REGULAR MEETING
JUNE 17, 2014
The regular meeting of the District Board of the Water
Utilities Community Facilities District, City of Apache
Junction, Arizona, was held on June 17, 2014 at the Apache
Junction City Council Chambers pursuant to the notice required
by law.
CALL TO ORDER
Chairperson Insalaco called the meeting to order at 6:00
p.m.

DISCUSSION ON PROPOSED FINAL BUDGET
AND RATE SCHEDULES FOR FISCAL YEAR
(FY)BEGINNING JULY 01, 2014 AND
ENDING JUNE 30, 2015.

John White gave a summary of the proposed final budget and rates
schedules.

the public hearing on the item.There being no one wishing to
speak, he closed the public hearing and moved on to the next
item.
RESOLUTION NO. 2014-006, ADOPTING
ESTIMATES OF EXPENDITURES BY THE
WATER UTILITIES FACILITIES DISTRICT
(CITY OF APACHE JUNCTION, ARIZONA),
FOR FISCAL YEAR BEGINNING JULY 01,
2014, AND ENDING JUNE 30, 2015.

RESOLUTION NO. 2014-006, A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF
APACHE JUNCTION, ARIZONA) ADOPTING ESTIMATES OF EXPENDITURES BY
THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF
APACHE JUNCTION, ARIZONA), FOR FISCAL YEAR BEGINNING JULY 01,
2014, AND ENDING JUNE 30, 2015; DECLARING THAT SUCH ACTION SHALL
ESTABLISH THE BUDGET FOR THE WATER UTILITIES COMMUNITY

EXISTING RATES, USER FEES AND
CHARGES FOR FISCAL YEAR 2014-2015.)

THAT RESOLUTION NO. 2014-008, A RESOLUTION OF THE BOARD OF
DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT
(CITY OF APACHE JUNCTION, ARIZONA) RE -ADOPTING ALL EXISTING
RATES, USER FEES AND CHARGES FOR FISCAL YEAR 2014-2015 INCLUDING
NEW RATES FOR MONTHLY BASE SERVICE, CONSUMPTION, SERVICE AND
METER INSTALLATION FEES, SYSTEM CONNECTION FEES, WATER RESOURCE
ACQUISITION FEES, STANDPIPES, FIRE HYDRANT METERS, AND GENERAL
SERVICE CHARGES; AND ESTABLISHING AN EFFECTIVE DATE, BE
APPROVED.
Mr. Wilson SECONDED THE
MOTION.
VOTE:Unanimous.

DISTRICT MANAGER REPORT
None.
DISTRICT DIRECTOR REPORT
District Director Frank Blanco talked about the Central Arizona
Project water treatment plant.The water district has a
statement of qualifications request out for consultants to

respond to the water district's request to engage in a
professional services agreement to plan, design and engineer the
plant.
District Superintendent Mike Loggins commented on the request
for statement of qualifications was sent out about a week and -a
-half ago to get an engineer/consultant to do the design for the
treatment plant.Their qualifications are due on June 25, 2014
and the water district will go through the process of
negotiating a price as per state requirements.In August the
water district will bring to the board a quote with a
recommendation of who the water district feels is the most
qualified to design the plant.They will probably start the
design the end of August.It will probably take 6 to 8 months
to complete the design.
Chairperson Insalaco asked if they knew how many would probably
apply to do the plant design.
District Superintendent Mike Loggins stated they currently have
four that signed up to submit proposals.
