REGULAR MEETING
OCTOBER 19,2004
The regular meeting of the District Board of the Water Utilities
Community Facilities District (Apache Junction Water Company),City of Apache
Junction,Arizona,was held on October 19,2004,at the Apache Junction City
Council Chambers pursuant to the notice required by law.
CALL TO ORDER
Chairperson Coleman called the meeting to order at 6:00 p.m.
ROLL CALL

THE UTILITY BILLING SYSTEM

Brian Hall briefed the board on the item.He stated they had talked about
making the bills a full size page so they can put more information on them.

This machine will fold the bills,slide them into the envelope and stuff in
the return envelope.They are now using a laser printer so they will be
going to a bar code,saving pre-sort and postage costs.They ordered a
couple of scanners for the counter because of the bar code.If the payment
is exact,they scan i t and feed i t into the computer.
District Clerk Kathleen Connelly
asked if they would be doing postcards anymore.
District Water Superintendent Brian
Hall stated they would not be doing postcards anymore.
Chairperson Coleman closed the
discussion and called for a motion.
Mr.SiPpel MOVED THAT THE PURCHASE
OF A PITNEY BOWES DI 350 MAIL FEEDER AND INSERTION MACHINE TO UPGRADE THE
UTILITY BILLING SYSTEM PURCHASED THROUGH THE STATE OF ARIZONA GENERAL
SERVICES AGREEMENT IN THE AMOUNT OF $10,529.00 BErAPPROVED.
Mr.Dietz SECONDED THE MOTION.
VOTE:Unanimous.
The motion carried.
AWARD OF CONTRACT FOR PREPARATION AND
PAINTING OF EXTERIOR SURFACES FOR TWO
500,000 GALLON WATER STORAGE TANKS AND
ONE 7,000 GALLON HYDRO PNEUMATIC TANK )

Brian Hall briefed the board on the item.He stated the two original tanks
have not been painted since they were new.They received twelve bids and the
lowest was Southwest Industrial Coatings,Inc.
Mr.Insalaco asked if anyone had
requested painting the Superstitions on them as he had when he moved in
across the street.

Hall stated they did not get a direct estimate,but he was told the district

would not have enough money to paint a mural ,that big.They did have someone
call who wanted to do a mural that big.
Mr.Sippel asked what color they
would be painted.
District Water Superintendent Brian
-Hall stated they will be painted cloud white.It will be their standard
color.
Chairperson Coleman closed the
discussidn --with no further comments and called for a motion.
Mr.Dietz MOVED THAT THE AWARD OF
CONTRACT FOR THE PREPARATION OF EXTERIOR SURFACES FOR TWO 500,000 GALLON
WATER STORAGE TANKS AND ONE 7,000 GALLON HYDRO PNEUMATIC TANK BE AWARDED TO
SOUTHWEST INDUSTRIAL COATINGS INC.IN THE AMOUNT OF $19,900 FOR THE BASE
AMOUNT PLUS 10% CONTINGENCY FOR UNFORESEEN CHANGES FOR A TOTAL AMOUNT NOT TO
EXCEED $21,898.00 BE APPROVED,AND THAT THE BOARD CHAIR BE AUTHORIZED TO SIGN
THE AGREEMENT SUBJECT TO FINAL APPROVAL AS TO FORM BY THE DISTRICT COUNSEL.
Mr.Waldron SECONDED THE MOTION.
VOTE:Unanimous.
The motion carried.
DISTRICT OPERATIONS MANAGER REPORT
District Water Superintendent Brian Hall stated at the last meeting the board
recommended moving forward to get proposals on the coagulation filtration
method for arsenic treatment on Well #6.He has since been given information
on new methods that they are still reviewing.Thus far they have not seen
anything more economical.One group told him he would need a certified
operator for the coagulation filtration system and their method does not
require one.He checked with the Arizona Department of Environmental Quality
and was told that they would have to have an operator for i t also.He has
put together a request for proposals with the criteria.It states exactly
how the district wants the treatment process to work,the size of the storage
building required,that the district wants to be able to recycle the backwash
water,that the district wants to tie in to the existing tank:everything

they want done is spelled out.The district wants a proposal of a design
team that includes engineers,construction people,and the actual suppliers
of the equipment.They are to advise the district how they propose to do i t
and how much it will cost.John White has been working with Water
Infrastructure Finance Authority staff on some questions regarding the resale
of the bond and how i t lines up in priority with being able to pledge some
more of the district's revenues against another Water Infrastructure Finance
Authority loan to support this.He believes.that has been worked out.He
believes they will get approval for the loan at their December meeting.He
was advised that if the district started ahead of time,it would be
reimbursed.They will.probably not get the proposals back in time to go to
one specific supplier until January.He stated they turned_the.plans in to
the Arizona Department of Environmental Quality for the Ironwood Main Line
South They received a letter back last week:there are a lot of notes they
need to add to the drawing pages but there-are nomajor changes.It should
be back to them this week and they can move ahead rwlth.that..
Mr.Sippel asked which line i t is.
District Water Superintendent Brian Hall stated i t is .the line that goes
south to the BMX track -.He commented there is not a Tot of change in the
assured water supply.He talked with Ann Nagle a couple of weeks ago from
the Department of Water Resburces who stated i t had gone from their
hydrologist to their water modeler.She was -out of the office the last two
weeks and is due to return next Monday.He left her a message to call him
and advise the status.They should be close as the department head a month .
ago told him it should only -be about "another week.Doug just advised him
that Payson has a small plant set up for coagulation filtration on a well
that runs 150 gallons a minute.If the board has an interest in it,he will
contact them to see how they set the process up.
Mr..Dietz asked who has the small plant.
District Water Superintendent Brian Hall stated Payson has one.They are
treating for iron.It is the same equipment and the same media.Only the
chemicals are different.

DISTRICT COUNSEL REPORT
District Counsel Bill Farrell stated he contacted Chuck Cahoy from the City
of Mesa and they had not looked at the agreement and would send any comments
back for the district to look at.
