Superstition Blvd., Apache Junction, AZ. A. Call to Order Chairperson Serdy called the meeting to order at 6:02 p.m. B. Agenda Items 1. 20-515 Approval of the meeting minutes of September 15, 2020. Board Member Barker made a motion to approve the minutes of September 16,2020.Board Member Evans seconded. District Clerk Jennifer Pena asked the board make a new motion with the corrected contractor. Board Member Barker made a motion that the design and construction contract between the Water Utilities Community Facilities District(City of Apache Junction,Arizona)and Garney Companies Inc.to design and build a raw water impound at the Superstition Area Water Plan located at 4850 South Ironwood Drive,Apache Junction in the amount not to exceed$800,000.00 be approved.Vice Chairperson Wilson seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Boardmember Barker, Boardmember Evans, Boardmember Rizzi and Boardmember Struble No: 0 Absent: 1 - Boardmember Schroeder District Director Mike Loggins presented an overview of the design and construction contract with Garnery Companies Inc.to design and build a raw water impound at the Superstition Area Water Plant located at 4850 South Ironwood Drive in the amount of$800,000.00. The design study is 30% complete and the construction cost for the full project is estimated at$3.4 million. The project will occur over two fiscal years and if the final design costs are within our financial responsibility we will move forward.The$800,000.00 was included in the Water District's budget for Fiscal Year 2020-2021. Chairperson Serdy closed the discussion and asked for a motion. Board Member Barker made a motion that the design and construction contract between the Water Utilities Community Facilities District(City of Apache Junction,Arizona)and Carollo Engineers to design and build a raw water impound at the Superstition Area Water Plan located at 4850 South Ironwood Drive,Apache Junction in the amount not to exceed $800,000.00 be approved. Vice Chairperson Wilson seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Boardmember Barker, Boardmember Evans, Boardmember Rizzi and Boardmember Struble No: 0 Absent 1 - Boardmember Schroeder District Clerk Jennifer Pena brought to the board's attention that the incorrect contractor was listed in the item two motion and asked the board to rescind the motion. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Boardmember Barker, Boardmember Evans, Boardmember Rizzi and Boardmember Struble No 0 Absent 1 - Boardmember Schroeder 3. 20-517 Presentation, discussion and consideration of Resolution No. 2020-009, a resolution of the board of directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona)authorizing execution of an Intergovernmental Agreement for the sale of long term storage credits with Superstition Mountains Community Facilities District Number One. Vice Chairperson Wilson made a motion that Resolution No.2020-009,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) authorizing the Board Chair to execute and enter into an Intergovernmental Agreement for the sale of long term storage credits with Superstition Mountain Community Facilities District Number One be approved.Board member Evans seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Boardmember Barker, Boardmember Evans, Boardmember Rizzi and Boardmember Struble No: 0 Absent: 1 - Boardmember Schroeder District Director Mike Loggins presented an overview presented an overview of Resolution No. 2020-009 authorizing execution of an Intergovernmental Agreement with Superstition Mountain Community Facilities District No. 1 for the sale of long term storage credits. The current agreement expires December 31, 2020. The new agreement will be for an additional five years and includes the rights to purchase long term storage credits. Chairperson Serdy closed the discussion and asked for a motion. 4. 20-518 Presentation, discussion and consideration of Resolution No.2020-010, a resolution of the board of directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona)approving a Cafeteria Plan with Flexible Spending Account. Board member Barker made a motion that Resolution No.2020-010,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona), authorizing the adoption and restatement of the employee Flexible Benefit Plan be approved. Vice Chairperson Wilson seconded. Yes: 6- Chairperson Serdy,Vice Chair Wilson, Boardmember Barker, Boardmember Evans, Boardmember Rizzi and Boardmember Struble No: 0 Absent: 1 - Boardmember Schroeder District Director Mike Loggins presented an overview of the District's current Health Care Flexible Spending Account which currently runs calendar year. In order for the District to match City of Apache Junction,Arizona Page 3 Water Utilities Community Facilities Meeting Minutes October 20,2020 District the City of Apache Junction's fiscal year coverage plan, he is requesting a change including a six month term which will end June 30,2021 and a new yearly plan that will begin July 1, 2021. District Director Report- Presentation and discussion of the following items: 5. 20-519 Presentation, discussion and update on: • Coating on the 5,000 gallon tank at Booster Site 2. • Professional Service Agreement with TischlerBise, Inc.to assist in developing a connection fee policy and resource acquisition fees. District Director Mike Loggins presented an overview of a contract with Revolution Industrial for the interior coating of a 5,000 gallon hydro-pneumatic tank located at 575 East Baseline Avenue, Apache Junction, Arizona.The contract cost is$24,000.00 which was included in the Water District's budget for Fiscal Year 2020-2021. District Director Mike Loggins presented an overview of a contract with TischlerBise Consulting for a water resource acquisition fee and water system connection fee study.The contract cost is$44,000.00 which was included in the Water District's budget for Fiscal Year 2020-2021.
