REGULAR MEETING
JUNE 16, 2009
The regular meeting of the District Board of the Water
Utilities Community Facilities District (Apache Junction Water
Company), City of Apache Junction, Arizona, was held on June 16,
2009, at the Apache Junction City Council Chambers pursuant to
the notice required by law.
CALL TO ORDER
Chairperson Insalaco called the meeting to order at 6:00
p.m.

DISCUSSION OF BUDGET, RATES,
PROPOSED DATES FOR ADOPTION OF BOTH
THE TENTATIVE AND FINAL BUDGETS FOR
THE YEAR BEGINNING JULY 1, 2009 AND
ENDING JUNE 30, 2010
District Finance Manager
John White briefed the board on the item.
Vice Chairperson Eck
commented he is confused about why they are talking about this
as they are just ending the current budget year.He asked why
they are talking about this tonight.
District Finance Manager John
White stated they will need to adopt the tentative budget for
next year.
Vice Chairperson Eck
commented that would be for Fiscal Year 2009-2010.
District Finance Manager John
White stated that is correct.
Vice Chairperson Eck
commented they are currently talking about 07-08 and 08-09.He
was curious why they have to do this formality when there is
nothing beyond July.
Mrs. Barker commented the
purpose here is to get a date for the final adoption of the
budget.They have a motion to do that.They will get a budget
between now and then to go over.
Vice Chairperson Eck
commented they generally have the tentative budget first.If
everything goes alright, then they can easily do a date for

final adoption.If it does not go alright, they could be
looking at other dates.He asked if they are looking for a
date.
District Finance Manager John
White stated they are looking for dates for tentative budget
adoption and final budget adoption.They are looking at July 7
for the tentative budget.
Mrs. Barker commented she
sees what the vice chairperson is saying as there is not a
tentative budget in front of them.They normally expect that.
She presumed they would be seeing it as individuals but not as a
group before the final budget adoption date.
District Finance Manager John
White stated they would be seeing it individually with the
tentative budget being adopted on July 7.The final budget
would be adopted sometime afterwards.Staff has been discussing
having final budget adoption concurrent with the city budget
adoption which is August 4.
District Clerk Kathleen
Connelly stated by law the district is a little different from
the city.There are some different dates that have to be
juggled.The tentative for the district has to be on or before
July 15.
District Finance Manager John
White stated there is more flexibility with respect to the
district's budget in that the amount is not sealed at the top of
the tentative amount.It can be raised.
District Counsel Kay Bigelow
stated with a community facilities district they have to raise
rates.The only time they can raise the service rates is with
the budget.They are going to propose a small incremental
amount that each year will be raised so that there will not be
one large increase.
Vice Chairperson Eck
commented they requested that.They went 10 years without a

rate increase, and now that lack of increase has caught up with
them.
Chairperson Insalaco closed
the discussion with no further comments and called for a motion.
Mrs. Barker MOVED THAT THE
PUBLIC HEARINGS FOR TENTATIVE BUDGET ADOPTION BE HELD ON JULY 7,
2009, AT 6:00 P.M. AND THE PUBLIC HEARING ON FINAL BUDGET
ADOPTION BE HELD ON AUGUST 4, 2009 AT 6:00 P.M., TO INCLUDE ANY
REQUIRED PUBLIC HEARINGS ON PROPOSED CHANGES IN RATES AND FEES.
THE HEARINGS FOR BUDGET ADOPTION SHALL BE HELD IN THE APACHE
JUNCTION CITY COUNCIL CHAMBERS, 300 EAST SUPERSTITION BOULEVARD,
APACHE JUNCTION, ARIZONA.

DISTRICT MANAGER REPORT
None.
DISTRICT DIRECTOR REPORT
None.
DISTRICT TREASURER REPORT
District Finance Manager John White stated he had passed out the
monthly report for May.The current year's sales figures are up
over last year, a reflection of the rate increase from last
year.The Miscellaneous Revenues thus far are $228,000 compared
to a couple thousand last year.This is because of money
received from Pinal County for indemnifying the district for
their encroachment which damaged areas when they built their
bridge.
District Counsel Kay Bigelow stated that was for the
infrastructure that the district built on the existing Central
Water Utilities Community Facilities District

Arizona Project site as well as repayment for her legal expenses
for the two -and -a -half years it took to get this completed.
They will also owe another payment for when the land transfers
over for something else that they are replacing.Once the new
site comes, the additional money will come.
District Finance Manager John White commented on the General
Investments, the Funded Depreciation Amount, and the Safe Yield
Deposits.
