REGULAR MEETING
OCTOBER 1, 2007
The regular meeting of the District Board of the Water
Utilities Community Facilities District (Apache Junction Water
Company), City of Apache Junction, Arizona, was held on October
1, 2007, at the Apache Junction City Council Chambers pursuant
to the notice required by law.
CALL TO ORDER
Chairperson Insalaco called the meeting to order at 6:03
p.m.

REQUEST FROM QUIKTRIP CORPORATION
TO RELINQUISH A WATER UTILITY
EASEMENT
)District Counsel Kay
Bigelow briefed the board on the item.She stated QuikTrip is
building a new facility and is not giving up the dedicated water
line that is on their property that was originally dedicated to
Consolidated Water.This is part of the patented utility
easement that is unused.They will still leave an extra 50' X
50' piece for the district for future utilities.This
relinquishes the rest of the easement that was there.The city
has relinquished their portion.
Chairperson Insalaco opened
the item to board discussion.There being no discussion, he
called for a motion.
Vice Chairperson Eck MOVED
THAT THE REQUEST FROM QUIKTRIP CORPORATION TO RELINQUISH A WATER
UTILITY EASEMENT FOR PROPERTY LOCATED AT APPROXIMATELY THE
SOUTHEAST CORNER OF IDAHO ROAD AND OLD WEST HIGHWAY BE APPROVED.
Mr. Dietz SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
TECHNICAL MEMORANDUM 1 -
TRANSMISSION LINE/DISTRIBUTION
SERVICE LINE EVALUATION

Frank Blanco briefed the board on the item.He stated this
study was compiled and completed in May 2007 by Damon S.
Williams and Associates.They are here to present their

recommendations and make the board aware of the challenges and
benefits of doing either the transmission line or the
distribution line.The development is proposed at the northeast
corner of Baseline and Idaho.This memorandum evaluates the
condition of the conversion of the 12" transmission line into a
12" distribution line and looks at an alternative of extending
the existing transmission line north to 16th Avenue.The line
is located at Winchester and 34th Avenue.The driving force is
to serve the commercial development at Baseline and Idaho.
Transmission lines are designed to move major flows to storage
facilities for distribution.They provide the ability to blend
water and are the main arteries.They are typically larger in
diameter and lower in pressure.Distribution lines are designed
to deliver water to service connections and provide water
service to fire hydrants.They provide sample points.They are
smaller in diameter and higher in pressure.He showed a
schematic of the water system and commented on how the water
flowed through the system from the wells to the customers.The
components of the water system are supply, transmission and
distribution.He commented they should have handouts labeled
Figure 3.1 and Figure 4.1.Figure 3.1 shows the existing system
with the dashed blue line being the transmission line.Figure
4.1 shows the alternatives.The green line in the middle shows
the conversion and the red or pink line going north/south to the
south shows the extension of the transmission line.The
benefits of the conversion will be an initial cost savings and
it saves time.The challenge is the loss of operational
flexibility to provide a consistent and dependable supply of
water to the entire service area.It compromises the blending
plan and water quality.It also requires the construction of a
future transmission line with future dollars.The benefits of
maintaining the transmission line are water quality, the ability
to blend the water for consistent quality, providing a future
back up to the wells, providing the ability to move the future
Central Arizona Project water north, and providing the ability
to move the Mesa treated Central Arizona Project water north.
It will save the district some money to have the water delivered
directly to AJ Water versus wheeling it through Arizona Water.
The challenge of maintaining a transmission line is the single
point of failure.Arsenic treatment must continue to operate
for blending.The benefits of extending the line are water
quality and a long-term financial benefit.The challenges are
system pressure variations.

Mr. Glenn Roth, Damon S.
Williams, Phoenix, addressed the board.They have two
recommendations.The first one is to do a hydraulic model of
the city water system.They would be setting up the backbone of
the water system on a computer model and then model the
different flows to make sure you are maintaining pressures and
flows in all areas in all situations.The second recommendation
is to extend the distribution line north and bore under the
Superstition Freeway and connect it back up into the system
further north on 16th Avenue.They would keep the distribution
system as a distribution system and keep the transmission lines
as transmission mains.
There was general discussion
between Mr. Dietz and Water District Director Frank Blanco about
what the transmission lines and distribution lines do.
Vice Chairperson Eck asked if
they were increasing the size or are they going to just south of
Winchester to just north of 16th Avenue to reach the main.
Water District Director Frank
Blanco stated they are just extending it, not increasing its
size.In the graphic, the existing transmission should really
be reading existing distribution.The line is a transmission
line further west, but at that point where it connects it is a
distribution line.

executive session at the next meeting.They will need to start
at 5:00 p.m. on October 16, 2007.
Chairperson Insalaco adjourned the meeting at 6:23 p.m.
