HomeMy WebLinkAbout2006-06-20 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION, ARIZONA REGULAR MEETING JUNE 20, 2006 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company), City of Apache Junction, Arizona, was held on June 20, 2006, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Coleman called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Douglas Coleman Mr. Rick Dietz Mr. John Insalaco Mr. Joseph Severs Mr. Kris Sippel Mr. Dave Waldron Staff Present: (Vice Chairperson R.E. Eck, Jr. was absent.) George Hoffman, District Manager Kathleen Connelly, District Clerk Brian Hall, District Operations Manager John White, District Finance Manager Doug Dobson, Utility Director Others Present:Assistant City Manager Bryant Powell APPROVAL OF MINUTES OF JUNE 6, 2006) ) Mr. Dietz MOVED THAT THE MINUTES OF JUNE 6, 2006,-BE APPROVED. Water Utilities Community Facilities District Meeting Minutes of June 20, 2006 Page 1 of 5 Mr. Insalaco SECONDED THE MOTION. VOTE:Unanimous. The motion carried. PROPOSED DISTRICT BUDGET FOR FISCAL YEAR 2006-2007 TO INCLUDE PROPOSED RATES, FEES AND CHARGES APPLICABLE DURING FISCAL YEAR 2006-2007, CLASSIFICATION AND COMPENSATION PLAN FOR DISTRICT EMPLOYEES AND DISCUSSION ON DATE, TIME AND LOCATION FOR CONSIDERATION OF PROPOSED FINAL BUDGET )District Finance Manager John White briefed the board on the item.He stated the proposed budget is substantially the same as what was discussed at last week's study session.There have been some changes in the year-to-date column because the previous amounts did not reflect the expenditures through May 31, 2006.The figures have therefore been updated.There are no substantive changes to what is being requested for next year.The operating expenditures on the plants are projected to come in a little bit less this year than what was showed earlier, but it is offset because the capital expenditures will be higher than originally projected.The fund balance drops about $100,000 from what it had been.There are three dates available for budget adoption. He recommended it be on September 5, the day after Labor Day. The other options are the third Tuesday in August and the third Tuesday in September.He recommends September 5 in order for there to be enough time for the rate study to be concluded and evaluated.The final budget must be adopted by October 1, 2006. He would not like to wait until the last meeting before that. Mr. Dietz asked if the sale of property was higher or lower than what was in the budget, would it affect the budget. Water Utilities Community Facilities District Meeting Minutes of June 20, 2006 Page 2 of 5 District Finance Manager John White stated it would not have an effect in terms of overall policy direction.It would mean they would have less or more money for capital.It is something that would be evaluated in the upcoming rate study. Mr. Dietz commented it had been put in as a best estimate. District Finance Manager John White stated that is correct. Chairperson Coleman closed the discussion with no further comments and moved on to the next item. PUBLIC HEARING:RESOLUTION NO. 2006-006, ADOPTING A PROPOSED BUDGET FOR THE FISCAL YEAR 2006- 2007 AND ESTABLISHING A PUBLIC HEARING DATE, TIME AND LOCATION FOR FINAL BUDGET ADOPTION )Chairperson Coleman opened 'the public hearing on the item. Mr. Judd Williams, Arizona Water Company, 2380 W. Southern Avenue, addressed the board.He read about the meeting in the paper and that they will be doing a rate study.It was mentioned there may be some adjustments in the rates due to the infrastructure that was needed down south for the new land.He asked if the rates may rise because of that. District Manager George Hoffman stated they could stay the same, go up or go down.They are curious at staff level to determine if the rate schedule should be such that it tends to encourage conservation.They are not sure that the current rate structure does that.It is one of the things they will be looking at. Water Utilities Community Facilities District Meeting Minutes of June 20, 2006 Page 3 of 5 Mr. Judd Williams asked if, with new development coming in, they will be required to pay for the brunt of the infrastructure required for the expansion of the system. District Manager George Hoffman stated that is a council question.At the staff level, they are interested in having a structure wherein growth tends to bear the costs of growth.It extends to water district infrastructure as well as other infrastructure. Chairperson Coleman closed the discussion with no further comments and called for a motion. Mr. Waldron MOVED THAT RESOLUTION NO. 2006-006, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA) PURSUANT TO A.R.S. § 48-716 ADOPTING A PROPOSED BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2006 AND ENDING JUNE 30, 2007; ESTABLISHING A PUBLIC HEARING ON THE PROPOSED BUDGET; DIRECTING DISTRICT STAFF TO SOLICIT COMMENTS FROM THE CITY OF APACHE JUNCTION ON THE PROPOSED ANNUAL BUDGET, BE APPROVED. I FURTHER MOVE THAT THE PUBLIC HEARING FOR FINAL BUDGET ADOPTION BE HELD ON SEPTEMBER 5TH, 2006, AT 6:00 P.M. IN THE APACHE JUNCTION CITY COUNCIL CHAMBERS, 300 E. SUPERSTITION BOULEVARD, APACHE JUNCTION, ARIZONA. MOTION. VOTE:Unanimous. The motion carried.
