Superstition Blvd.,Apache Junction,AZ. A. Call to Order Chairperson Sanity called the meeting to order at 6:02 p.m. B. Roll Call Present 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble, and Board Member Schroeder Excused 1 - Board Member Rizzi Staff in attendance Matt Busby,Assistant District Manager Jennifer Peha, District Clerk Joel Stern, District Legal Counsel Mike Loggins, District Superintendent Evie McKinney, Utility Billing Supervisor Rita Vineyard,Administrative Assistant Donna Meinerts, District Treasurer Connie Chow, District Controller Al Bravo, Public Information Officer C. Agenda Items 1. 20-312 Approval of minutes of the special meeting of June 2, 2020 and the regular meeting of June 16, 2020. Board Member Evans made a motion to approve the minutes of the special meeting of June 2, 2020 and the regular meeting of June 16,2020.Vice Chairperson Wilson seconded. District Director Mike Loggins presented an overview of the proposed District budget for Fiscal Year(FY)2020-2021 to include proposed rates,fees, and charges applicable during FY 2020-2021 and classification and compensation plan for District employees and the budget schedule review. D. Public Hearing 3. 20-314 Presentation, discussion, public hearing and consideration of Resolution No. 2020-004,adopting estimates of expenditures by the Water Utilities Community Facilities District(City of Apache Junction, Arizona),for Fiscal Year beginning July 1,2020 and ending June 30, 2021; declaring that such action shall establish the budget for the Water Utilities Community Facilities District(City of Apache Junction) for Fiscal Year 2020-2021. Board Member Barker made a motion that Resolution No.2020-004,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) adopting estimates of expenditures by the Water Utilities Community Facilities District(City of Apache Junction,Arizona),for Fiscal Year beginning July 1,2020 and ending on June 30,2021; declaring that such action shall establish the budget for the Water Utilities Community Facilities District(City of Apache Junction,Arizona)for Fiscal Year 2020-2021";be approved.Board Member Evansseconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Stable and Board Member Schroeder No: 0 Excused: I - Board Member Rizzi Chairperson Serdy called for a public Hearing on proposed budget and rate schedule for Fiscal Year 2020-2021.There being no one wishing to speak, he closed the public hearing with no further comments and called for a motion. City or Apache Junction,Arizona page 2 Water Utilities Community Facilities Meeting Minutes July 7,2020 District 4. 20-315 Presentation, discussion, public hearing and consideration of Resolution No. 2020-005, re-adopting all existing rates, user fees and charges for Fiscal Year 2020-2021, including new rates for monthly base services charges inside and outside city limits,water consumption rate per 1,000 gallons outside city limits, residential service and meter installation fees, system connection fees, standpipes; and establishing an effective date. Board Member Evans made a motion that Resolution No.2020-005,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona), re-adopting all existing rates, user fees and charges for Fiscal Year 2020.2021, including new rates for monthly base service charges inside and outside city limits,water consumption rate per 1,000 gallons outside city limits, residential service and meter installation fees,system connection fees,standpipes;and establishing and effective date.Board Member Barker seconded.
