JUNE 21,2005
The regular meeting of the District Board of the Water Utilities
ComMunity Facilities District (Apache Junction Water Company),City of Apache
Junction,Arizona„was held.on,June 21,2005,at the Apache Junction City
Council Chambers pursuant'td the notice required by law...
CALL TO ORDER
Chairperson Coleman called the meeting to order at 6:00 p.m.
ROLL CALL
Board Members Present:Chairperson Douglas Coleman
Vice Chairperson R.E.Eck,Jr.
Mr.Rick Dietz
Mr.John Insalaco
Mr.Joseph Severs
Mr.Dave Waldron
Staff Present:
(Mr.Kris Sippel was absent.)

DISCUSSSION OF DATES AND SCHEDULING OF
MEETINGS FOR BUDGET PRESENTATION,
APPROVAL,DISCUSSIONS AND HEARINGS RELATED
TO WOCFD-BUDGETFOR YEAR BEGINNING JULY 1,
2005 AND ENDING JUNE 30,2006
)District Finance Manager John
White:briefed the board on the item.He stated this is to'plan out the
schedule'fOr the public hearing and budget presentation.The critical
deadline is the evening they present the budget for board consideration.This
must be done by July 15,2005.The hearings may be held after that.Staff
needs to determine the optimum times to conform with the board's schedule.

stated it is basically for the tentative.The budget must be presented and
they have to go through a hearing process afterwards.
Vice Chairperson Eck commented they
usually do this in conjunction with a regular council meeting as far as the
time frame.He does not recall this budget taking a significant amount of
time.He suggested the first meeting in July.
Mr.Waldron stated that is July 5.
District Clerk Kathleen Connelly
stated there would be no work session on Monday as that is the holiday.
Vice Chairperson Eck commented they
might have._a lot pn,Tuesday.
District Clerk Kathleen Connelly
commented they would most likely have their executive session on Tuesday.If
they have a water board meeting,it would need to be very brief.

stated the budget has to be presented to the board.They have done tentative
adoption at the same time in the past.

in the third week in August.

.have done these in 20 minutes time in the past.He would be willing to do a
5:30 meeting on July. 5 and only have the one meeting,rather than having an
additional Meeting.
Chairperson Coleman asked .if the
11th was two weeks later.

stated the 11th is one week later.Two weeks later would be too late for the
July 15 deadline.
Chairperson Coleman commented i t
must be done before July 15.
District Clerk Kathleen Connelly
stated that is correct.July 15 is the latest it can be done.
Vice Chairperson Eck commented they
would have to do an additional meeting.He would instead like to do a 5:30
meeting on July 5.
The board was in agreement.

stated the District Manager will have to talk to them about the budget
beforehand.
District Finance Manager John White
stated that date would allow them to have hearings two weeks later.
District Clerk Kathleen Connelly
asked what the hearings would be for.
District Finance Manager John White
stated there would be a study session and he believes they have to have one
public hearing.
District Clerk Kathleen Connelly
stated in the past they have had .the public hearing at the time of tentative
budget adoption.It would be -similar to the council adoption schedule.There
would be one public hearing on July 5 at 5:30,and a second public hearing
would be held when they want to do their final budget adoption.

TENTATIVE AND FINAL BUDGET ADOPTION
)Chairperson Coleman called for a
motion.
Mr.Waldron MOVED THAT THE FOLLOWING
DATES,TIMES,AND LOCATIONS FOR BUDGET WORK SESSION(S),TENTATIVE AND FINAL
BUDGET ADOPTION BE APPROVED:THAT WOULD BE AT 5:30 P.M.ON JULY 5TH,AND AT
6:00 P.M.ON AUGUST 16TH IN THE CITY COUNCIL CHAMBERS.
VOTE:Unanimous.
The motion carried.
