REGULAR MEETING
AUGUST 7,.2007
The regular meeting of the District Board of the Water
Utilities Community Facilities District (Apache Junction Water
Company), City of Apache Junction, Arizona, was held on August
7, 2007, at the Apache. Junction City Council Chambers pursuant
to the notice required by law.
CALL TO ORDER
Chairperson Insalaco called the meeting to order at 6:00
p.m.

DISCUSSION ON PROPOSED FINAL
BUDGET AND RATE SCHEDULES FOR
FISCAL YEAR 2007-2008.
)District Finance Manager John
White briefed the board on the item. What has been presented for
the final budget is the treasurer's tentative proposed budget
for the upcoming year with one exception: that the market
adjustment has been calculated into the rates for the upcoming
year it came out to about a$27,000 or $30,000 increase which is
about a 3t increase.It parallels what the city is doing.The
schedules have been updated to reflect the expenditure patterns
as of July 20, 2007.There are no rate changes this year in the
proposed rate schedules.

RESOLUTION No. 2007-004, A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT(CITY OF
APACHE JUNCTION, ARIZONA)FULLY ADOPTING ESTIMATES OF
EXPENDITURES BY THE WATER UTILITIES COMMUNITY FACILITIES
DISTRICT (CITY OF APACHE JUNCTION, ARIZONA) FOR FISCAL YEAR
BEGINNING JULY 1, 2007, AND ENDING JUNE 30, 2008; DECLARING THAT

THAT RESOLUTION NO. 2007-006, A RESOLUTION OF THE BOARD OF
DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT
(CITY OF APACHE JUNCTION, ARIZONA) DECLARING AS A PUBLIC RECORD
AND ADOPTING CERTAIN DOCUMENTS FILED WITH THE DISTRICT CLERK
ENTITLED "THE CLASSIFICATION PLAN FOR FISCAL YEAR 2007-2008" AND
"THE COMPENSATION PLAN FOR FISCAL YEAR 2007-2008"; AND DECLARING
AN EMERGENCY,BE APPROVED.

CONSIDERATION OF SECOND
AMENDMENT TO PURCHASE AND SALE
AGREEMENT WITH EMPIRE SOUTHWEST)

Vice Chairperson Eck commented
they should go into executive session now since our attorney has
arrived.
District Clerk Kathy Connelly
stated it is good timing because they cannot vote on this item
until they have had the executive session. She commented they
should do the reports first then go into executive session.
WATER DIRECTOR REPORT
Water Director Frank Blanco gave an update of the distribution
system and water conservation grant that they have applied for
recently for #5, #6 and #8 wells. The online current production
of 600 gallons per minute is normal for Well #5.Well #6 is
currently online at about 500 gallons per minute and is

currently receiving a revised scope of work from Hunter, the
general contractor,that is due this week.Hunter has chosen to
use NCS instead of the other consultant that they were using in
the past.Ramesh Narasimhan will represent NCS and is believed
to be an expert in arsenic treatment.The intent will be to do
all the modifications that are needed to have Well #6 operating
on its own without the issues that we have been having with it.
Well #8's pump and motor has been re -installed under warranty.
The submersible motor is already in the hole.The casing has
been dropped into the hole and is connected to the distribution
system. We are waiting for an updated blending plan.The
contract has been completed and we are waiting for final
approvals and signatures. Stantec is the consultant; they will
be teaming up with NCS to do the arsenic blending plant for the
Well #8 test.Work has been done on the 8 -inch line at San
Marcos and 13th Avenue.A pipe that was leaking pretty badly
was replaced by public works as part of the new standard
details.The distribution system at Winchester and Southern
needed to a have water line replaced.It was done in
conjunction with the storm drain project.Winchester and 29th
Avenue is being done in conjunction with some improvements for
the Dollar Mini -Storage facility there.This involves some
storm drain improvements and the abandonment of a drainage
easement.There was some vandalism at the portable standpipe
which is used to fill the water hauler tanks and also the public
works tankers for dust control and street sweeping.The box had
been broken into and it was repaired the next day.Relay
switches and a rubber hose had been taken.We achieved peak
demand on June 11, 2007 with 2.03 million gallons consumed that
day.Five years ago on July 3, 2002 that peak was 2.35 million
gallons consumed that day.The curve seems to be going
downward.This year was a little higher, but we plan on
reducing that.Roger Hacker and John White helped get us a
grant from the U.S. Bureau of Reclamation in the amount of
$50,000 to help us improve our water management efficiency.
Water losses are going to be one of the focuses, along with
technology upgrades to help with the monitoring and the alarming
so we do not overflow our tank sites.A public education
program that will partner with the schools and some of the major
consumers of water in our district will be included.The
calibration program including the replacement program will also
be part of the grant.

Vice Chairperson Eck commended he and his staff for trying to
take care of arsenic removal with the blending plan they have
come up with.
Mr. Wilson asked how often he plans on doing calibrations of the
meter and how long has it been since they were last done.
Water Director Frank Blanco stated there has not been a
proactive calibration program.A large meter is calibrated
twice a year.The intent is to increase that frequency and
start looking at older meters which are in the system. They will
do some calibrations on a few of those and replace them as the
age determines.The older meters will go first. The larger
meters will be calibrated more frequently.The intent is to
account for the water more efficiently.

DISTRICT (CITY OF APACHE JUNCTION, ARIZONA)FOR APPROXIMATELY
16.20 ACRES OF DISTRICT PROPERTY FOR THE AMOUNT OF $3.3 MILLION
WITHOUT CHANGING THE END OF THE EXAMINATION PERIOD OR THE DATE
OF CLOSE OF ESCROW, BE APPROVED.

MOTION.
VOTE:Unanimous.
