REGULAR MEETING
JANUARY 6, 2009
The regular meeting of the District Board of the Water
Utilities Community Facilities District (Apache Junction Water
Company), City of Apache Junction, Arizona, was held on January
6, 2009, at the Apache Junction City Council Chambers pursuant
to the notice required by law.
CALL TO ORDER
Chairperson Insalaco called the meeting to order at 6:08
p.m.

DISCUSSION AND PRESENTATION OF
CENTRAL ARIZONA PROJECT ACQUISITION
DEVELOPMENT AND DELIVERY (ADD) OF
NEW WATER SUPPLIES )

Frank Blanco briefed the board on the item.
Vice Chairperson Eck asked if
this is part of the ongoing battle from when Central Arizona
Project started.It has been a constant thing since the canal
has come in as to who gets how much.
Water District Director Frank
Blanco commented the allocation for Central Arizona Project
water has already been determined by the state.
Vice Chairperson Eck asked
what agency determined that.
Water District Director Frank
Blanco stated it was the Arizona Department of Water Resources.
Vice Chairperson Eck asked
what this is.
Water District Director Frank
Blanco stated Central Arizona Project identified some additional
water rights that have been retired from irrigation districts
such as down in Yuma and Wellton where they are no longer using
Central Arizona Project water.When those rights were given up,
it allowed some additional water to be reallocated.Some of the
water will be officially allocated by the state and legally
allocated to some of the users.In the interim, there is

additional water in the river and in the canal that is not being
utilized.This is a resource Central Arizona Project is looking
at to distribute and acquire for those that need additional
Central Arizona Project water.The problem is that it cannot be
permanently allocated to Apache Junction or any other city.
Those are the regulatory issues they have to contend with.They
do not want the water to go down the river to the other states
while at the same time they are trying to determine how to
reallocate it or distribute it to those that can use it today.
It is the challenge behind the whole process.
Vice Chairperson Eck
commented he remembered 20 years ago that Nevada and California
were upset because we were taking too much water.It is still
going on.Eleven years ago they were planning a meeting to
settle the dispute between the counties and the reservation.
Everything is supposed to have been smoothed out, but it appears
it never will.There will always be a challenge.
Mr. Coleman asked who will
make the final decision.

Blanco stated it will be the Central Arizona Project Water Board
as to how the process continues, how it gets administered and
how it plays out.
Mr. Coleman asked if those
are elected positions.
Water District Director Frank
Blanco stated they are.
Vice Chairperson Eck
commented Mr. Hartegen has been replaced.

Blanco commented he is very good.
Vice Chairperson Eck stated
he was replaced in the last election.He does not know the new
person but he believes it is a lady from down south.

Blanco stated he believes she is from Tucson.
Mr. Coleman asked if the
members of the board are elected by district.
Water District Director Frank
Blanco stated they are elected by county.
Mr. Coleman asked if all 3
counties have an equal say.
Water District Director Frank
Blanco stated they do not.It is by population.
DISTRICT MANAGER REPORT
None.
WATER DISTRICT DIRECTOR REPORT
Water District Director Frank Blanco gave an update on the
projects.The Mesa Interconnect bid opening is February 4;
plans and documents are at the clerk's office.They will award
the contract in March.Estimated completion is no later than
December 2009.All wells are operational and he briefed them on
repairs, consumption and the occupancy counts in mobile home
parks.They contaminant samples are complete and they are
awaiting the results.They are confident they will be good.
The state has had a wet year so water levels are at 280% on the
Verde River Basin with precipitation levels above 90% to up to
166% on the Little Colorado River.In the past, the wet years
matched the peaks in the district's economic years.It might be
good news.
Vice Chairperson Eck commended him for all his work on getting
the Mesa Interconnect done.
