REGULAR MEETING
MARCH 3, 2015
The regular meeting of the District Board of the Water
Utilities Community Facilities District, City of Apache
Junction, Arizona, was held on March 3, 2015 at the Apache
Junction City Council Chambers pursuant to the notice required
by law.
CALL TO ORDER
Chairperson Insalaco called the meeting to order at 6:00
p.m.

CLASSIFICATION AND COMPENSATION
PLAN

Blanco reviewed the classification and compensation study the
city council had reviewed in their work session the prior night
and.how it affects the water district.The classification and
compensation study included the city and water district pay plan
by benchmark jobs and benefits.There was an update to the pay
scale to ensure a fair, appropriate, sustainable and competitive
pay plan.All jobs are to be assigned to an appropriate pay
range, develop an implementation plan to match the budget
priorities and ensure the city's and water district's ability to
maintain quality personnel.A questionnaire was given to all
city and water district employees.The employees completed the
questionnaire describing their jobs and responsibilities.There
are currently 146 job titles in use.They are being
consolidated into 141 proposed job titles.Nine of the proposed
titles are water district job titles unique to the water
district.They have some titles changed to utility titles and
also water.There are four titles which are common to the city
and the water district.One example is senior administrative
assistant.One example of a water title that will change is
water district engineer.The water district has an engineer
now.The water district director title did not change.The
cities that were compared were Avondale, Maricopa, Mesa,
Buckeye, Casa Grande, Oro Valley, Goodyear, Queen Creek and
Marana.Of the 74 titles that were surveyed, 23 titles were
below the prevailing wages, 38 were comparable and 13 titles
were above the prevailing wages.The wages were 51% comparable
to the other cities that were compared.He does not believe any
of the water district titles were above the prevailing wages.

The comparisons were made at mid -point of the pay plan.Unused
sick leave payout and other benefits are in line with market
prices.The new salary scale has been developed.The distance
is the same for the city and the water district with steps of
2.5% which are more sustainable and feasible than the city's
current 4.3% between steps.The initial implementation requires
every employee to be placed at the nearest step to their current
salary without going down.In some cases some employees will
get a significant increase and some employees will get a very
small increase at the initial implementation.The initial cost
of the implementation is about $254,000 for the city and water
district combined or 1.93% of the payroll.For the water
district it is about $18,500.The cost to provide all employees
with a one step increase on July 1, 2015 is about $340,000.For
the water district it is about $23,500 of the total payroll.
Many employees who land on a step low on the pay range ideally
will be provided step increases in the upcoming budget years to
ensure their salaries are nearer the prevailing wages.
Assistant District Manager
:Bryant Powell stated it has to do with compression.. He
explained the distinction between compressionand range or
moving through the range.Compression has to do with when there
is more than one employee in the same position.Compression has
to do with when employee starts a position and stays on the same
step and does not move through the years and a new employee
comes a few years later and is in the same step.Range
penetration is when just one employee is in the position and in
theory would move steps through the years.Since the city did
not do any steps, an employee could still be at step c for
years.The idea is to move employeesacross the range over
time.He does not feel they can do it right away but as they
look at the budget they hope to have a happier implementation
maybe in January.
