Superstition Blvd.,Apache Junction, AZ. A. Call to Order Chairperson Serdy called the meeting to order at 6:00 p.m. B. Roll Call Present 6 Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble,and Board Member Schroeder Excused 1 - Board Member Rizzi Staff in attendance Matt Busby,Assistant District Manager Jennifer Pena, District Clerk Joel Stern, District Legal Counsel Mike Loggins, District Superintendent Evie McKinney, Utility Billing Supervisor Rita Vineyard,Administrative Assistant Donna Meinerts, District Treasurer Connie Chow, District Controller Al Bravo, Public Information Officer C. Agenda Items 1. 20-398 Approval of minutes of the special meeting of July 7,2020 Board Member Barker made a motion to approve the minutes of the special meeting of July 7, 2020.Board Member Evans seconded. City of Apache Junction,Arizona Pagel Water Utilities Community Facilities Meeting Minutes August 18,2020 District Yes: 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble and Board Member Schroeder No: 0 Excused: 1 - Board Member Rizzi 2. 20-399 Discussion and consideration of Resolution No. 2020-007, declaring a portion of the public utility easement located at 745 South Starr Road,Apache Junction,Arizona is no longer necessary for public use as public utility easement and is hereby extinguished. Board member Evans made a motion that Resolution No.2020-007,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) declaring portions of the public utility easement located at 745 South Starr Road,Apache Junction,Arizona no longer necessary for public use and are hereby extinguished,be approved. Board member Barker seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble and Board Member Schroeder No: 0 Excused: I - Board Member Rizzi District Director Mike Loggins presented an overview of Resolution No.2020-007, declaring portions of the public utility easements located at 745 South Starr Road, Apache Junction, Arizona no longer necessary for public use as public utility easements. 3. 20-400 Discussion, presentation and consideration of the procurement of fleet vehicles for the current fiscal year. Staff requests permission to purchase budgeted vehicles which would consist of two(2) new replacement 2020 Ford F-250 regular cab trucks and one(1) new 2020 Ford F-150 crew cab truck. Staff requests authorization to purchase the vehicles from Peoria Ford through the cooperative Arizona State Contract#ADSP017-166117 for a total not to exceed $105,000.00. Board Member Barker made a motion that the purchase of two(2)new replacement 2020 Ford F-250 regular cab trucks and one(1)new 2020 Ford F-150 crew cab truck from Peoria Ford through the Cooperative Arizona State Contract#ADSP017-166117 and for accessories through the Mohave Contract#16E-ASH2-0702 for a total amount not to exceed$105,000.00,be approved. Board member Barker seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Board Member Barker, Board Member Evans, Board Member Struble and Board Member Schroeder No: 0 Excused: 1 - Board Member Rizzi District Director Mike Loggins presented an overview of the procurement of fleet vehicles for the current fiscal year. Budgeted vehicles consist of two (2) new replacement 2020 Ford F-250 regular cab trucks and one(1) new 2020 Ford F-150 crew cab truck.Vehicles have been budgeted for a total not to exceed $105,000.00. District Manager Bryant Powell wanted to share that he received a call from the President of Arizona Water expressing his interest in attending a city council meeting. District Manager Powell stated he is working on setting up a meeting with either their president or local representative. E. District Director Report- Presentation and discussion of the following items: 4. 20-404 Presentation, discussion and update on: Water system District Director Mike Loggins presented an update on the water system and explained where the water used by the Water District comes from. He also presented an overview of the Salt River Reservoir System and Central Arizona Project's water levels and how they fluctuate throughout the year. District Director Mike Loggins presented an overview of the Arizona Water/Wastewater Agency Response Network(AzWARN)and how they are handling COVID-19.AzWARN is a group made up of multiple cities working together to assist each other during the crisis if necessary. Membership has increased by five cities during this time. District Director Mike Loggins presented an update on how the Water District is handling delinquent accounts and service shut offs at this time. Chairperson Serdy brought up the next State of the City presentation and expressed that he would like next year's presentation to include the city's current and future water plans. F. District Treasurer Report-Presentation and discussion No report. G.
