HomeMy WebLinkAbout2012-03-03 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT CITY OF APACHE JUNCTION, ARIZONA REGULAR MEETING APRIL 3, 2012 The regular meeting of the District Board of the Water Utilities Community Facilities District, City of Apache Junction, Arizona, was held on April 3, 2012, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Insalaco called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Insalaco Vice Chairperson Dietz Mrs. Barker Mr. Serdy (arrived 6:05 p.m.) Mr. Smithson Mr. Wilson Staff Present: Others Present: George Hoffman, District Manager Kathleen Connelly, District Clerk Frank Blanco, District Director Kay Bigelow, District Legal Counsel John White, District Finance Manager Giao Pham, Interim Utility Director/District Engineer Bryant Powell, Assistant City Manager Hazel Randall, Administrative Assistant Emile Schmid, Senior Project Engineer APPROVAL OF MINUTES OF JANUARY 17, 2012 )Vice Chairperson Dietz MOVED THAT THE MINUTES OF JANUARY 17, 2012, BE APPROVED. Water Utilities Community Facilities District Meeting Minutes of April 3, 2012 Page 1 of 6 Mrs. Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. RESOLUTION NO. 2012-004, AUTHORIZING THE QUIT CLAIM OF CERTAIN PUBLIC UTILITY EASEMENTS IN THE SHIPROCK RV PARK SUBDIVISION )District Legal Counsel Kay Bigelow briefed the board on the item.The board has been asked to abandon any rights that the district would have to a public utility easement on its western border.There are no district water lines or other infrastructure in the specified Public Utility Easement and the likelihood of needing them in the future is improbable. There are other alternative public utility easements available and being used by other utilities including the water provider for the Shiprock RV Park, Arizona Water Company.It is recommended they api.-ove the resolution and abandon the public utility easement. Chairperson Insalaco opened the item to discussion.There being no discussion he called for a motion. Mrs. Barker MOVED THAT RESOLUTION NO. 2012-004, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA), AUTHORIZING THE QUIT CLAIM OF ANY AND ALL RIGHTS, TITLE, OR INTERESTS IN CERTAIN PUBLIC UTILITY EASEMENTS IN THE SHIPROCK RV PARK SUBDIVISION AND THE EXECUTION OF SAME BY THE CHAIRMAN OF THE BOARD OF DIRECTORS, BE APPROVED. DISCUSSION AND CONSIDERATION FOR AWARD OF BID AND CONTRACT TO CONSTRUCT A ONE MILLION GALLON STORAGE TANK AT BASELINE AVENUE, APACHE JUNCTION, ARIZONA ) )District Director Frank Blanco briefed the board on the item. This was identified in their five year capital improvement plan. It is part of their water system master plan that was developed in 2010 by NCS. The tank provides system redundancy in terms of additional storage for them. It also allows for the rehabilitation of the existing water storage tank on Baseline that is in very poor shape. By building the storage tank they are able to isolate the existing one, drain it, do a dry inspection on the tank, check the conditions of the walls and the floors and make sure it is still structurally sound to rehab that particular tank. Vice Chairperson Dietz asked if they were going to do repairs on the tank at the same time. District Director Frank Blanco stated if repairs were needed it would be another project with a separate contractor while the tank is still dry.It would also be part of the capital improvement plan to follow-up with the project to rehab the tank.It also allows for a chlorine injection point.Currently the way the system is chlorinated is to run wells 5 and/or 6, inject chlorine into the system by turning the wells on and adding chlorine to the wells, and then introducing chlorine into the storage facilities at Buena Vista or Baseline.It is more expensive to do this.By having an injection point there at the storage facility they are able to use a much smaller pump and motor to re -circulate the water within the two storage tanks. They are looking at maybe a 25 or 50 horsepower pump versus the huge motor running to the wells.It provides an opportunity for energy savings as well as improvements to water quality.They would be re -circulating the water, therefore keeping it fresh.That is another part of this project. They will be coming back at a future meeting with a request to approve the building of the chlorination system at Baseline. Funding is available from the Water Infrastructure Water Utilities Community Facilities District Meeting Minutes of April 3, 2012 Page 3 of 6 Finance Authority so we have a residual funding from the interconnect project of approximately $1,900,000 which would cover the construction of this storage tank. Mr. Smithson asked what the budget amount was. District Director Frank Blanco stated the engineer's budget estimate was $1,500,000. He commented on what the actual bids were that came in.He recommended that the contract be awarded to Currier Construction with their bid in the amount of $1,393,708 with an additional 10% contingency for unforeseen change orders in the amount of $139,370.80.A total $1,533,078.80 is the recommendation that they were making on this contract. Vice Chairperson Dietz commented that it is right where we had estimated. Mrs. Barker asked if anything in the contract or the proposal from Sky differed dramatically with Currier. Senior Project Engineer Emile Schmid commented there was nothing different with the way the bids were received. Out of all 7 bidders Currier had the most experience with this type of tank.It is a very unique and very specialized structure.A lot of the other bidders did not have this type of experience.Due to Currier's experience with these types of tanks over the last 12 plus years it was felt they have a really good handle on the market and the construction that goes with it. Therefore, they were able to provide a better price. Chairperson Insalaco closed the discussion with no further comments and called for a motion. Mrs. Barker MOVED THAT A CONTRACT TO CONSTRUCT A ONE MILLION GALLON STORAGE TANK AT BASELINE AVENUE, APACHE JUNCTION, ARIZONA IN THE AMOUNT NOT TO EXCEED $1,393,708.00 TO CURRIER CONSTRUCTION, INC. BE APPROVED AND THAT THE BOARD CHAIR OR VICE CHAIR BE AUTHORIZED TO SIGN Water Utilities Community Facilities District Meeting Minutes of April 3, 2012 Page 4 of 6 THIS CONTRACT SUBJECT TO FINAL APPROVAL AS TO FORM BY DISTRICT LEGAL COUNSEL AND ADDITIONALLY THAT THE DISTRICT DIRECTOR BE AUTHORIZED TO AUTHORIZE AN ADDITIONAL $139,371 OR 10% OF THE CONTRACTED AMOUNT FOR CONTINGENCIES AND POSSIBLE CHANGE ORDERS HE DEEMS NECESSARY FOR COMPLETION OF THIS PROJECT.
