HomeMy WebLinkAbout2011-01-18 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT (APACHE JUNCTION WATER COMPANY) CITY OF APACHE JUNCTION, ARIZONA REGULAR MEETING JANUARY 18, 2011 The regular meeting of the District Board of the Water Utilities Community Facilities District (Apache Junction Water Company), City of Apache Junction, Arizona, was held on January 18, 2011, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Insalaco called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Insalaco Vice Chairperson Dietz Mrs. Robin Barker Mr. Douglas Coleman Mr. R.E. Bryant Powell, Assistant City Manager Hazel Randall, Administrative Assistant Gerald Monahan, Public Safety Director Liz Riley, Human Resources Director APPROVAL OF MINUTES OF DECEMBER 7, 2010 Water Utilities Community Facilities District Meeting Minutes of January 18, 2011 Page 1 of 6 )Vice Chairperson Dietz MOVED THAT THE MINUTES OF DECEMBER 7, 2010, BE APPROVED. Mr. Eck SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Chairperson Insalaco stated they would move to Item 9 at this time and come back to Items 4 through 6. DISTRICT MANAGER REPORT None. DISTRICT DIRECTOR REPORT District Director Frank Blanco stated the water system is currently operating properly and has had no issues.He commented on courtesy hang tags.They are essentially door hangers that are delivered on Thursdays for a following Tuesday disconnect.They deliver about 100 per week, accounting for 24 hours of labor per month.It is a third notice of a late payment for water that was used two months prior.He gave them a cost breakdown and that there is a potential annual savings of $7,800 plus if they discontinue the service.He will be bringing this back at a later date. Vice Chairperson Dietz commented they would be getting that information in their monthly bills that are sent out to them. District Director Frank Blanco stated that is correct.It is basically a third notice of a late payment.The day of the disconnect they also get a hang tag that tells them when they need to pay by in order to get the water turned back on. Mr. Eck commented he agreed with him but the people have already been trained to look for that notice.If they do four or five, they get used to what they are going to get.The water district is going completely out of its way to provide the service.Once Water Utilities Community Facilities District Meeting Minutes of January 18, 2011 Page 2 of 6 they get the bill with the big red notice on it, they get used to that hang tag.If they were to call the district, the district would work something out with them. District Director Frank Blanco stated they do work out payment arrangements when necessary.The biggest challenge is the behavioral change.They will have to be used to not getting that late notice and paying the water bill on time.Otherwise, there is no water the next day. Vice Chairperson Dietz commented maybe different colored bills for the notices, like purple for one notice and red for the last notice. District Director Frank Blanco stated the water production costs based on water, chemicals and electricity are being analyzed on the cost per acre foot.It will give us a good idea on how they are doing.The average cost of per 1,000 gallons to October 2010 was ninety-three cents.For the month of October it was sixty-nine cents, but that is the average for the first ten months.They do not have the first twelve months as there are still some outstanding bills for that time period.When compared to 2009, it was $1.29 per thousand.Using the Mesa interconnect has been very beneficial.The district is still waiting on the General Services Administration to come back with a revised value of the land.There are some available parcels out there from 2.5 to 7.5 acres on the web.The current price per acre ranges from $23,000 to $58,000.That is the list price.He commented on the price history on the parcels.They are looking at probably $40,000 to $50,000 per acre on the Bureau of Land Management parcel.He called them today and advised the appraisal has still not been completed.He finished by giving the board some worldwide figures for water and sanitation. ON TUESDAY, JANUARY 18, 2011, IN THE CITY COUNCIL CONFERENCE ROOM FOR THE PURPOSE OF CONSULTATION FOR LEGAL ADVICE WITH THE DISTRICT'S ATTORNEY IN ACCORDANCE WITH A.R.S. § 38-431.03(A)(3)(4) AND (7) AS FURTHER OUTLINED ON THIS AGENDA. Mr. Eck SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Chairperson Insalaco adjourned the meeting for the executive session. Chairperson Insalaco reconvened the meeting following the executive session. RESOLUTION NO. 2011-001, AUTHORIZING ACQUISITION OF EXCESS PROPERTY FROM FEDERAL GENERAL SERVICES ADMINISTRATION AND AUTHORIZING THE DISTRICT MANAGER OR HIS DESIGNEE TO NEGOTIATION AND PROCESS THE NECESSARY DOCUMENTS FOR SUCH ACQUISITION )Chairperson Insalaco called for a motion.. Mrs. :Barker MOVED THAT RESOLUTION! NO. 2011-001, A RESOLUTION OF THE BOARD OF DIRECTORS' OF THE WATER UTILITIES ..COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCITON,ARIZONA) .TO ACQUIRE CERTAIN REAL PROPERTY OWNED.• BY THE UNITED STATES, LOCATED IN THE COUNTY OF PINAL, STATE OF ARIZONA AND AUTHORIZE DISTRICT MANAGER TO IMPLEMENT ACQUISITION PROCESS BE APPROVED. RATIFICATION OF CHAIRMAN'S SIGNATURE ON LETTER EXTENSION OF AUTOMATIC TERMINATION DATE OF OPTION AND LEASE AGREEMENT FOR CENTRAL ARIZONA PROJECT WATER BETWEEN GILA'RIVER INDIAN COMMUNITY .AND WATER DISTRICT Chairperson Insalaco called for a motion. Mrs. Barker MOVED THAT THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT BOARD RATIFY THE CHAIRMAN'S SIGNATURE ON LETTER OF EXTENSION OF AUTOMATIC TERMANATION DATE OF OPTION AND LEASE AGREEMENT FOR CENTRAL ARIZONA PROJECT (CAP) WATER BETWEEN GILA RIVER INDIAN COMMUNITY (GRIC) AND THE WATER DISTRICT. Mr. Eck SECONDED THE MOTION. VOTE:Unanimous-.
