HomeMy WebLinkAbout2005-05-03 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION,ARIZONA REGULAR MEETING MAY 3,2005 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company),City of Apache Junction,Arizona,was held on May 3,2005,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Vice Chairperson R.E.Eck Mr.Rick Dietz Mr.John Insalaco Mr.Brian Milkey Mr.Kris Sippel Mr.Dave Waldron Staff Present:George Hoffman,District Manager Kathleen Connelly,District Clerk John White.District Finance Manager Brian Hall,District Operations.Manager Others Present:None. APPROVAL OF MINUTES OF APRIL 5, 2005 OF APRIL 5,2905,BE APPROVED. VOTE:Unanimous. )Mr.Dietz MOVED THAT THE MINUTES Mr.Waldron SECONDED THE MOTION. Water. PROFESSIONAL SERVICES AGREEMENT WITH • STANTEC CONSULTING FOR DESIGN OF EQUIPMENT RECONNECTION FOR WELL NO.5 ) )District Operations Manager Brian Hall briefed the board on the item.He. stated once the well. has a new hole in the ground over there,i t is a different contracting discipline that moves the pumps,piping,and the equipment.This will be putting together some drawings,electrical schematics and bid specifications so that they can go to bid.It will be bid at about the same time as they re -drill the well.They want to have the bidding completely done once the drilling is complete and the driller is offsite.They want to have a contractor in line to get the equipment moved immediately. Chairperson Coleman opened the item for discussion.There being no discussion,he called for a motion. Mr.Milkey MOVED THAT THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE WATER UTILITIES COMMUNITY FACILITEIS DISTRICT AND STANTEC CONSULTING FOR DESIGN OF EQUIPMENT RECONNECTION FOR WELL NO.5 IN THE AMOUNT OF $20.330 PLUS A 10% CONTINGENCY OF $2,033 FOR UNFORESEEN CHANGES FOR A TOTAL AMOUNT NOT TO EXCEED $22,363.00 BE APPROVED,AND THAT THE CHAIRMAN BE AUTHORIZED TO SIGN THE AGREEMENT PENDING FINAL APPROVAL AS TO FORM BY THE DISTRICT ATTORNEY. Mr.Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISTRICT OPERATIONS MANAGER REPORT District Operations Manager Brian Hall stated they are working on the equipping of Well No.8. Mr.Milkey asked if that is the one of Coconino. Water Utilities Community Facilities District Meeting Minutes of May 3,2005 Page 2 of 5 District Operations Manager Brian Hall stated that is correct.The electrical designer has been the hold up in the paperwork and the engineering firm assured him this week that he should have the paperwork at end of the week. They are close to going to bid to finish the well.They will go to bid as soon as they have the documents.They would like to be pumping water before they start on Well No.5,but they are running out of time.They are hoping the well will last a few more months. Vice Chairperson Eck asked if Well No.8 is to get 250 gallons per minute. District Operations Manager Brian Hall stated that is correct. Vice Chairperson Eck asked what the arsenic is. District Operations Manager Brian Hall stated i t is 17.The 250 gallons per minute will be blended with the 700 plus gallons per minute out of Well No.5. Well No.5 is about six -and -a -half.They will easily get under 10 when they are combined.In the future,they may have to-do arsenic treatment on that well,but it will be a simpler process than on Well No.6 as i t is a smaller well,has lower volume and less arsenic.He stated the Ironwood South water main extension was started two weeks ago Monday.As of today they had about 7,000 feet completed of the approximately 20,000 feet: _Things have been going smoothly,they have added a second crew and now things are Moving ahead rapidly.It is refreshing to work with a contractor who actually does it the way it was contracted to be done. Vice Chairperson Eck asked who the contractor is on this one. District Operations Manager Brian Hall stated i t is CA -Tel. out of Phoenix. Vice Chairperson Eck asked how far south they are going. District Operations Manager Brian Hall stated they are going to the motocross track. Vice Chairperson Eck asked where they started from. District Operations Manager Brian Hall stated they started at the entrance to the wastewater plant on Ironwood.The tie-in is not quite 3.5 miles. MOTION FOR EXECUTIVE SESSION AT 6:15 P.M., TUESDAY.MAY 3,2005,IN THE CITY COUNCIL CONFERENCE ROOM,FOR THE PURPOSE OF CONSULTATION FOR LEGAL ADVICE WITH THE DISTRICT'S ATTORNEY REGARDING INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF MESA AND ARIZONA DEPARTMENT OF WATER RESOURCES APPROVALS )Mr.Waldron MOVED THAT AN EXECUTIVE SESSION BE HELD ON TUESDAY,MAY 3,2005,AT 6:15 P.M.IN THE CITY COUNCIL CONFERENCE ROOM FOR THE PURPOSE OF CONSULTATION FOR LEGAL ADVICE WITH THE DISTRICT'S ATTORNEY REGARDING INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF MESA AND ARIZONA DEPARTMENT OF WATER RESOURCES APPROVALS.BE APPROVED.
