HomeMy WebLinkAbout2012-08-07 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT CITY OF APACHE JUNCTION, ARIZONA REGULAR MEETING August 7, 2012 The regular meeting of the District Board of the Water Utilities Community Facilities District, City of Apache Junction, Arizona, was held on August 7, 2012, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Insalaco called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Insalaco Vice Chairperson Dietz Mrs. Barker Mr. Serdy Mr. Waldron Mr. Wilson Staff Present: (Mrs. Evans was absent.) George Hoffman, District Manager Kathleen Connelly, District Clerk Frank Blanco, District Director John White, District Finance Manager Donna Meinerts, District Finance Director Joel Stern, District Legal Counsel Others Present:James Hazel, Presiding Magistrate Hazel Randall, Administrative Assistant APPROVAL OF MINUTES OF JULY 3, 2012 Water Utilities Community Facilities District Meeting Minutes of August 7, 2012 Page 1 of 5 ) Vice Chairperson Mr. Dietz MOVED THAT THE MINUTES OF JULY 3, 2012, BE APPROVED. Mrs. Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISCUSSION ON PROPOSED FINAL DISTRICT BUDGET FOR FISCAL YEAR 2012-2013 TO INCLUDE PROPOSED RATES,FEES AND CHARGES APPLICABLE ) ) District Finance Manager John White commented there are no changes from the last discussion on the budget.He asked if anyone had any questions Mrs. Barker commented the district had done a great job on this. PUBLIC HEARING ON PROPOSED BUDGET AND RATE SCHEDULES FOR FISCAL YEAR 2012-2013 )Chairperson Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and moved on to the next item. RESOLUTION NO.2012-007, RE -ADOPTING ALL EXISTING RATES AND CHARGES FOR FOR FISCAL YEAR 2012-2013 INCLUDING NEW RATES FOR MONTHLY BASE SERVICE FOR FISCAL YEAR 2012-2013 )Chairperson Insalaco called for a motion. Mrs. Barker MOVED THAT RESOLUTION NO. 2012-007, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA) RE -ADOPTING ALL EXISTING RATES AND Water Utilities Community Facilities District Meeting Minutes of August 7, 2012 Page 2 of 5 CHARGES FOR FISCAL YEAR 2012-2013 INCLUDING NEW RATES FOR MONTHLY BASE SERVICE, CONSUMPTION, SERVICE AND METER INSTALLATION FEES, STANDPIPES, SYSTEM CONNECTION FEES, FIRE HYDRANT METERS AND GENERAL SERVICE CHARGES; AND ESTABLISHING AN EFFECTIVE DATE, BE APPROVED. Mr. Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. RESOLUTION NO. 2012-008, ADOPTING FINAL BUDGET FOR FISCAL YEAR 2012-2013 AND ADOPTING PROPOSED RATES, FEES AND CHARGES APPLICABLE FOR FISCAL YEAR 2012-2013 Chairperson Insalaco called for any discussion. Vice Chairperson Dietz stated he thought the employee compensation was approved in last meeting. District Clerk Kathleen Connelly stated it was approved; the reason they were not having to do a revised one is that the position inadvertently left off is strictly a city position and there is no similar position for the water district. Mrs. Barker MOVED THAT RESOLUTION NO. 2012-008, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA),FULLY ADOPTING ESTIMATES OF EXPENDITURES BY WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA), FOR FISCAL YEAR BEGINNING JULY 1, 2012 AND ENDING JUNE 30, 2013; DECLARING THAT SUCH SHALL ESTABLISH THE BUDGET FOR THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA), FOR FISCAL 2012-2013, BE APPROVED. DISTRICT DIRECTOR REPORT None. DISTRICT TREASURER REPORT None. DISTRICT LEGAL COUNSEL District Legal Counsel Joel Stern commented that he was not sure if there is a need to have a District Legal Counsel report on the agenda and that legal issues could be done in executive sessions. Chairperson Insalaco thanked District Director Frank Blanco, District Finance Director Donna Meinerts and District Finance Manager John White.
