NOTICE OF PUBLIC MEETING AND AGENDA OF THE DISTRICT BOARD OF THE
WATER UTILITIES COMMUNITY FACILITIES DISTRICT (CITY OF APACHE JUNCTION,
ARIZONA)
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the District Board of
the Water Utilities Community Facilities District, (City of Apache Junction, Arizona), and to the
general public, that on Tuesday, May 18, 2021 at 6:00 p.m., the District Board of the Water
Utilities Community Facilities District will hold a meeting open to the public at the Apache
Junction City Council Chambers, 300 E. Superstition Blvd., Apache Junction, AZ.
A. Call to Order
Chairperson Wilson called the meeting to order at 6:00 p.m.

Board Member Schroeder made a motion to approve the minutes of April 20,2021.Board Member
Biggs seconded.

2. 21-245 Discussion and presentation on proposed District budget for Fiscal Year(FY)
2021-2022 to include proposed rates, fees, and charges applicable during FY
2021-2022 and classification and compensation plan for District employees.
District Director Loggins presented the proposed District budget for Fiscal Year(FY)2021-2022
to include proposed rates,fees and charges applicable during FY 2021-2022 and classification
and compensation plan for District employees.
District Director Loggins presented a summary of revenues and expenditures for FY 2021-2022.
Capital projects proposed for FY 2021-2022 to include the second phase of the build of a raw
water impound at Superstition Area Water Plant and the drilling of a new well on the Superstition
Vista Subdivision site. Other expenditures include a new Utility Billing Software program, a
proposed rate structure with Central Arizona Project, additional Non-Indian Agriculture water to
be purchased over the next five years, and a study by Salt River Project for the Verde River
Sedimentation Mitigation project. Resource Water Acquisition fees will help fund these projects.
District Director Loggins presented an overview of the proposed rate adjustments for FY
2021-2022 to include a 2.1%overall increase for customers within city limits and a 4.8% overall
increase for customers in county areas. He is also proposing an increase in residential system
connection fees and water acquisition fees which will not affect current customers. The
increases will go into effect October 1, 2021.
District Director Loggins presented an overview of the proposed classification and
compensation plan for District Employees This will include a 3% increase in the compensation
plan and a 10% increase on average to health insurance premiums, the District will cover 3% of
the cost of the increase and the employee will cover the other 7%.
3. 21-246 Consideration of Resolution No. 2021-002, declaring as public record and
adopting certain documents filed with the District Clerk entitled "Apache
Junction Water District Utilities Community Facilities District Classification
Plan for Fiscal Year 2021-2022", "Apache Junction Water District Utilities
Community Facilities District Compensation Plan for Fiscal Year 2021-2022",
Apache Junction Water District Utilities Community Facilities District Flat and
Hourly Schedule for Fiscal Year 2021-2022".
Board member Biggs made a motion that Resolution No.2021-002,declaring a public record and
adopting certain documents filed with the District Clerk entitled"Apache Junction Water Utilities
Community Facilities District Classification Plan, Compensation Plan,and the Flat and Hourly
Schedule for Fiscal Year 2021.2022", be approved.Board member Schroeder seconded.

4. 21-247 Presentation, discussion, public hearing and consideration of Resolution No.
2021-003, pursuant to A.R.S.§48-716, adopting a proposed budget for the
fiscal year beginning July 1, 2021 and ending June 30, 2022; adopting
proposed rates, fees, deposits,water resources acquisition fees and charges
applicable for the fiscal year beginning July 1, 2021 and ending on June 30,
2022; establishing a public hearing on the proposed budget; and directing
district staff to solicit comments for the City of Apache Junction on the
proposed annual budget.
Board member Gremmel made a motion that Resolution No.2021-003,a resolution of the Board of
Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona),
pursuant to A.R.S.§48-716,adopting a proposed budget for Fiscal Year beginning July 1,2021
and ending on June 30,2022;adopting proposed rates,fees,deposits,water resource acquisition
fees and charges applicable for the Fiscal Year beginning July 1,2021 and ending on June 30,
2022;establishing a public hearing on the proposed budget; and directing district staff to solicit
comments from the City of Apache Junction on the proposed annual budget be approved. Board
member Nasser seconded.
District Clerk Jennifer Pena called for a roll call vote.During the vote Board member Schroeder
asked if the motion was to be voted on in two parts or was the additional verbiage to be included
in the original vote.District Clerk Jennifer Pena confirmed the motion should be made as written
and informed the board that the motion would need to retracted and the motion would need to
be presented again.
Chairperson Wilson asked for a roll vote for the motion to be retracted and called for a roll call
vote on the retraction.
Before the full motion was presented again to the board,Chairperson Biggs asked to clarify the
public meeting date prior to the vote. District Manager Matt Busby confirmed the date being voted
on was for the final budget public hearing on June 15,2021.
The retracted motion was approved by the board and Board member Gremmel made a new
motion that Resolution No.2021.003,a resolution of the Board of Directors of the Water Utilities
Community Facilities District(City of Apache Junction,Arizona),pursuant to A.R.S.§48-716,
adopting a proposed budget for Fiscal Year beginning July 1,2021 and ending on June 30,2022;
adopting proposed rates,fees, deposits,water resource acquisition fees and charges applicable
for the Fiscal Year beginning July 1,2021 and ending on June 30,2022;establishing a public
hearing on the proposed budget; and directing district staff to solicit comments from the City of
Apache Junction on the proposed annual budget be approved; and I further move the Public
Hearing for final budget adoption be held on June 15,2021 at 6:00 pm in the Apache Junction City
Council Chambers,300 East Superstition Boulevard,Apache Junction,Arizona. Board member
Nesserseconded.

Chairperson Wilson asked for a motion on Resolution No. 2021-002. District Manager Bryant
Powell noted this was a public hearing. Chairperson Wilson called for a Public Hearing on
proposed budget and rate schedule for Fiscal Year 2021-20221. There being no one wishing to
speak, he closed the public hearing with no further comments and called for a motion.
