HomeMy WebLinkAbout2012-09-18 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT CITY OF APACHE JUNCTION, ARIZONA REGULAR MEETING September P18, 2012 The regular meeting of the District Board of the Water Utilities Community Facilities District, City of Apache Junction, Arizona, was held on September 18, 2012, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Insalaco called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Insalaco Vice Chairperson Dietz Mrs. Barker Mrs. Evans Mr. Serdy Mr. Waldron Mr. Wilson Staff Present: Others Present: George Hoffman, District Manager Kathleen Connelly, District Clerk Frank Blanco, District Director John White, District Finance Manager Joel Stern, District Legal Counsel Bryant Powell, Assistant City Manager Giao Pham, City Engineer Brad Huza, Water System Superintendent Hazel Randall, Administrative Assistant APPROVAL OF MINUTES OF AUGUST 7, 2012 Water Utilities Community Facilities District Meeting Minutes of September 18, 2012 Page 1 of 5 ) Vice Chairperson Dietz MOVED THAT THE MINUTES OF AUGUST 7, 2012, BE APPROVED. Mrs. Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISTRICT MANAGER REPORT None. DISTRICT DIRECTOR REPORT District Director Frank Blanco stated currently well #5 is producing about 20% of the total demand, well #6 about 16% and the interconnect about 67% of the 1.5 MGD demand. This is normal for this time of year. He introduced Brad Huza, the new assistant water superintendent. Brad has been assigned the job of rehabilitating well #8 or finding a solution to the issues well #8 has.They are looking at some options for solutions to water challenges in the East Valley.They have been asked to enter into a cooperative agreement; it is no more than a memorandum of understanding. District Legal Counsel Joel Stern stated a memorandum of understanding states the parties want to cooperate with each other. It is not a legal binding agreement whereas an intergovernmental agreement is.In this case there are some other entities that would like to join a memorandum of understanding and talk about the future of water in the East Valley.He has looked at the memorandum of understanding agreement and feels no board action is needed because it is a cooperative partnership.It is the beginning of a long partnership and he hopes more entities will want to be part of it.There will eventually be a global intergovernmental agreement. Vice Chairperson Dietz asked who was involved in the agreement. Water Utilities Community Facilities District Meeting Minutes of September 18, 2012 Page 2 of 5 District Director Frank Blanco stated David Roberts from Salt River Project is setting up the agreement. The agreement consists of the Town of Queen Creek, Arizona Water and Roosevelt Water Conservation District.It is good to look at globally rather than just municipalities.The booster stations are operating normal and the distribution system does not having any main breaks.Storage is normal.They are close to finishing the additional Baseline 1 million gallon storage tank. He showed pictures of the progress.A chlorine system is in the process of being redesigned.They had a health inspection by the Department of Health Services.This is the first time there was an inspection of a discharge permit that they recently acquired. ADHS issued a report of the findings.Regarding discharging clean water, decant water from the treatment process at well #6 in order to remove arsenic: For them to discharge into the wash they have to comply with a discharge permit and the discharge permit basically is built around a waste water treatment plant. The type of testing that is required is not normally done for drinking water.It is something that is usually done at the sewer plant.There are new requirements and new sampling techniques they will have to learn. The findings reported they need to do some testing for temperature and dissolve the oxygen. There was very low residual for chlorine and requires some new methods their operators are not used to doing. Vice Chairperson Dietz asked if the sewer district has a lot of what is needed to do the testing and were we looking at seeing if we could partner with them to use their facilities. District Director Frank Blanco stated he sent a request to the sewer district.Mr. Grabek said his lab was not able to accommodate their request.Part of the reason was there is a certain amount of time from when the sample is taken to where it needs to be tested.It could not be tested in the time frame needed.Mr. Grabek is willing to help train their operators on how to perform the test but is not able to perform the sampling. New laboratory equipment will have to be purchased and training will need to be done for operators.Additional training will be done as needed to meet the requirement of the Department of Health and Health Services. Mrs. Barker asked why they are requiring this of potable water. Water Utilities Community Facilities District Meeting Minutes of September 18, 2012 Page 3 of 5 District Director Frank Blanco stated it is related to their Arizona discharge permit in order for them to discharge water into a wash.The wash is considered water of the United States so they must comply with the permit.The permit specifies these particular instruments and methods are to be used in sampling for chlorine.They want to show there is no chlorine going into the wash and that the dissolved oxygen is at the proper level. ON TUESDAY, SEPTEMBER 18, 2012,IN THE CITY CLERK CONFERENCE ROOM FOR THE PURPOSE OF CONSULTATION FOR LEGAL ADVICE WITH THE DISTRICT'S ATTORNEY IN ACCORDANCE WITH A.R.S. § 38-431.03(A)(3)(4)AND(7)AND AS FURTHER OUTLINED ON THIS AGENDA. Mrs. Evans SECONDED THE MOTION. VOTE:Unanimous. The motion carried.
