NOTICE OF PUBLIC MEETING AND AGENDA OF THE DISTRICT BOARD OF THE
WATER UTILITIES COMMUNITY FACILITIES DISTRICT(CITY OF APACHE JUNCTION,
ARIZONA)
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the District Board of
the Water Utilities Community Facilities District, (City of Apache Junction,Arizona), and to the
general public, that on Tuesday, August 17, 2021 at 6:00 p.m., the District Board of the Water
Utilities Community Facilities District will hold a meeting open to the public at the Apache
Junction City Council Chambers, 300 E. Superstition Blvd., Apache Junction, AZ.
A. Call to Order
Chairperson Wilson called the meeting to order at 6:00 p.m.

1. 21-395 Approval of the meeting minutes of May 18, 2021 and June 15, 2021.
Board Member Nasser made a motion to approve the minutes of the meeting of May 18,2021 and
June 15,2021.Board Member Biggs seconded.

3. 21-396 Discussion and presentation of first amendment of the water development
agreement between Water Utilities Community Facilities District and
Superstition Vista Subdivision.
District Director Loggins presented an overview of first amendment of the water development
agreement between Water Utilities Community Facilities District and Superstition Vista
Subdivision. The original agreement was with Hillstone Homes who has sold the development to
Century Homes. The amendment would transfer the agreement to the new owner and would
extend the agreement another twelve months.
Board member Biggs asked for clarification as to where the development is located and that it
was not part of the future state land development. District Direct Loggins confirmed the land
located on Cortez Road south of Baseline Avenue was privately owned and was not part of the
state land agreement.
The item could not be voted on due to the fact that consideration was not included on the
agenda item. Per District Council Stern,the item will need to be presented again and voted on at
the September 21,2021 meeting. District Director Loggins stated this should not be an issue
with the developer to wait until the next meeting for a vote.
4. 21-397 Discussion and presentation of agreement between Water Utilities
Community Facilities District and Superstition Mountains Community
Facilities District No. 1 for non-potable water.
District Director Loggins presented an agreement between Water Utilities Community Facilities
District and Superstition Mountains Community Facilities District No. 1 for non-potable water.
This agreement is part of the state land development where they would like to utilize non-potable
water for irrigation, direct potable reuse and for recharge into the ground.
District Council Stern asked for clarification of the difference between potable and non-potable
water. District Director Loggins explained potable water is considered drinking water and meets
EPA and ADEQ standards. Non-potable water can be several different things, it can be effluent
water from a sewer plant, raw Central Arizona Project water or well water that is not treated and
these types of water are not considered drinkable. The vision of the non-potable system is to
reduce demands on the potable water system and is part of the One Water Plan for the City of
Apache Junction and the Water District.

2. 21-400 Discussion, presentation and consideration of the procurement of
replacement fleet vehicles and accessories consisting of one (1) new
replacement 2021 Ford F-250 regular cab truck, one (1) John Deere Backhoe
and one (1) Forklift budgeted for the current fiscal year utilizing the
cooperative contract with the State of Arizona Contract No. ADSP017-16617,
and the Sourcewell Contract#032119-JDC. Staff requests authorization to
purchase vehicles for a total not to exceed $125,000.00.
Board Member Evans made a motion that the purchase of one(1)new replacement 2021 Ford
F-250 regular cab truck,one(1)John Deere Backhoe and one(1)Forklift budgeted for the current
fiscal year utilizing the cooperative contract with the State of Arizona Contract No.
ADSP017-16617,and the Sourcewell Contract#032119-JDC for a total not to exceed$ 125,000.00

District Director Mike Loggins presented an overview of the procurement of fleet vehicles and
accessories for the current fiscal year. Budgeted vehicles consist of one (1) new replacement
2021 Ford F-250 regular cab truck, one (1) John Deere Backhoe and one (1) Forklift budgeted
for the current fiscal year utilizing the cooperative contract with the State of Arizona Contract No.
ADSP017-16617, and the Sourcewell Contract#032119-JDC. Vehicles have been budgeted for
a total not to exceed $125,000.00.
