HomeMy WebLinkAbout2013-06-18 WUCFD MINUTESWATER UTILITIES COMMUNITY FACILITIES DISTRICT CITY OF APACHE JUNCTION, ARIZONA REGULAR MEETING June 18, 2013 The regular meeting of the District Board of the Water Utilities Community Facilities District, City of Apache Junction, Arizona, was held on June 18, 2013, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Chairperson Insalaco called the meeting to order at 6:00 p.m. ROLL CALL Board Members Present:Chairperson Insalaco Vice Chairperson Barker Mrs. Evans Mrs. Rizzi Mr. Serdy Mr. Waldron Mr. Wilson Staff Present:George Hoffman, District Manager Kathleen Connelly, District Clerk Frank Blanco, District Director Joel Ste-2n, District Legal Counsel Giao Pham, Utility Director Donna Meinerts, District Finance Director John White, District Treasurer Others Present:Bryant Powell, Assistant City Manager Hazel Randall, Administrative Assistant APPROVAL OF MINUTES OF MAY 7, 2013 ) Water Utilities Community Facilities District Meeting Minutes of June 18, 2013 Page 1 of 6 ) Vice Chairperson Barker MOVED THAT THE MINUTES OF MAY 7, 2013, BE APPROVED. Mr. Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISCUSSION OF BUDGET, RATES, PROPOSED DATES FOR ADOPTION OF BOTH THE TENTATIVE AND FINAL BUDGET ADOPTION FOR THE YEAR BEGINNING JULY 1, 2013 AND ENDING JUNE 30, 2014 )Assistant City Manager Bryant Powell apologized for the budget not getting to the board members until 24 hours before the meeting.He stated the manager's office recognize and pride themselves as a staff to be able to have the information the board members in the timely manner.He recognized this did not happen and added the manager's office will improve. District Treasurer John White stated he wanted to reiterate Mr. Powell's comments and that there was no action required on their part now regarding the tentative budget.He is going to be giving them more information since it is an annual process and there are new board members.He will walk through some of the mechanics of the budget layout after District Director Frank Blanco gives them some highlights as far as the budget and goals for next year. District Director Frank Blanco talked about some of the highlights of 2012-2013 such as the completion of the Baseline storage tank which has been in service for about 3 months and a chlorination system which is substantially complete.The Chlorination system will accomplish the task of chlorinating their water at Baseline.Currently the chlorination is done by running well #6 which has a 200 horse power motor that pumps water from 600 feet below the earth surface.In -lieu of that, they will be doing a chlorination system that will run a 5 Water Utilities Community Facilities District Meeting Minutes of June 18, 2013 Page 2 of 6 horsepower motor to accomplish the same task of chlorinating the water.They will use well #6 as needed for production but no longer run it to chlorinate their system.They should see an electrical cost savings.They also set up a laboratory this year for a discharge permit for well #6 which has an arsenic treatment process.Along with this process are drying beds that are used to dry up the decant water.This is the water used in the treatment process for arsenic.At some point, when the drying beds do not function properly or there is not enough evaporation, there may be a need to discharge some of the water into Weeks Wash.Their plan is to have a zero discharge facility but they still need to have a permit in place just in case they ever need to discharge the water.,Along with the permit, there are some requirements for some laboratory sampling and testing of the water so they set up a laboratory.The laboratory has been set up at the well #8 facility.They received a fully executed contract for the Gila River Indian Community water lease option.This is an important document which has been signed by all the parties.The next step in the process is to come back to the board July of 2014 and present some options with a lease agreement.Supervisor Control and Data Acquisition phase one is under construction.This system will enable remote monitoring and control of the facilities. There is also a modular building at well #8 site.They are making use of the facility at well #8 site even though they are having problems using well #8 as a production well.They are still able to use the site for the Supervisor Control and Data Acquisition system and also for a laboratory for the well #6 discharge permit.The Mesa interconnect facility at the southwest corner of Baseline and Signal Butte is important because they can deliver water to Apache Junction without running their booster pumps at the facility. It only provides them the ability to fill the tanks at Baseline but they are using Mesa's pressure instead of running their wells to bring water into the city.Some of their goals for 2013-2014 are to drain the steel storage tank at Baseline, do a dry inspection on the tank and evaluate if they can rehabilitate the tank.They can use the two 1 million gallon tanks that are adjacent to it while this is being determined.Another goal is to continue upgrading some of the aging infrastructure.The steel tank is an example of that and is funded with capital replacement funds. There is a waterline on Ironwood Road they plan on replacing Water Utilities Community Facilities District Meeting Minutes of June 18, 2013 Page 3 of 6 before it is paved.They also plan on implementing the fee study recommendations with the approval of the water board. Another project is the Apache Junction Central Arizona Project water treatment master plan.This is a water treatment plan. At one point they were looking at partnering with the City of Mesa.The City of Mesa has increased their rates on treatment and delivery of the Central Arizona Project water.The City of Mesa also pushed back their capital improvement plan to about the year 2020.This has made it not feasible for them to partner now.At this time they will be coming back to the board for approval of a master plan for the water treatment plant. Supervisory Control and Acquisition system implementation is another goal they have for 2013-2014.They want to be fully automated and be able to see their system wherever they have internet access. District Treasurer John White explained the tentative budget adoption information and the different tabs within it.Board members questions were discussed and answered. DISTRICT MANAGER REPORT None. ON TUESDAY, JUNE 18, 2013, IN THE CITY CLERK CONFERENCE ROOM FOR THE PURPOSE OF CONSULTATION FOR LEGAL ADVICE WITH THE DISTRICT'S ATTORNEY IN ACCORDANCE WITH A.R.S. § 38-431.03(A)(1)(3)(4) AND (7), AND AS FURTHER OUTLINED ON THIS AGENDA.
