be similar to the one built for Well No.5.The wall is substantial enough so that if they decide some day that they need spikes on top of it,they will be able to add that later. Mr.Dietz commented there is no barbed wire or automatic machine guns. District Water Superintendent Brian Hall stated not as of yet. Water Utilities Community Facilities District Meeting Minutes of May 4,2004 Page 2 of 6 Vice Chairperson Eck commented i t is not needed for that kind of gallonage.He then closed the discussion and called for a motion. Mr.Milkey MOVED THAT THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT AND STANTEC CONSULTING INC.FOR THE DESIGN OF PUMPING EQUIPMENT,CONTROL BUILDING,WALL,LANDSCAPING AND PIPING TO CONNECT WELL NO. 8 TO EXISTING WATER TRANSMISSION PIPING ON SOUTHERN AVENUE IN THE AMOUNT OF $47,824.00 PLUS A 10°CONTINGENCY OF $4,782.00 FOR UNFORESEEN CHANGES IN THE SCOPE OF WORK,FOR A TOTAL AMOUNT NOT TO EXCEED $52,606.00,BE APPROVED. Mr.Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISTRICT SUPERINTENDENT'S REPORT District Water Superintendent Brian Hall stated they have made some progress on the 100 year water supply.He contacted Southwest Groundwater on Friday who advised they had some difficulties with the model supplied to them by Arizona Department of Water Resources.They have some questions for them and i t should be ironed out by midweek of this week.Mr.Farrell met with the Mesa attorney regarding the direct connection agreement.A meeting was facilitated with Mesa staff to bring them up to speed on the district staff's outlook.It looks like things are going to fall in place there.Mr.Farrell and he have scheduled a meeting for next week for drafting the term length of the agreement,taking into consideration the understanding Mr.Farrell has with Arizona Department of Water Resources attorneys.It has been frustrating that i t has taken this long. Vice Chairsperson Eck asked how long he had worked for the district. District Water Superintendent Brian Hall stated about four years. Vice Chairperson Eck asked if he had been working on this project for four years. Water Utilities Community Facilities District Meeting Minutes of May 4,2004 Page 3 of 6 District Water Superintendent Brian Hall stated this one has been about three years.The wheels of government move slowly,and not just the legislative portion of it.The staff portion sometimes takes a little while.We are moving forward and things look encouraging. Vice Chairperson Eck asked if the site has been purchased. District Water Superintendent Brian Hall stated they are in the process of purchasing the site.He held off because the property is useless for anything else.He has most everything put together for Mesa planning and zoning so that they can split the property. Vice Chairperson Eck asked if they can do the purchase under contingency. District Water Superintendent Brian Hall stated he does not think they can because they do not have a real motivated seller.It is landscaped.done, and they do not care one way or the other.He does not believe $80.000 in the scope of a full section development is not :that important. Vice Chairperson Eck asked if they can get the okay before the district puts the dollars out towards the purchase. District Water Superintendent Brian Hall stated they can.They are very close to having the okay.He will go ahead with submitting it to Mesa planning within the next couple of weeks.They will not sign on the dotted line nor give anyone a check until they have the agreement locked up. TUESDAY,MAY 4,2004,IN THE CITY CONFERENCE ROOM FOR THE PURPOSE OF CONSULTATION WITH THE DISTRICT'S ATTORNEY REGARDING WATER SERVICE INSIDE AND OUTSIDE THE CITY LIMITS;ATTORNEY REPRESENTATION ON LEGAL ISSUES )Mr.Dietz MOVED WE CONVENE TO AN EXECUTIVE SESSION AT 6:15 P.M.,TUESDAY,MAY 4,2004,IN THE CITY CONFERENCE ROOM FOR THE PURPOSE OF CONSULTATION WITH THE DISTRICT'S ATTORNEY REGARDING WATER SERVICE INSIDE AND OUTSIDE THE CITY LIMITS:ATTORNEY REPRESENTATION ON LEGAL ISSUES,BE APPROVED. District Manager's Report District Manager George Hoffman stated he would provide them with a report this week regarding an article he saw in the paper over the weekend concerning how Lake Powell is now down 60%.It is stunning in the magnitude of the drought.He wants to keep the issue in the forefront of their awareness.They may need to contemplate more aggressive measures at some point to encourage water conservation. District Treasurer's Report None. District Legal Counsel Report None.
