Superstition Blvd.,Apache Junction, AZ. A. Call to Order Chairperson Serdy called the meeting to order at 6:04 p.m. B. Roll Call Present 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble, and Board Member Schroeder Excused 1 - Board Member Rizzi Staff in attendance Bryant Powell, District Manager Matt Busby,Assistant District Manager Jennifer Pena, District Clerk Joel Stern, District Legal Counsel Mike Loggins, District Superintendent Evie McKinney, Utility Billing Supervisor Rita Vineyard,Administrative Assistant Donna Meinerts, District Treasurer Connie Chow, District Controller Al Bravo, Public Information Officer C. Agenda Items 1. 20-279 Approval of meeting minutes of May 5, 2020. Board member Barker made a motion to approve the minutes of the special meeting of May 5, 2020.Board Member Struble seconded. City of Apache Junction,Arizona page 1 Water Utilities Community Facilities Meeting Minutes June 16,2020 District 2. 20-280 Discussion and presentation on proposed District budget for Fiscal Year(FY) 2020-2021 to include proposed rates,fees, and charges applicable during FY 2020-2021 and classification and compensation plan for District employees. District Director Mike Loggins presented an overview of the proposed District budget for Fiscal Year(FY)2020-2021 to include proposed rates,fees, and charges applicable during FY 2020-2021 and classification and compensation plan for District employees and the budget schedule review. Chairperson Serdy closed the discussion and called for a motion. 3. 20-281 Consideration of Resolution No. 2020-002, declaring as public record and adopting certain documents filed with the District Clerk entitled "Apache Junction Water District Utilities Community Facilities District Classification Plan for Fiscal Year 2020-2021", "Apache Junction Water District Utilities Community Facilities District Compensation Plan for Fiscal Year 2020-2021", Apache Junction Water District Utilities Community Facilities District Flat and Hourly Schedule for Fiscal Year 2020-2021". Board member Barker made a motion that Resolution No.2020-002,declaring as a public record and adopting certain documents filed with the District Clerk entitled"Apache Junction Water Utilities Community Facilities District classification plan,compensation plan,and the flat and hourly schedule for Fiscal Year 2020-2021";be approved.Vice Chairperson Wilson seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble and Board Member Schroeder No: 0 Excused: 1 - Board Member Rizzi D. Public Hearing 4. 20-282 Presentation, discussion, public hearing and consideration of Resolution No 2020-003, pursuant to A.R.S.§48-716, adopting a proposed budget for the fiscal year beginning July 1, 2020 and ending June 30, 2021; adopting proposed rates,fees, deposits, water resources acquisition fees and charges applicable for the fiscal year beginning July 1, 2020 and ending on June 30, 2021; establishing a public hearing on the proposed budget; and directing district staff to solicit comments for the City of Apache Junction on the proposed annual budget. Board Member Barker made a motion that Resolution No.2020-003,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona), pursuant to A.R.S.§48-719,adopting a proposed budget for Fiscal Year beginning July 1,2020 and ending on June 30,2021;adopting proposed rates,fees,deposits,water resource acquisition fees and charges applicable for the Fiscal Year beginning July 1,2020 and ending on June 30, 2021;establishing a public hearing on the proposed budget;and directing staff to solicit comments from the City of Apache Junction on the proposed annual budget be approved and I further move the public hearing for final budget adoption be held on July 7,2020 at 6:00 p.m.in the Apache Junction City Council Chambers,300 East Superstition Boulevard,Apache Junction, Arizona.Vice Chairperson Wilson seconded. E. District Manager Report District Manager Bryant Powell reported that he received confirmation from Darron Anglin, District Manager of the Superstition Mountains Community Facilities District that their employees will be receiving a 3 percent merit increase. F. District Director Report- Presentation and discussion of the following items: No report. G. District Treasurer Report-Presentation and discussion District Treasurer Donna Meinerts presented the District's summary of revenues and expenditures for the third quarter of Fiscal Year 2020. H.
