Mr. Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. PROPOSED RESOLUTION NO. 2015-001, AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT FOR MUTUAL AID WITH THE ARIZONA WATER AND WASTEWATER AGENCY RESPONSE NETWORK ) District Director Frank Blanco stated the resolution authorizes entering into an intergovernmental agreement with Arizona Water and Wastewater Agency Response Network.The Wastewater Agency Response Network's mission is to support and promote statewide emergency preparedness, disaster response and mutual aid assistance for water and wastewater utilities during natural -caused and human- caused emergencies.Natural -caused emergencies are considered hurricanes and things caused by nature.Natural -caused emergencies can also be an aging waterline such as the Tomahawk and Southern break that happened New Year's Eve.The water district staff was able to handle the emergency but when it gets to the point where the water district needs more help, that is when Arizona Water and Wastewater Agency Response Network can step in and help.Wastewater Agency Response Network is a national institution in all 50 states and Canada.It is strongly supported by the American Water Works Association and Environmental Protection Agency as well as many other national water sector programs.In Arizona, it spans from Flagstaff to Tucson with Phoenix being the largest utility and Camp Verde being the smallest with 1,300 connections.It includes 17 cities and about 72% of the population of Arizona.Membership is voluntary and requires an intergovernmental agreement. Emergency contact would be the utility director.The water Water Utilities Community Facilities District Meeting Minutes of January 20, 2015 Page 2 of 7 district would also provide a copy of their equipment schedule. Staff recommends approval of the resolution. Mrs. Evans asked what would be the downside of not having the intergovernmental agreement. District Director Frank Blanco stated there would not be immediate access to other outside resources such as calling another city for help.If there is an agreement in place they have information of what type of equipment is available to them.When there is not an agreement in place they may or may not be able to get help from other cities and resources.The agreement helps provide communication and information about the other utility so they may participate. Mrs. Evans asked why some cities would not be a part of this type of agreement. Vice Chairperson Barker stated there is reimbursement built into the agreement so there is no disadvantage. District Director Frank Blanco stated he did not know why some cities do not participate because there does not seem to be a disadvantage to the agreement. District Legal Counsel Joel Stern stated some cities and towns do not have water. departments.That is probably why there is not 100% of Arizona cities and towns using this type of agreement. District Director Frank Blanco stated some areas are not in close proximity to other cities that could help so they are not able to have an agreement.The private water companies are not allowed to be part of this type of agreement with Arizona Water and Wastewater Agency Response Network.The law does not currently permit them to become members.Districts, other municipalities and counties are allowed to become members. Water Utilities Community Facilities District Meeting Minutes of January 20, 2015 Page 3 of 7 District Legal Counsel Joel Stern asked if it is correct that some areas have private water companies only and not water districts or water departments. District Director Frank Blanco stated that is correct. RESOLUTION NO. 2015-001, AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT FOR MUTUAL AID WITH THE ARIZONA WATER AND WASTEWATER AGENCY RESPONSE NETWORK called for a motion. Chairperson Insalaco Mr. Waldron MOVED THAT RESOLUTION NO. 2015-001, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION, ARIZONA), FOR AUTHORIZATION TO ENTER AN INTERGOVERNMENTAL AGREEMENT AMONG MEMBERS OF THE ARIZONA WATER AND WASTEWATER AGENCY RESPONSE NETWORK; BE APPROVED. Mrs. Evans SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISTRICT MANAGER REPORT None. DISTRICT DIRECTOR REPORT District Director Frank Blanco gave an update on the Central Arizona Project water treatment plant, agency submittals and a re -presentation on the Water and Economic Development Forum. This is a forum being spearheaded by Salt River Project and is scheduled for March 31, 2015. District Superintendent Mike Loggins gave a quick update on the Central Arizona Project water treatment plant.As of December Water Utilities Community Facilities District Meeting Minutes of January 20, 2015 Page 4 of 7 the water district wrapped up the plans so they are at 100% for agency submittals and started submitting them to the Arizona Department of Environmental Quality.The water district met with the city and sewer district and gave applications to Salt River Project for electrical.In the next month -and -a -half they will be trying to get all their approvals so they can be ready to go out to bid the beginning of March, which is a 30 -day process.In March they will be posting and getting bids.They will be wrapping it up in the end of March and coming back to the water board April or May for a resolution with a contract. They are still on schedule and going good. District Director Frank Blanco said the Water and Economic Development Forum is planning for the future of northwest Pinal County.It is a half -day event and is aimed at educating elected officials, city and county staff.It also aims at educating regional leaders and business owners on water issues facing this area and how water and economic development are interrelated.The planned event is planned for March 31, 2015. It is a half -day event scheduled for the first part of the day. The purpose of the event is to foster regional cooperation to increase the understanding of water's role in economic development; to provide a 101 -type foundation for leaders and elected officials to learn about Arizona's successes in water management and how to keep our successes moving into the future. It is in the Salt River Project electric service area.It is in their best interest to have sustainable growth.Although it is outside their service water area, they can leverage their water expertise to assist their regional partners.Salt River Project wants to continue their role as water stewards, a role they have held since before statehood.The participants at the forum will gain an understanding of the connection between water and economic development, to appreciate the economic benefits of having water resources identified up front prior to development planning ahead, to recognize the long planning horizon for water resources and the fact it truly is different than other resources and infrastructure issues, and to network and foster greater regional coordination.The event is open for all on the water board.They will be forwarding invitations to the chairperson and vice chairperson but any of the board members, city staff members such as the city manager's office, economic development, chief executive officer from the chamber, public Water Utilities Community Facilities District Meeting Minutes of January 20, 2015 Page 5 of 7 works director, and development services director are invited to participate. DISTRICT TREASURER REPORT District Finance Manager John White stated that to date the expenditures for the treatment plant are $510,105, all to Carollo Engineers.As part of the financing plan he is anticipating a $200,000 reimbursement from Water Infrastructure Finance Authority.With the rest of the $310,105 plus, whatever else is incurred in the design and engineering will be leveraged with the water district's internal monies.He showed slides of various balances the water district has which are unaudited amounts.The capital replacement fees are close to $2.7 million.The capital facilities fees for the new infrastructure are at $293,000.The newly adopted water resource acquisition fees are $7,600.Land sale proceeds used to buy down the water district's debt are at $1.3 million but $200,000 of it was advanced for the design and engineering fees.They are anticipating another $200,000 reimbursed when they get the Water Infrastructure Finance Authority draw down for $200,000 and the economic development agreement which was part of the third party development agreement from the sale of the land.That is $450,000.He gave a brief summary of the water district's revenue to date with the fiscal year compared to last fiscal year.The residential sales and commercial sales are down a little bit at about 1 1%, even though they have had a rate increase in effect for three months.This could be a seasonal factor and will be watched as they move into the budget process.
